    To ask the Minister for the Cabinet Office, what assessment he has made of the effect of the National Citizen Service on life chances.

    NCS is open to all young people and can significantly improve life chances. 7 in 10 participants felt more confident about getting a job in the future after NCS. Young people eligible for free school meals participate in high numbers and demonstrate stronger positive impacts in building resilience. The NCS Bill will make NCS a permanent feature of British life for young people from every background.

    To ask Her Majesty’s Government whether they will make representations to the government of Israel in the light of the concern expressed by the UN Relief and Works Agency for Palestine about the death of a refugee and the high number of civilian injuries from live ammunition on 16 August during an Israeli military incursion into Fawwar refugee camp.

    While we have not made specific representations to the Israeli authorities over this issue, we have regularly raised our concerns with the Israeli authorities about the Israel Defence Forces’ (IDF) use of live fire, urging robust and transparent investigations where appropriate. We understand the IDF is currently investigating the circumstances of the death.

    To ask Her Majesty’s Government how many new members of staff appointed to work in the Department for International Trade have been recruited from outside the civil service; and what proportion of those staff are consultants on fixed-term contracts.

    Following her appointment on 13 July 2016 the Prime Minister established the Department for International Trade (DIT). The DIT aggregates UK Trade and Investment (UKTI), UK Export and Finance (UKEF) and Trade Policy Units from the Department for Business, Energy & Industrial Strategy (BEIS).

    Until such time as a transfer of functions order establishes my Rt hon Friend the Secretary of State for International Trade as a corporation sole, DIT remains a unified Foreign and Commonwealth Office (FCO) and Department for Business, Energy & Industrial Strategy (BEIS) department for accounting purposes. The transfer of functions order (No 2016/ 992) laid on 19 October 2016 will come into effect on 9 November 2016.

    As DIT is currently being formed, details of the staff that the Department employs is being finalised, whilst employee transfers and recruitment are taking place.

    To ask the Secretary of State for Culture, Media and Sport, pursuant to the Answer of 20 November 2015 to Question 15657, what assessment his Department has made of the adequacy of the level of support provided to the arts in the West Midlands in each of the last five years; and if he will make a statement.

    The Government recognises the intrinsic, social and economic value of the arts and supports fair distribution of funding across the whole country. Following the announcement of the spending review on 25 November 2015, Arts Council England will continue to support community arts organisations throughout the country including the West Midlands.

    The West Midlands has seen a number of high quality arts programmes delivered in the region over the last five years. These include The Belgrade Theatre in Coventry which has received over £2.5 million of Government funding since 2012 enabling them to create eight new Youth Theatre groups – among them the Asian Youth Theatre and the Black Youth Theatre, which aim to give a voice to local communities; The Courtyard in Hereford which, thanks to almost £1 million of Government funding since 2012, became the first arts venue to join the Dementia Action Alliance, and is now a recognised leader in the development of dementia-friendly arts venues; and The New Vic Theatre in Newcastle-Under-Lyme, one of Arts Council England’s National portfolio organisations, which has been attracting national attention by challenging and changing people’s attitudes towards racism, domestic violence, forced marriage, poverty and crime.

    To ask the Secretary of State for Northern Ireland, what plans the Government has to mark the centenary of the outbreak of the Battle of the Somme in Northern Ireland; and if she will make a statement.

    The Northern Ireland Office has a co-ordinating role as part of the Government’s overall efforts to commemorate the centenaries of World War One events. Our aim is to ensure that these events, including for the Battle of the Somme, are commemorated in Northern Ireland in a manner which promotes reconciliation and enhances prospects for a peaceful, shared future.

    Officials from my Department sit on the Department for Culture, Media and Sport Programme Board for First World War Centenary Commemorations. They also have regular contact with officials in the Northern Ireland Executive and sit on the Northern Ireland First World War Centenary Committee chaired by Jeffrey Donaldson MP.

    I receive regular updates on this work and both the Parliamentary Under Secretary of State and I will be in attendance at a number of events being planned to mark the Battle of the Somme centenary. These events will take place in Northern Ireland and France.

    The Government is working with the National Housing Federation and the sector on the implementation of the voluntary agreement, which will make Right to Buy equivalent discounts available to 1.3 million housing association tenants. Ahead of full implementation, on the 25 November, we launched a pilot scheme with five housing associations, which will inform the design and delivery of the main Voluntary Right to Buy scheme.

    To ask the Secretary of State for Health, what plans he has to urgently consult with medical authorities on ensuring a meningitis B vaccine is provided to all young children; and if he will make a statement.

    National immunisation programmes are introduced on the advice of the Joint Committee on Vaccination and Immunisation (JCVI), the independent expert body that advises the Government on all immunisation matters. JCVI’s recommendations are based on a comprehensive and careful review of a wide range of evidence including information from medical experts.

    JCVI reviewed the available evidence on meningitis B vaccine and recommended a national Meningococcal B (MenB) immunisation programme for infants. The MenB vaccine is first offered to babies at 2 months of age, with further doses offered when they reach 4 and 12 months of age.

    MenB was introduced into the NHS programme in September 2015. JCVI keeps the eligibility criteria of all vaccination programmes under review and considers new evidence as it becomes available. If JCVI provides further advice about the programme, we will consider this.

    To ask the Secretary of State for the Home Department, how many personal importation licences have been granted to non-EU citizens travelling to the UK with cannabis-based medication in each of the last five years.

    No personal import licences for cannabis based medication or any other schedule 1 substances have been granted in the last five years for either EU or non-EU citizens. Cannabis and preparations of cannabis are controlled Class B drugs under the Misuse of Drugs Act 1971 and listed in Schedule 1 to the Misuse of Drugs 2001 Regulations (MDR).

    The Home Office operates a policy of issuing personal import licenses, in limited circumstances, to those travelling with controlled drugs listed in Schedule 2 – 4 (Part I) of the MDR and which are prescribed for personal use. This policy does not apply to Schedule 1 substances.

    Sir Bobby Moore OBE made an exceptional contribution to English football – his leadership and skill inspired not only the 1966 squad, but also subsequent generations of aspiring footballers at clubs across the country.

    The FA is leading commemorations of the 50th anniversary of the 1966 World Cup win, which the Government supports. The FA will be making a formal announcement in due course.
