    To ask the Secretary of State for Defence, how many horses have been euthanized by his Department in each of the last 12 months.

    Decisions to euthanise any animal in military service are only taken by a veterinarian officer after all possible treatment avenues have been exhausted and where it is considered to be the most humane option for the animal. The only other scenario where an animal would be euthanised is where it is considered to pose a risk to public safety.

    Where possible, Military Working Animals (MWAs) at the end of their service life will be rehomed however sadly there are some occasions where veterinary reasons indicate that re-homing would compromise the welfare of the animal, or rehoming would pose an unacceptable risk to public safety as a result of the animal’s service life. The decision to euthanise an MWA must always be balanced and pragmatic, and consider a range of factors including the MOD covenant with society which allows us to use animals in Defence. This covenant requires us to:

    Make decisions regarding animal care, use, and welfare by balancing scientific knowledge and professional judgment with consideration of ethical and societal values; and

    Ensure animals are treated with respect and dignity throughout their lives and, when necessary, provided a humane death.

    Badgers culled under licence in Somerset and Gloucestershire in 2013 and 2014 were not routinely tested for tuberculosis (TB), since this research had already been carried out under the Random Badger Cull Trial (RBCT). However, testing of badgers between 1998 and 2005 via the Randomised Badger Culling Trial and Road Traffic Accident surveys provided evidence of the typical prevalence of TB in badgers in areas of high incidence of TB in cattle. TB was found in around one third of all badgers in these areas.

    HM Revenue and Customs (HMRC) is actively targeting operational and intelligence activity, as well as a range of other options, to tackle this issue. This work is ongoing. However, HMRC is unable to give details of specific results in respect of any individual taxpayer because of taxpayer confidentiality.

    The premises in Goytre is one of a number of sites throughout the UK that the Home Office, along with its providers, has initially identified as potentially suitable for providing temporary reception facilities for asylum seekers. Initial assessments undertaken by the provider suggest that Goytre could meet the appropriate requirements laid out in Schedule 2 of the COMPASS contract. If the provider elects to progress this option, further appropriate assessments will be completed prior to any commercial agreements and utilisation of the site.

    The Government has a target that 33% of central government business, by direct spend and through the supply chain, will go to small and medium businesses by 2020.

    We assess progress against the overall target on a regular basis, including an assessment of those companies identified as Small or Medium Sized Enterprises (SMEs). Where companies no longer meet the statutory definition of an SME at the time of assessment, they are no longer counted.

    The estimated return on each pound invested by government and charities in mental health research is between 22 pence and 25 pence per annum. This consists of an estimate of the net value to the United Kingdom of the health benefit arising from the research of seven pence per annum, and the most recent estimate of the general economic benefit that arises from research of between 15 pence and 18 pence per annum for each pound invested.

    Members of funded public sector defined benefit pension schemes can take advantage of the pension freedoms by transferring their pension savings to a private defined contribution pension scheme before cashing in their pension. Members of unfunded public sector defined benefit schemes cannot transfer to access the pension freedoms. In unfunded defined benefit public service pension schemes, there is no fund of assets with which to finance transfer payments. Instead, they are funded from contributions and through general expenditure.
