    The 2010 Strategic Defence and Security Review (SDSR) announced the cancellation of the Nimrod MRA4 which was 11 years late and nearly £800 million over budget. It acknowledged what would result in a capability gap that would be mitigated by using a combination of other surveillance aircraft, including those from Allies, as well as ships and submarines. SDSR 2015 announced we will buy nine new Maritime Patrol Aircraft.

    To ask the Secretary of State for Defence, if he will deploy the RAF to provide humanitarian support to the people of Syria through the use of air drops.

    The UN, the Red Cross Movement and Non-Governmental Organisation partners have the mandate and expertise to deliver an appropriate response to the humanitarian crisis in Syria. Any UK response would work to the same principles by which the UN operates. We would not use air drops when there is ground access particularly in the circumstances of western Syria, where there are no assurances about the safety of delivering humanitarian assistance by air. Nor would the UK undermine humanitarian agencies by providing duplicate aid through air drops, in the absence of full coordination with all agencies on the ground.

    To ask the Secretary of State for Transport, what powers are available to (a) parish, (b) district and (c) county councils to dispose of abandoned boats in coastal areas; and whether a disposal cost recovery scheme exists for such disposals.

    Statutory Harbour Authorities (some of which are Local Authorities) have powers to deal with wrecks and unservicable and abandoned vessels within their harbour limits.

    These powers are available under sections 52, 56 and 57 of the Harbours, Docks and Piers Clauses Act 1847 (exercisable by the Harbour Master) and in section 252 of the Merchant Shipping Act 1995. The powers allow the removal of wrecks and unserviceable and abandoned vessels and recovery of the cost of doing so from the owner or through disposal of the vessel.

    Where there is no statutory harbour authority or conservancy authority in place to use the powers in the Merchant Shipping Act 1995, under s253 of the Merchant Shipping Act 1995 the General Lighthouse Authority may use the same powers set out in section 252 to deal with such vessels where, in the authority’s opinion the vessel is, or is likely to become, an obstruction or danger to navigation or to lifeboats engaged in lifeboat service.

    The receiver of wreck, who only deals with wrecked vessels and is a statutory appointment under the Merchant Shipping Act 1995, has powers under section 243 of the Merchant Shipping Act 1995 to dispose of unclaimed wrecks one year after they come into the receiver’s possession. The Act sets out the dissemination of the proceeds of sale after disposal expenses.

    Statutory Harbour Authorities operate on a commercial basis without ongoing support from Government and the General Lighthouse Authority are fully funded from a tax on shipping, receiving no money from the UK exchequer. There are no plans for any other funding to be made available.

    To ask the Secretary of State for Communities and Local Government, under what criteria local authorities will be compensated for the change in the updating of business rates from RPI to CPI.

    Our business rates tax cuts provide significant support to local businesses.

    The Small Business Rate Relief measure announced at the Budget which starts in 2017-18 will mean 600,000 of the smallest businesses will not have to pay business rates. We will compensate local authorities, in full, for the loss of income as a result of this measure, in the same way as we have done for every other reduction to business rates we have made since the introduction of the business rates retention scheme.

    In addition, from April 2020, the annual indexation of business rates will be changed from RPI to be consistent with the main measure of inflation, currently CPI. The impact on local authority revenues, post-2020, of this and the other changes announced at the Budget will be considered as part of the Government’s work with the sector on implementing 100 per cent business rate retention.

    The Bridge Group Report into Socio-Economic Diversity in the Fast Stream recommended that the Fast Stream should introduce at least one regional assessment centre from Autumn 2016 and move to a greater number of regional assessment centres in future years.
