    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the potential effect of a UK withdrawal from the EU on relations between the UK and Ireland.

    At the February European Council the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s view is that the UK will be stronger, safer and better off remaining in a reformed EU.

    The Government believes that the best context for friendly and constructive bilateral relations with the Republic of Ireland is common membership of a reformed European Union. A vote to leave the EU in the referendum would bring with it uncertainty across a range of issues.

    We have had no specific reporting nor have we made representations on behalf of the group mentioned. However, we consistently raise our concerns about the treatment of the Baha’i community in Iran with the Iranian Government. We call on Iran to cease harassment of all religious minorities and to fulfil its international and domestic obligations to allow freedom of religion to all Iranians.

    To ask the Secretary of State for Education, what assessment she has made of differential rates of apprenticeship completion by sector; and if she will make a statement.

    Apprenticeship achievement rates by sector subject area vary from 60.4% (Science and Maths) to 78.9% (Information and Communication Technology). With the exceptions of Agriculture, Horticulture and Animal Care, Arts, Media and Publishing and Science and Mathematics, the achievement rate for all Sector Subject Areas increased between the 2013/14 and 2014/15 academic years.

    Our reforms are improving the quality of all apprenticeships. We have insisted that they must all be paid jobs with substantial training, develop transferable skills and have a minimum 12 months’ duration. Ensuring that, at the end of their apprenticeship, apprentices have transferable skills and can progress their career will all help encourage people to complete their apprenticeship.

    To ask the Secretary of State for Transport, what powers he proposes that Rail North will exercise in respect of the Northern and TransPennine Express rail franchises by May 2016.

    In March of this year the Department for Transport (DfT) signed a formal partnership agreement with Rail North. This agreement sets out the arrangements by which a locally-based team in Leeds, reporting to a joint Rail North/ DfT strategic board will manage the new Northern and TransPennine Express franchises from April 2016. The agreement includes important mechanisms to enable the Rail North authorities to make decisions on changes to their local rail service and fares and to make investments in these franchises to make improvements.

    It also sets out the steps by which further devolution will be agreed by the parties during the life of the franchises.

    To ask the Secretary of State for Work and Pensions, if he will take steps to allow people in receipt of the War Disablement Pension for mesothelioma to apply for the new compensation settlement award.

    Specified payments are set out in the Mesothelioma Scheme Regulations and include payments under the Naval, Military and Air Forces Etc. (Disability and Death) Service Pensions Order 2006 and payments under the Armed Forces and Reserve Forces (Compensation Scheme) Order 2011. If a person is eligible for or in receipt of a war disablement pension under either of these Orders then they are not eligible for a payment under the Diffuse Mesothelioma Payment Scheme (DMPS).

    The Department does not intend to change the rules relating to specified payments in relation to DMPS.

    Lady Justice Macur’s report is being considered as a matter of urgency with a view to publication as soon as possible.

    The report needs to be considered by law enforcement agencies and the government before it can be published. This includes considering whether redactions need to be made. Lady Justice Macur has herself recommended that certain material should be considered for redaction before publication.

    The National Institute for Health and Care Excellence has advised that it will publish a resource impact report to accompany its final technology appraisal guidance on immunosuppressive therapy for kidney transplant in adults (review of TA85).

    The current draft version of the report makes no comment on the effect of this appraisal on these issues.
