    To ask the Secretary of State for Business, Innovation and Skills, what proportion of his Department’s 2015-16 budget is allocated to (a) creating and (b) accessing new markets for trade and growth.

    Increasing trade and growth through exports, to all overseas markets, is a key factor in the Government’s long-term economic plan. Government departments are working together to support UK businesses looking to take advantage of overseas opportunities and to create a strong business environment that allows them to flourish both at home and overseas. A key part of this work is to identify export opportunities, many of which are based around the needs of new high-growth and emerging markets.

    UK Trade & Investment (UKTI) is at the heart of this work and the budget allocation for this activity will be set out in the UKTI Annual Report and Accounts 2015/16.

    To ask the Secretary of State for Health, what steps his Department is taking to help improve awareness of cerebral palsy amongst health practitioners.

    There are no plans to establish a national register of children with cerebral palsy. PACE, the charity which supports children and families affected by motor disorders such as cerebral palsy indicates that the current United Kingdom incidence rate of cerebral palsy is around one in 400 births and that approximately 1,800 children are diagnosed with cerebral palsy every year.

    It is the responsibility of the professional regulators to set the standards and outcomes for education and training and approve training curricula to ensure newly qualified healthcare professionals are equipped with the knowledge, skills and attitudes to provide high quality patient care. This includes training to diagnose and provide care for children with cerebral palsy.

    Health Education England works with bodies that set curricula such as the General Medical Council and the royal colleges to seek to ensure training meets the needs of patients.

    Employers are responsible for ensuring that staff receive appropriate development to continue to deliver safe and effective healthcare.

    The Health Visitor training programme is not a condition specific programme of training. Health Visitors are all qualified nurses and/or midwives with a broad range of clinical skills. They undertake an additional year of training to be a health visitor during which they specialise in child and family issues.

    Health Visitors can support families with a child with cerebral palsy in the management of the clinical aspects of the condition. They can also advise on links to other specialist services, resources and groups to support the needs of the family and the child.

    The Department has asked the National Institute of Health and Care Excellence to prepare a clinical guideline on the diagnosis and management of cerebral palsy. It is expected to be published in January 2017.

    To ask Her Majesty’s Government what assessment they have made of the lessons to be learnt from the flight of refugees from Fallujah and applied to the liberation of Mosul when it takes place; and what assistance will be provided to the minorities from Mosul’s neighbouring towns and villages to ensure that towns, villages and homes vacated by Christians, Yazidis and ethnic Shiites are restored to the rightful occupants.

    The UK is working closely with the United Nations, Government of Iraq and other partners to learn lessons from the displacement of civilians from Fallujah and ensure they are factored into humanitarian contingency planning for Mosul. The UK is also working with the Coalition to support the Government of Iraq in developing plans to stabilise areas, like Fallujah, which have been liberated from Daesh, and by working to provide the governance, services and security necessary to enable the safe return of all communities, including those of minorities, to their homes.

    The UK Met Office report was commissioned by the St Helena Government. It is therefore their report. Information in this report, and more recent data on the climatology and wind shear, is provided by the airport operator to airlines and pilots when applying to fly into St Helena.

    Since the debate on 5 November my Department has not received any representations from any diplomatic missions in the UK on the dog meat trade, nor have Ministers made representations to their counterparts abroad. As highlighted during the debate by the Parliamentary Under Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Rochford and Southend East (James Duddridge), I am contacting our Ambassadors in the countries concerned to review our activities in this area.

    The Government is committed to raising the standards of animal welfare at home and abroad. I raised animal welfare issues during my visit to the region in February and will continue to make representations when appropriate.

    This information is not held centrally. Each employing department operates their own attendance management process and keep their own records.

    The Civil Service strives to improve health and wellbeing at work for our staff and this remains a priority. We have reduced our level of sickness absence over the past five years and continue to actively manage our progress against benchmarking information. However if an employee does not meet the attendance level expected of them then we will take appropriate action, which in some cases might lead to dismissal.

    Cholesterol testing in primary care is included in the Quality Outcomes Framework for people diagnosed with hypertension and diabetes and this is published every year by the Health and Social Care Information Centre. Public Health England’s (PHE) healthier lives website provides local comparisons of how well cholesterol is being controlled in people with diabetes. The link is below:

    The Health Survey for England, an annual survey of the general population, has included measurements of total cholesterol and high-density lipoprotein cholesterol every year since 2008. The data is publically available from the UK Data Service.

    In addition, the National Cardiovascular Health Intelligence Network within PHE is working closely with organisations concerned with cardiovascular disease to take forward the recommendations in the recent Heart UK report ‘Helping Us to Beat Cholesterol’. This report focusses on the importance of data in the prevention and management of cardiovascular disease.

    The Department offers advice and support directly to individual local authorities and collectively through sector briefings on renegotiation matters. The Department has also worked with Local Partnerships to help them provide advice and assistance to local authorities across a range of Private Finance Initiative Public Private Partnership sector projects.
