    To ask Her Majesty’s Government what measures are in place to limit the exposure of the public purse to costs arising through reliefs and repayments of Ring Fence Corporation Tax, Petroleum Revenue Tax, and the Supplementary Charge, incurred by the decommissioning of North Sea oil and gas infrastructure.

    The Government believes in making the most of the UK’s oil and gas resources – to date the oil and gas industry has contributed £330bn to the Exchequer and is the UK’s largest industrial investor, supporting hundreds of thousands of jobs, supplying a large portion of the UK’s primary energy needs and making a significant contribution to GDP. With between 11 and 21 billion barrels of oil equivalent still to be exploited, the UK Continental Shelf can continue to provide considerable economic benefits for many years to come.

    The Government is committed to ensuring decommissioning programmes represent value for money, which is why we have introduced provisions through the Energy Bill to:

    • require decommissioning programmes to be cost effective;
    • ensure the Oil and Gas Authority has the powers it needs to scrutinise companies’ decommissioning plans to ensure they are cost effective; and
    • enable the Secretary of State to require a company to take specific action to reduce the costs of decommissioning to address cost overruns.

    To ask Her Majesty’s Government how many persons imprisoned for sexual offences have been returned to prison after failing lie detector tests by polygraph; and how many were referred for polygraph tests in the last period for which statistics are available.

    Polygraph tests for certain sexual offenders on licensed supervision in the community first became available in August 2014. As of October 2015, 681 sexual offenders had been made subject to polygraph testing as a license condition and had been referred for testing to the National Offender Management Service. As of the same date, 22 sexual offenders were recalled as a result of disclosures which they had made in connection with their polygraph test, whilst one was recalled for failing to attend a test which had been arranged.

    To ask Her Majesty’s Government, further to the Written Statement by Lord Faulks on 15 October (HLWS229), how much they have spent to date on the process for procurement of a new criminal court compliance and enforcement services provider; and how much will now be written off.

    As the Minister for Courts told the House on 15 October 2015, we took the decision not to outsource HMCTS compliance and enforcement services to a single supplier because of the need to ensure that any contract we let provided the best value for the taxpayer.

    The total cost of the Compliance and Enforcement Service Project as of end of September 2015 was £8,723,645.

    The overall turnover rates in the 2014-15 financial year were 12.8% and 11.1% respectively. The turnover figures include all staff leaving the organisation, including those who transferred to another Government Department but remained in Civil Service employment, including those that transferred as a result of machinery of government changes. The Department’s Digital team is only made up of 9 staff, therefore small numbers of leavers heavily skew the turnover figures.

    Defra’s view is that fishing limits, in the form of Total Allowable Catches, need to be set in accordance with the objective of achieving the maximum sustainable yield exploitation rate by 2015, where possible, and 2020 at the latest.

    There were 756 training places commissioned for improving access to psychological therapies (IAPT) programmes in 2014/15. In addition 509 trainees attended Child and Young People’s (CYP) IAPT courses in 2014/15.

    Health Education England (HEE) works with the General Medical Council, the Nursing and Midwifery Council and the Royal Colleges to seek to ensure training of health and care professionals meets the needs of the public.

    HEE has established a Patient Advisory Forum which provides advice to the HEE Board and other advisory groups to ensure that the needs of the patient are at the heart of the education, training and workforce planning process.

    To ask Her Majesty’s Government what steps they have taken to raise the case of any of the public executions in North Korea between 2010 and 2014 detailed in the latest report of the Special Rapporteur on the situation of human rights in that country.

    We remain strongly opposed to the use of the death penalty in all circumstances.

    The UK, working with the EU and Japan, has ensured that annual UN resolutions consistently call on the Democratic People’s Republic of Korea (DPRK) to end its use of the death penalty. We also use our diplomatic relations to raise concerns directly with North Korean officials.

    British diplomats raised specific concerns with the Ministry of Foreign Affairs in Pyongyang following the execution of Jang Song Thaek in December 2013.

    In October, the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), met the UN High Commissioner for Human Rights, Prince Zeid, to discuss a coordinated approach to addressing human rights concerns across the globe, including the DPRK.
