    To ask Her Majesty’s Government what steps they have taken to ensure that adequate ring-fenced funding is provided to local authorities to enable them successfully to deliver the Government’s childcare provision targets.

    We have already announced over £1bn funding for the early years entitlements within the ring-fenced Dedicated Schools Grant by 2019-20, which includes £300m to uplift the funding rate to providers. The increase to the funding rate is based on robust evidence from the Review of the Cost of Childcare. We have made clear our commitment to maximise the amount of this funding which reaches front line childcare providers, and will consult on proposals for achieving this as part of our consultation on early years funding reform later this year.

    DFID has not made an estimate of the extent of tax evasion and avoidance in the global south due to a lack of reliable data.

    The UK has been an international leader in efforts to tackle tax evasion and tax avoidance since the UK’s G8 Presidency in 2013. A key part of DFID’s work in this area is to ensure that developing countries can partake in and benefit from international initiatives to challenge tax avoidance and evasion.

    To ask the Secretary of State for the Home Department, what steps her Department is taking to ensure that unaccompanied child refugees have access to information in a form and language appropriate to their age and language on their rights to apply for asylum or family reunion which includes information on the criteria used in and estimated timescales for determining applications.

    Unaccompanied asylum seeking children who have arrived in the UK are referred to local authority children’s services as soon as possible.

    As well as social work support, they have access to publicly-funded legal advice in relation to their asylum claim, to advice and guidance on the asylum process from the Refugee Council Children’s Panel, and to an interpreter if English is not their first language.

    To ask the Secretary of State for Education, whether the Education for All Bill will require academies to provide sex and relationships education.

    All schools should offer high quality, age-appropriate sex and relationship education, and build a curriculum that meets the needs of all their students. Sex and relationship education is compulsory in all maintained secondary schools. Academies do not have to teach sex and relationship education but many choose to do so as part of their statutory duty to provide a broad and balanced curriculum.

    The content of any forthcoming Bill will be announced in due course.

    Strict controls on the import of lions and their body parts were introduced in January 2015. These ensure that the exporting country must be satisfied that the animal was hunted sustainably and that the importing country must also carry out this check. We are working with CITES partners to strengthen hunting safeguards and put in place additional trade controls as appropriate.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what the UK contribution to the European External Action Service has been in each year since its creation; and what proportion of the European External Action Service’s overall budget the UK has contributed in each such year.

    The United Kingdom contributes to the EU budget as a whole, not to individual elements of it. The initial European External Action Service (EEAS) budget in 2011 was €464 million. €441 million of this was existing money transferred from the Commission and Council Secretariat. The EEAS budget was €489 million in 2012, €509 million in 2013 and €519 million in 2014. Over this period, the UK’s pre-abatement financing share was 14.5% (outturn) in 2011, 15.3% in 2012, 15.5% in 2013, and 15.4% in 2014 based on the latest budgets for those years. The UK has been clear in arguing for restraint in the EEAS budget at a time when difficult spending decisions are being taken by member states and we continue to remind the EEAS of its commitment to resource neutrality.

    The Department does not hold the information requested. Although we collect quarterly data from local planning authorities on the planning decisions that they have made – including on new traveller sites – information is not collected on whether such decisions relate to sites within a conservation area.

    There is no single red card policy for UK personnel embedded in other nations’ armed forces as their permissions will be specific to the operation in which they will be deployed. It is long-standing Government policy that we do not release details of our Rules of Engagement; to do so would give our enemies detail that would put our Armed Forces at greater risk.

    To ask Her Majesty’s Government, in the light of the death of an American tourist and the wounding of several citizens by a Palestinian in Tel Aviv on 7 March, whether they will press the leadership of the Palestinian Authority to condemn that, and other similar incidents, and to reduce incitement to violence.

    We regularly urge the Palestinian leadership to do more to condemn violence. Most recently our Consul General in Jerusalem had a meeting on 9 March with Palestinian Authority Prime Minister Hamdallah where we raised our concerns on incitement.

    The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), issued a press statement on 9 March following the recent increase in violence, condemning the attacks on civilians in Israel and the Occupied Palestinian Territories.

    We regularly raise incitement with the Palestinian Authority, and have urged key figures to encourage calm and condemn violence. We continue to support the reinstatement of the Tripartite Committee on Incitement as the appropriate channel to deal with allegations of incitement from either side.
