    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to help stabilise Libya.

    I welcome the important progress that has been made towards the establishment of the new Libyan government. Along with the UN and our international partners, we continue to urge all parties to resolve remaining issues quickly, so that the new government can address the challenges Libya faces. The UK Government has been at the forefront of efforts to coordinate international support for a Government of National Accord (GNA).

    The UK hosted a meeting with the UN in October to discuss plans for coordinated support from the international community to the GNA. Representatives of 40 countries, UN agencies, and international bodies, as well as a number of independent Libyan experts attended. This has been followed up through UN-hosted coordination meetings in Tunis. The UK will continue to support UN efforts in this area.

    I spoke with Libyan PM designate Fayez Serraj on 23 January and made clear the UK remains ready to support the new Libyan Government.

    To ask the Secretary of State for Defence, what the country of origin was of the fixed wing aircraft or helicopter in each flight transporting or carrying Defence Nuclear Materials in the last five years.

    In the last five years, 23 flights carrying Defence Nuclear Materials (DNM) were undertaken. All flights were between the UK and the United States on fixed wing aircraft under the control of UK Armed Forces. No such flights passed over Scotland, or involved the use of helicopters.

    I am withholding details of the physical state, mass and radiological quantity of DNM transported as disclosure would or would be likely to prejudice national security.

    The transport of DNM is carried out to the highest standard in accordance with stringent safety regulations. In over 50 years of transporting DNM in the UK, there has never been an incident that has posed any radiation hazard to the public or to the environment.

    The Phase 1 superfast broadband delivery in Scotland has benefited from up to £20 million of European funding. Currently no significant levels of European funding are expected to be used for the Phase 2 programme in Scotland. The Rest of Scotland broadband project remains on track to achieve 96% superfast broadband coverage by end of 2017.

    To ask the Secretary of State for Health, what steps his Department is taking to ensure that patients with ankylosing spondylitis receive a prompt diagnosis and receive high-quality healthcare.

    Ankylosing spondylitis (AS) is a long-term condition in which the spine and other areas of the body become inflamed. Treatment can involve painkillers, biologic drugs and exercise, if appropriate. The National Institute for Health and Care Excellence (NICE) has produced a clinical knowledge summary on AS, and the British Society of Rheumatology has also published advice on this condition.

    To bring greater consistency and clarity in this area, NICE is currently developing a best practice guideline concerning diagnosis and management of spondyloarthritis, which is an umbrella term for a set of inflammatory diseases including ankylosing spondylitis. The guideline is open to consultation until 25 October 2016 and the expected publication date is March 2017.

    Protective security postures for public events are coordinated across the United Kingdom by the UK National Counter-Terrorism Policing Headquarters; the Police Service of Scotland forms part of the national counter-terrorism police network. The UK National Counter-Terrorism Policing Headquarters is providing guidance to ground safety staff for sports stadia across the UK. The Home Office is also in regular contact with the Scottish Government on counter-terrorism measures.

    Defra accepts that the current EU system for equine identification does not work well and has pushed for a strengthened regime which is fit for purpose throughout Europe. Defra is now working with the other Governments of the United Kingdom, enforcement authorities and the equine sector to implement a new EU regulation which will help to ensure the regime operates effectively and efficiently in the future.

    To ask the Secretary of State for Health, what estimate he has made of the number of hospitals in England that have at least one embedded specialist nurse dealing specifically with organ donation.

    NHS Blood and Transplant (NHSBT) has a network of specialist nurses for organ donation throughout the United Kingdom who are an integral part of the donation process and provide support to potential donor families.

    All hospitals in England with donation potential have input and support from specialist nurses for organ donation. There are currently 98 hospitals in England that have specialist nurses for organ donation embedded within them. In addition NHSBT is recruiting specialist nurses to a further seven hospitals, making a total of 105. The level of support and resource allocated varies according to the donation potential for the individual hospital and the number of hospitals in each acute trust. The larger trusts will have a larger team allocated to them. The specialist nurses work to provide support to all hospitals within the trust, adopting a hub and spoke approach.

    These specialist nurses provide an on call service 24 hours, seven days a week, to ensure each donor referral is responded to in a timely manner and facilitated.
