    To ask the Secretary of State for Energy and Climate Change, what steps her Department is taking to assist people living in low-income households to improve energy-inefficient properties.

    A reformed domestic supplier obligation (ECO) from April 2017, which will run for 5 years, will upgrade the energy efficiency of over 200,000 homes per year tackling the root cause of fuel poverty. Our extension of the Warm Home Discount to 2020/21 at current levels of £320m per annum will also help vulnerable households with their energy bills.

    We intend to focus our efforts through ECO and the Warm Home Discount more effectively on the fuel poor, and will be consulting on our future approach in the spring.

    Young carers are this country’s unsung heroes, selflessly providing support for the people they love. Yet, for the most noble of reasons, they can often overlook their own needs. This government recognises the enormous contribution that young carers make and that’s why we are improving support for carers of all ages and developing a new cross-government carers strategy.

    No official assessment has been made of the savings to the public purse of young carers supporting their families.

    In recognition of the importance of suitable accommodation, the ability to source accommodation is one of the measures against which Community Rehabilitation Companies are assessed.

    To ask the Secretary of State for Education, what funding is available for learners formerly on the Youth Contract after the closure of that programme on 31 March 2016.

    The Education Funding Agency (EFA) managed Youth Contract for 16 and 17 year olds which ended on 31 March 2016, was introduced as a time-bound programme to help reduce the proportion of young people Not in Education, Employment or Training (NEET). It offered targeted extra support to help young people re-engage in education and training.

    In addition to the duty on local authorities to support young people, pathfinders to test Jobcentre Plus support for young people in schools have started and will be rolled out across England by March 2017. Improvements to careers education and guidance are underway with £90m to be invested over this Parliament – including £20m to increase the number of mentors to support those young people who need it most. Youth Engagement Fund and Fair Chance Fund projects are underway to help improve the prospects of 9,600 young people and an additional £105m was announced in the spending review to scale up Social Impact Bonds over the Parliament, to help deal with issues including youth unemployment.

    Local authorities continue to work with the Voluntary and Community Sector and local businesses to support young people and other support is available via European Social Fund provision and support for vulnerable groups such as care leavers. As part of the Government’s forthcoming life chances strategy, the Troubled Families Programme and National Citizenship Scheme will be expanded, both of which include support for young people.

    If a school believes that there is a discrepancy between how questions have been marked and the published mark scheme for Key Stage 2 National Curriculum tests, they had until 15 July 2016 to apply for a marking review. Statistics related to marking reviews will be published in November 2016.

    Minor ailment schemes are commissioned locally by NHS England and clinical commissioning groups in many parts of England to meet local need. As part of its urgent and emergency care strategy, NHS England has run campaigns for the last two winters to encourage wider use of community pharmacies to treat coughs and colds. This year’s campaign Stay Well This Winter, launched on 2 November, directs people to their local pharmacy to seek advice on common ailments and advises people who feel unwell to get help from their pharmacy team quickly before it gets more serious.

    When a claimant is unable to attend a scheduled appointment at the Jobcentre, we will look to re-arrange for a more convenient time.

    Due to the recent flooding, where we are aware claimants are experiencing travelling difficulties in attending JCP appointments, we are contacting them to discuss alternative arrangements including excusal of attendance.

    Immediately after the Smolensk tragedy, the UK Government extended our deepest condolences to the Polish government and people for the loss of their President, his wife and 94 others. The conduct of the investigation into the crash and the return of the wreckage is a matter for Poland and Russia, and we have received no requests to intervene.
