    To ask Her Majesty’s Government what pressure is being exerted on countries that have not ratified the Arms Trade Treaty.

    The UK has allocated £350,000 to support projects that will help countries to sign, ratify and implement the Arms Trade Treaty (ATT). We are working through the UN and EU with countries that require technical assistance and advice on how to implement certain aspects of the Treaty e.g. enforcement training and framing legislation correctly. Other activities include raising awareness with key partners in regions such as West Africa, where communities are seriously affected by the illicit trade in Small Arms.

    This year, through the Foreign and Commonwealth Office’s counter-proliferation programme, we will be funding a series of ATT-related projects specifically focused on ATT signature, ratification, implementation and early entry into force.

    To ask the Secretary of State for Communities and Local Government, what estimate he has made of his Department’s consumption in kWh of (a) gas and (b) electricity in each month since June 2010; and what the cost of such consumption has been in each such month.

    Under this Government, the DCLG Group has made considerable financial savings in energy consumption, reducing its greenhouse emissions by 54 per centre from 2009-10 to 2013-14, saving £1 million comparing 2009/10 energy costs to 2013-14, through energy efficiency measures and better procurement practices.

    I would note that under the last Administration, the Department’s main building (Eland House, Victoria) was one of the least energy-efficient buildings in Whitehall, despite it being the lead Department on energy efficiency standards in buildings. In June 2011, the building was awarded a ‘D’ grade display energy certificate, having improved from a notional ‘G’ grade in 2006-07.

    It is not possible to provide meaningful comparable monthly figures since June 2010, as (a) from 2011, the residual parts of the Government Office for the Regions estate became part of the core DCLG estate, (b) due to billing credits following consumption estimates by suppliers, (c) changes in consumption due to cold weather and (d) additional consumption due to empty office space being sub-let to third-party tenants, generating income to save taxpayers’ money.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate his Department has made of the number of marine dredging applications that will be dealt with by the Marine Management Organisation using the online marine licensing system in 2014-15.

    Since the beginning of 2014-15 the Marine Management Organisation (MMO) has dealt with five 15 year marine licences for aggregate dredging.

    For non-aggregate dredging Defra’s Impact Assessment on exemptions and navigational dredging predicted 872 applications ranging from simple, routine and complex applications for 2014-15 (Ref: IA No DEFRA 1118 – The Marine Licensing (Exempted Activities) (Amendment) Order 2013). The actual annual number of applications being received so far is currently running at between 10-20% of the forecast.

    To ask the Secretary of State for Health, how many people aged (a) under 18 and (b) 18 years and over were admitted to hospital with a condition related to alcohol misuse in each year since 2010.

    The attached tables contain the sum of the estimated alcohol attributable fractions (AAFs) for admissions for patients aged (a) 0-17 years and (b) 18 years and over for the years 2010-11 to 2012-13.

    It should be noted that these figures are not a count of people and represent an estimated number of admissions that were attributable to alcohol.

    AAFs are based on the proportion of a given diagnosis or injury that is estimated to be attributed to alcohol. Some diagnoses or injuries will, by definition, be wholly attributable to alcohol and have an AAF of one, others will only be partly attributable to alcohol and have an AAF greater than zero, but less than one. Diagnoses or injuries that are not attributable at all to alcohol will have an AAF of zero.

    These figures are derived by summing all AAFs for the relevant admissions and should, therefore only be interpreted as an estimate of the number of admissions that can be attributed to alcohol.

    In addition, partial AAFs are not applicable to children aged under 16 years, therefore figures for this age group relate only to wholly – attributable admissions.

    The Health and Social Care Information Centre – Statistics on Alcohol: England, 2014 report manually implemented new methodology against the 2012-13 data in their report. However, no change to the underlying Hospital Episode Statistics (HES) data has been currently made.

    The proportion of detainees who have escaped from detention or from escort in each of the last four years who have been returned to detention is 37% (7) of 19 detainees. One detainee was not returned to detention but located overseas. Major changes to the estate since 2010 have included the closure of the lower security site at Oakington Reception Centre in November 2010 and increased capacity at the higher security centre at Harmondsworth in July 2010. The management information above has been reached by the examination of individual records. It does not form part of published statistics and is not subject to the detailed checks that apply for National Statistics publications. It is provisional and subject to change.

    Bids to run the 21 Community Rehabilitation Companies are expected by the end of June, with contract winners being announced by the end of 2014. We will announce the list of preferred bidders when the evaluation has been concluded. We are committed to the roll out of payment by results by 2015.
