    To ask Mr Chancellor of the Exchequer, what discussions he has had with the HSBC Board on its practice of (a) refusing and (b) withdrawing bank accounts from UK citizens who it identifies as being politically exposed persons; and if he will make a statement.

    Under the UK’s Money Laundering Regulations 2007, the meaning of a politically exposed person does not include an individual who is or has been entrusted with a prominent public function by the UK. The Fourth Money Laundering Directive, which will be transposed into national law by June 2017, makes no distinction between the prominent functions by the UK and third countries. However, the Government’s view is that the Directive permits a risk-based approach to the identification of whether an individual is a politically exposed person and, when identified, the Directive enables the application of different degrees of enhanced measures to reflect the risks posed. We will be setting out this view in our consultation which will be published shortly.

    This change should not prevent any Member of this House, or any other individual in this category, from gaining or maintaining a UK bank account. I regularly raise these issues with banks and the regulator and we encourage the banks to implement these measures domestically in the most risk-based manner possible.

    The safeguards that are in place to protect information held by the Driver and Vehicle Licensing Agency (DVLA) vary depending on the channel used and sensitivity of the data processed through the service.

    All the DVLA’s information systems and electronic services are subject to a formal assessment before they are made available to the public. This ensures that there are adequate policies, procedural and technical controls in place to protect the data.

    Privacy Impact Assessments are also completed to identify and address any privacy risks associated with the service and ensure that personal data is processed in compliance with the Data Protection Act 1998.

    The National Consumer Council participated in the Principal Civil Service Pension Scheme (PCSPS), which is managed by the Cabinet Office. Administration of the PCSPS is contracted out to MyCSP Ltd. MyCSP’s performance in administering the PCSPS is monitored by the Supplier Management team within Civil Service Pensions in the Cabinet Office; the performance of MyCSP is also reported to the Civil Service Pensions Board on a regular basis, which is independent of the Cabinet Office team.

    To ask the Secretary of State for Defence, if he will estimate the cost of upgrading the mission software on F35B Lightning II aircraft operated by the Royal Air Force after the completion of Block 3F testing.

    The UK is part of a collaborative partnership on F-35 and therefore pays a shared contribution to the development of capability beyond the Block 3F capability. The cost of this activity, although provisionally estimated, has yet to be finalised with industry and is the subject of on-going discussion with the eight Partner Nations. As these costs will be the subject of commercial negotiations over the coming year, they cannot be made public at this time.

    The Ministry of Defence is currently examining options for the future of Defence Business Services (DBS) as part of the Future DBS Programme. No final decisions have been taken on whether any elements of DBS’ current operations will be outsourced. Timescales will be confirmed in the event of a decision to outsource.

    The UK is required to transpose the EU Directive 2015/413 on the Cross Border Exchange of Information on Road Safety Related Traffic Offences by 6 May 2017. Work is currently underway to implement the relevant legal changes by this date. Explanatory notes will accompany the secondary legislation implementing the data sharing requirements and these will be made public when the legislation is tabled.

    While we have not raised the specific issue of the right of Palestinians to education, the British Government provides financial assistance to the Palestinian Authority (PA) to provide essential services, including education. Consequently UK aid will support 35,000 children through primary school over the next four years. We also consistently urge Israel to ease movement and access restrictions across the Occupied Palestinian Territories, not least because of the impact the restrictions have on children and continuity of their education.
