    To ask the Secretary of State for Environment, Food and Rural Affairs, what her policy is on the level of atmospheric carbon concentration required to prevent harmful ocean acidification; what assessment she has made of the effect of ocean acidification under atmospheric carbon concentration scenarios used by the Intergovernmental Panel on Climate Change on (a) marine species and (b) coastal populations; and if she will make a statement.

    Defra and DECC have together supported the UK Ocean Acidification Programme to better understand the impacts of climate change on our seas.

    Although we are still awaiting the final summary report, outputs from the programme point to a complex range of effects on marine species and ecosystems resulting from the interplay between acidification and temperature increase. The economic effects on coastal populations are uncertain at this point though preliminary work indicates they are likely to be increasingly negative as the century progresses.

    However, by reducing emissions in line with the stringent emissions scenario produced by the Intergovernmental Panel on Climate Change (Representative Concentration Pathway 2.6) which is consistent with keeping mean global temperature increase below 2°C, we would significantly increase the options for protection, adaptation and repair of the ocean.

    This is why the UK Government is seeking ambitious global action on climate change this month in Paris to protect our oceans in the future.

    British Business Bank’s investment in Funding Circle is one of a portfolio of investments managed by the commercial arm of the bank – British Business Bank Investments Ltd. To date, £60m has been committed to Funding Circle, an amount which has supported over 7,000 businesses. The investment contributes a financial return in line with the performance of the wider portfolio.

    The UK undertakes a wide range of operational, Defence Engagement and training activity within the Baltic region. While it is not possible to provide full information, costs exceeded £1.6 million in FY13-14; £13.5 million in FY14-15 and £4.1 million in FY15-16.

    Information on cancelled appointments, and the reasons for them, is not held centrally within the Department. In order to obtain this information we would need to ask our providers to clerically collate, prepare and quality assure this information. We estimate this would take in excess of 5 days to complete and the cost would be disproportionately excessive.

    The Government is committed to enabling all disabled people to fulfil their potential and achieve their aspirations. Work is an important part of this, which is why the Government has committed itself to halving the disability employment gap.

    We will soon publish a Green Paper on work and health and conduct a consultation to understand how every individual can have the opportunity to work and share in the economic and health benefits that work brings, regardless of their health condition or disability. We will continue to engage with key stakeholders that support deaf blind people as part of the Green Paper consultation.

    The feedback from the consultation and the work that we are doing to build and test the evidence base will help us to find out what really works to remove the barriers disabled people and people with health conditions face in getting and staying in work.

    As announced at the Summer Budget, we have asked the Department for Transport to look at extending the Mersey Gateway local discount scheme to residents of Chester West & Chester and Warrington, as well as looking at help for small businesses. This work is ongoing.
