    To ask Her Majesty’s Government what is the average waiting time (1) from GP referral to initial specialist surgeon appointment, and (2) from initial specialist surgeon appointment to operation, for a hip replacement in the English regions of (a) London, (b) the South, (c) the Midlands and East, and (d) the North.

    The information is not available in the format requested. The information which is available is from hospital episode statistics (HES), which give a detailed breakdown of individual episodes of care by procedure, including hip replacements. Within HES, it is not possible to link the outpatient and admitted patient datasets to determine if an outpatient appointment is linked to a subsequent hip replacement. It is therefore only possible to show time waited between decision to admit and admission to hospital. A table of this data is attached.

    To ask the Secretary of State for International Development, on what grounds UK aid is given to countries on the EU Commission tax haven blacklist.

    DFID uses a range of criteria to inform how we allocate aid across countries. These criteria include, for example, current and projected poverty levels in the country, the country’s ability to self-finance its development (e.g. through domestic taxation), and the likely effectiveness of UK aid.

    A number of EU member states maintain lists of jurisdictions for tax purposes against criteria concerning tax transparency and/or the prevailing tax rate. The EU does not maintain a blacklist; however a list of 30 jurisdictions that featured on 10 or more member state lists was compiled and then superseded by a recent European Commission update.

    This update included UK Crown Dependencies and Overseas Territories which had the UK’s signature of the Multilateral Convention on Mutual Administrative Assistance in Tax Matters extended to them in 2014. The updated individual member state lists can be found at: http://ec.europa.eu/taxation_customs/taxation/gen_info/good_governance_matters/lists_of_countries/.

    Of the 30 jurisdictions named in the original list, 14 received UK Official Development Assistance (ODA) in 2013 (the most recent year for which consolidated figures are available). Of these 14, only three (Liberia, Montserrat and Vanuatu) received ODA from DFID for development and humanitarian assistance in that year. Details of funding amounts to these 14 jurisdictions can be found at the Statistics on International Development 2014 page of the gov.uk website.

    To ask the Secretary of State for the Home Department, if she will bring forward legislative proposals for a statutory duty for fire and rescue services to respond to flooding.

    The Hon. Member will be aware that the Prime Minister announced on 5 January 2016 that responsibility for fire policy was being transferred to the Home Secretary with immediate effect. I am, therefore, answering the Hon Member’s question as Fire Minister. As fire is a devolved matter in Wales, my response applies only to England.

    Fire and Rescue Authorities are required to put in place integrated risk management plans, coordinated with the community risk registers produced by Local Resilience Forums. These documents should identify the full range of risks to which fire and rescue services should be able to respond. The effective response of fire and rescue services to the recent flooding demonstrates that the system is working.

    I would like to take this opportunity to thank all those at the frontline involved in that response. The commitment and dedication they showed throughout the Christmas and New Year period in helping communities affected to deal with the largescale flooding and to rebuild their lives afterwards is a demonstration of public service at its very best.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to encourage more milk processors to comply with the voluntary code on milk contracts.

    The dairy industry code of best practice on contractual arrangements was created in Great Britain in 2012 in response to concern about fluctuating milk prices. About 85% of producers have signed up to it. There is general acceptance that the code’s introduction has led to some improvement for milk producers.

    Ultimately, the code is voluntary and owned by the industry. However, this is something that I regularly discuss with the NFU and Dairy UK with a view to encouraging other, primarily smaller processors to sign up.

    To ask the Secretary of State for Health, what assessment his Department has made of the potential effect of Spirit Healthcare’s Empower type 2 diabetes education programme on uptake of structured education by diabetics in Leicester, Leicestershire and Rutland.

    NHS England advises that the three clinical commissioning groups (CCGs) in Leicester, Leicestershire and Rutland decided to commission a diabetes education programme collectively from April 2016 to ensure that diabetes care was being provided equitably across the area. The diabetes education programme was put out to tender and Spirit Healthcare was the successful bidder with its EMPOWER programme.

    The EMPOWER programme, which is based on National Institute for Health and Care Excellence guidelines, is designed to reduce inequalities in Leicester, Leicestershire and Rutland. The procurement was overseen by an Equality Lead from the CCGs to ensure patients’ needs were being met.

    The CCGs will be monitoring the delivery of the contract and the uptake of the course. The service has been procured on the basis of a standard National Health Service contract and will be monitored according to the Quality Schedule within that. Additional quality measures will also be regularly evaluated such as patient experience, Friends and Family Test, course attendance and feedback from clinical leads.

    In the Belfast Agreement the concept of ‘parity of esteem’ is expressed and defined in relation to people living in Northern Ireland. The Government is committed to treating people fairly and with equal respect wherever they live in the United Kingdom.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what guidance her Department provides to local authorities on the (a) issuing and (b) geographical extent of abatement notices to homes affected by noise nuisance.

    The Government does not consider it appropriate to provide best practice guidance to local authorities on abatement notices. Noise nuisance is best dealt with at a local level. Local authorities should therefore be free to take account of local circumstances when determining how best to apply the powers available to them in relevant noise and nuisance legislation.
