    To ask the Secretary of State for Culture, Media and Sport, what progress his Department has made in encouraging diversity in leadership positions in the culture sector.

    In the recently published Culture White Paper we made it clear that more needs to be done to encourage diversity in leadership positions. From this year, Arts Council England will publish data on leadership looking at the diversity profile of Chief Executives, Artistic Directors and Chairs of the organisations that they fund. In December 2015, the Arts Council announced four new strategic funds for diversity, totalling £8.6 million. This included £2.1 million for the Elevate fund which has been created to develop the strength, management and governance of diverse-led organisations outside the Arts Council’s National Portfolio. A new £2.6 million Change Makers fund will fund long-term relationships between National Portfolio Organisations and aspiring arts leaders from the BME and deaf and disabled communities, providing valuable experience to individuals. Both of these funds are now open for applications.

    To ask the Secretary of State for Health, with reference to the report of the Independent Cancer Taskforce entitled Achieving world-class cancer outcomes: a strategy for England 2015-2020, published in July 2015, what steps Monitor and NHS England have taken to introduce new sanctions for any provider not fully complying with electronic prescribing.

    The independent Cancer Taskforce recommended that new sanctions should be introduced to encourage e-prescribing. A mechanism to enforce contractual sanctions for non-delivery of adult chemotherapy e-prescribing systems has been created from April 2016, which requires development of an action plan by 30 June 2016 and full implementation by 31 March 2017. For children, teenagers and young adults, providers will be required to produce a robust implementation plan by 30 September 2016 and to achieve full implementation by 30 September 2017.

    While we have not made any representations to the Israeli authorities on this specific case, we have raised our concerns with the Israeli authorities in the past about the Israel Defence Forces’ use of live fire, urging robust and transparent investigations where appropriate.

    Brighton and Sussex University Hospital are currently not caring for any patients in a permanent vegetative state.

    The Department does not make any direct payments to libraries in relation to partnering on the delivery of digital inclusion.

    DWP is working with Local Authorities through ‘Universal Support’ to build claimants’ digital capability. Libraries are one potential route for delivering this support, where deemed appropriate by our Local Authority partners.

    To ask Her Majesty’s Government what benefits aside from the 10 per cent price reduction that policy required have accrued from conducting the Lead Provider Framework procurement process to date.

    The Lead Provider Framework enables clinical commissioning groups (CCGs) to run a simpler, legally compliant and more efficient process than typical European procurements in order to source high quality commissioning support from accredited, professional at scale providers.

    Sourcing commissioning support collaboratively with other commissioners enables CCGs to benefit from the economies of scale and the diverse range of smaller niche organisations that the nine Lead Providers bring together.

    The Lead Provider Framework has already led to consolidation within the market, driving efficiency and has improved the quality and range of services offered. CCGs are expected to benefit from further efficiencies as providers compete for their contracts.

    To ask the Secretary of State for Education, what financial support the Risk Protection Arrangement has offered to Burnley Road Academy in Cumbria; and what assessment she has made of the extent to which that scheme has reimbursed the losses incurred by academy trusts as a result of flooding.

    The Department’s Risk Protection Arrangement (RPA) will cover all storm related costs incurred by Burnley Road academy in Calderdale, including the costs of temporary accommodation while the original building is reinstated.

    The RPA will similarly cover all costs incurred by academy trusts who are members of the RPA as a result of flooding, in accordance with the RPA membership rules. It is too early to assess the total cost to RPA of these losses, since claims are still being reported, evaluated and settled. As at January 27, a £3.7 million reserve total for RPA claims has so far been identified to cover losses as a result of recent storms.

    To ask the Secretary of State for Health, which (a) trade and levy organisations and (b) other members of health, voluntary sector and industry were invited to be part of the external reference group for the formation of the new Eat Well guide.

    Public Health England convened an external reference group in July 2014 to inform the refresh of the Eatwell Guide. Members from health, voluntary sector and industry were invited, including trade and levy organisations. Government departments and agencies were observers.

    The following organisations were invited and formed the reference group; The Agricultural and Horticultural Development Board, The Association of Directors of Public Health, The Association for Nutrition (chair), The Association of Convenience Stores, The British Dietetic Association, The British Nutrition Foundation, The British Retail Consortium, The Food and Drink Federation, Health Education England, Institute of Grocery Distribution, The National Institute for Health and Care Excellence, The Royal College of Nursing and UK Health Forum.
