    To ask Her Majesty’s Government what evidence, if any, they have received about the use of illegal rocket-propelled cluster bombs by Saudi Arabia in Yemen; and whether they have made representations to Saudi Arabia on that subject.

    We are aware of recent reports that the Saudi Arabian led Coalition may have used cluster munitions in Yemen. We note that the Kingdom of Saudi Arabia is not yet a state party to the Convention on Cluster Munitions, but have encouraged Saudi Arabia to accede to the Convention. The British Government has always been clear that any action taken must be in accordance with International Humanitarian law (IHL). We have raised our concerns with the Saudi Arabian government and the Houthis and have received repeated assurances of their IHL compliance.

    To ask Her Majesty’s Government what policies they have in place (1) for the protection of the Exclusive Economic Zones around the United Kingdom’s worldwide dependencies, and (2) to ensure maximum economic advantage for the United Kingdom and its dependencies from those waters and seabed.

    The British Government is committed to protecting the marine environment of the Overseas Territories. As part of this work we plan to work with the Overseas Territories to create “blue belts” to help manage their dynamic and important ecosystems in a way which effectively balances environmental protection and economic potential. This will help the UK to meet its international obligations under the Convention on Biological Diversity, which aims to protect ten per cent of marine waters globally. In support of this goal the UK has, in addition, declared a full no take Marine Protected Area around the British Indian Ocean Territory and a sustainable use Marine Protected Area in South Georgia and the South Sandwich Islands.

    The Overseas Territories are responsible for managing their terrestrial and marine environments, including their economic potential. The UK is responsible in international law for compliance with international obligations.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the implications for his policies of the most recent Global Financial Stability Report from the IMF.

    The IMF’s report concludes that risks to global financial stability from emerging markets remain elevated, amid falling risk appetite and increasing market liquidity risks.

    The UK Government is alive to any implications of these risks for UK financial stability. The Government established the Financial Policy Committee (FPC) to identify and manage these types of risk to the UK financial system.

    The Bank of England’s forthcoming 2015 stress test of the UK banking system will assess its resilience to a deterioration in global economic conditions, particularly in emerging markets.

    Furthermore, the UK’s financial regulatory bodies are continuing to work at an international level on risks relating to global financial market liquidity.

    To ask the Secretary of State for Defence, what the (a) nature and (b) purpose is of the deployment of UK armed forces to Somalia; and if he will make a statement.

    The UK currently has 20 Armed Forces personnel deployed in Mogadishu, Somalia. Those personnel are supporting a range of UN and EU Missions to provide training, mentoring, and logistical support to the African Union Mission in Somalia (AMISOM), and develop the Somali National Army. The purpose of those Missions, and therefore our support, is to counter the terrorist threat from Al Shabaab and achieve security and stability within Somalia and the wider East Africa region. The total UK deployment includes a Defence Attache and Assistant DA at the British Embassy in Mogadishu.

    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will publish the results of the EU’s recent tests on the likely harmful effects to bees of the use of neonicotinoids; and if she will make a statement.

    The EU itself does not carry out tests on the effects on bees from the use of neonicotinoid insecticides.It makes decisions on the regulation of neonicotinoids and other pesticides on the basis of scientific information provided by companies working to agreed standards and published scientific studies.

    The European Food Safety Authority (EFSA) has published scientific opinions on the risks from uses of these pesticides following mandates from the European Commission. EFSA also recently held a consultation calling for data on this matter as the first step in an EU review of controls on these insecticides.The UK is contributing fully to this review.
