The below Parliamentary question was asked by Jim Shannon on 2016-06-27.

To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will make representations to the government of Bahrain on the protection of the civil and political rights of the Shia population in that country.

    Mr Tobias Ellwood

We follow the political situation closely in Bahrain, including issues related to the country’s Shia population. We regularly discuss civil and political rights with the highest levels of Government of Bahrain. The Secretary of State for Foreign and Commonwealth Affairs, my Right Honorable Friend the Member for Runnymede and Weybridge (Mr Hammond) did so most recently with his Bahraini counterpart, Sheikh Khalid Bin Ahmad Al Khalifa on 14 June 2016. We encourage the Government of Bahrain to respect the rights of political groups to operate and to seek an inclusive political dialogue.

Lord Hunt of Kings Heath – 2016 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by Lord Hunt of Kings Heath on 2016-09-14.

To ask Her Majesty’s Government what assessment they have made of the handover time of patients from ambulances to hospital staff at the Royal Blackburn Hospital.

    Baroness Chisholm of Owlpen

No such assessments have been made. The provision of accident and emergency (A&E) services at the Royal Blackburn Hospital is a matter for the local National Health Service. The NHS in East Lancashire has established an A&E delivery board to oversee system performance and the effective delivery of urgent and emergency care locally.

Ministers consult weekly with NHS Improvement and the Care Quality Commission about A&E performance.

  • Kate Green – 2015 Parliamentary Question to the Northern Ireland Office

Kate Green – 2015 Parliamentary Question to the Northern Ireland Office

The below Parliamentary question was asked by Kate Green on 2015-11-10.

To ask the Secretary of State for Northern Ireland, how many of her Department’s policies have been assessed against the family test; what steps she has taken to publish the outcome of such assessments; and if she will make a statement.

    Mr Ben Wallace

The Family Test was announced by the Prime Minister in August 2014 and introduced in October 2014. The Department of Works and Pensions published guidance for Departments and officials on how the test should be applied when formulating policy and my Department follows that guidance.

The Family Test is an integral part of the policy making process and is applied in a proportionate way in the development of all new policy in line with the Family Test guidance. While the guidance states that departments should consider publishing assessments carried out under the Test, there is no requirement to do so.

  • Paul Flynn – 2015 Parliamentary Question to the Department for Environment, Food and Rural Affairs

Paul Flynn – 2015 Parliamentary Question to the Department for Environment, Food and Rural Affairs

The below Parliamentary question was asked by Paul Flynn on 2015-12-09.

To ask the Secretary of State for Environment, Food and Rural Affairs, what review her Department has conducted on flood protection measures since the recent floods in Cumbria and Lancashire.

    Rory Stewart

The Environment Secretary announced on Sunday 13 December a new Cumbrian Floods Partnership group that will consider what improvements to flood defences in the region may be needed, look at upstream options for slowing key rivers to reduce the intensity of water flows at peak times and build stronger links between local residents, community groups and flood defence planning.

The Environment Secretary also announced a National Flood Resilience Review will be carried out to better protect the country from future flooding and increasingly extreme weather events. This will be delivered by a new cross Government team.

I will also be taking on a special Floods Envoy role across Cumbria and Lancashire coordinating the flood recovery operation across local agencies over the coming months.

  • Baroness Kennedy of The Shaws – 2016 Parliamentary Question to the Home Office

Baroness Kennedy of The Shaws – 2016 Parliamentary Question to the Home Office

The below Parliamentary question was asked by Baroness Kennedy of The Shaws on 2016-01-20.

To ask Her Majesty’s Government, further to the letter by Lord Bates to Lord Rosser on 8 January (DEP2016–0028) and the remarks by Lords Bates on 18 January (HL Deb, col 624), how they arrived at their assessment that in-country seizure could double with the use of the extended powers enabled by the new illegal working offence.

    Lord Bates

The Government arrived at this assessment based on the impact of the court’s judgement in the case of Nuro on the ability of Home Office Immigration Enforcement to use Proceeds of Crime Act (POCA) cash seizure powers which were conferred on immigration officers by section 24 of the UK Border Act 2007. The courts have held (Nuro v Home Office [2014]) that as it is not a criminal offence for an illegal immigrant who is not subject to immigration conditions to be self employed in the UK, there is insufficient causation between the offence of illegal entry to the UK and obtaining the earnings to apply POCA powers. The creation of the offence of illegal working will address this judgment and provide a broader basis for cash seizure.

  • Norman Lamb – 2016 Parliamentary Question to the Home Office

Norman Lamb – 2016 Parliamentary Question to the Home Office

The below Parliamentary question was asked by Norman Lamb on 2016-02-11.

To ask the Secretary of State for the Home Department, pursuant to the Answer of 9 February 2016 to Question 25396, if she will place in the Library the recovery plan in place at the Metropolitan Police Service for improving performance in completing Disclosure and Barring Service checks.

    Karen Bradley

The operational performance plans of police disclosure units are matters for Chief Constables in association with Police and Crime Commissioners.

The DBS regularly publishes detailed datasets showing statistics against internal performance standards which form the basis of its monthly reports to the Home Office. This includes performance against their target to issue 95% of all disclosures within 56 days and the number of disclosure applications in progress each month. This can be accessed here: https://www.gov.uk/government/statistics/dbs-dataset-1-disclosure-progress-information-disclosed-and-update-service-subscriptions.

DBS also publishes datasets showing statistics against service level agreements with police forces. These apply to the performance of police disclosure units and can be accessed here: https://www.gov.uk/government/statistics/dbs-dataset-5-police-disclosure-unit-performance.

To ask the Secretary of State for Health, with reference to the oral contribution of the Lord Patel of 24 February 2015, column 882HL, if he will place in the Library a copy of all correspondence from September 2014 between the expert panel convened by the Human Fertilisation and Embryology Authority and Professor Grifo.

    Jane Ellison

The correspondence referred to is a personal email exchange between one expert panel member and Professor Grifo, following the third scientific review of the safety and efficacy of methods to avoid mitochondrial disease in 2014. It would not be appropriate for a copy of this private correspondence to be placed in the Library.

  • Nigel Adams – 2016 Parliamentary Question to the Department for Energy and Climate Change

Nigel Adams – 2016 Parliamentary Question to the Department for Energy and Climate Change

The below Parliamentary question was asked by Nigel Adams on 2016-05-05.

To ask the Secretary of State for Energy and Climate Change, what assessment her Department has made of the effect of the closure of coal-fired power stations on (a) job losses and employment trends in the energy sector and (b) power generation; and what plans her Department has to mitigate those losses.

    Andrea Leadsom

Coal is the most carbon intensive form of electricity generation and is not consistent with our decarbonisation plans, which is why the Secretary of State has announced an intention to consult on ending unabated coal generation by 2025.

The Capacity Market is designed to bring forward the capacity we need as older plant such as coal come of the system. On 6 May 2016 we announced changes to the Capacity Market to buy more capacity and earlier; tighten the sanctions on those who fail to deliver on their obligations; and bolster energy security in the short–term by holding a new auction bringing forward the first Capacity Market delivery year to 2017/18.

To ask the Secretary of State for Health, if he will make laser treatment for chronic gum disease available on the NHS.
