    The Department for Transport is close to finalising its response to the Law Commission’s recommendations on the reform of level crossing legislation.

    This is a complex area and it has been necessary to explore all the available options in detail. Whilst this has taken time, I am confident that we will be able to come forward with proposals for a cohesive package of improvements shortly.

The UK also engages with China on multilateral disarmament, and a range of nuclear disarmament issues, through the mechanism of the P5 Dialogue.

    To ask the Minister for the Cabinet Office, with reference to the Spending Review and Autumn Statement 2015, paragraph 3.54, whether the Debt Market Integrator will take over the services currently contracted out to Concentrix; whether Concentrix is permitted to bid for the new contract; and what the timetable is for tendering.

    The Debt Market Integrator (DMI)will not be taking over the tax credit related services currently contracted out to Concentrix.Concentrix currently provides services through the "Error & Fraud Adding Capacity" (EFAC) contract, which does not include debt collection services. There are no current plans to re-procure these services. Tax credit debt collection services will be provided through the DMI contract from July 2016. The DMI contract was awarded to TDX / Equifax in March 2015.

    As I said in Parliament on 28 January, we regularly raise the importance of compliance with International Humanitarian Law with the Saudi Government and other members of the military coalition. I raised the issue of IHL compliance on my recent trip to Rome with my Saudi Arabian counterpart Adel Al-Jubeir. The Saudi government have their own internal procedures for investigations and we encourage them to thoroughly investigate all allegations of non-compliance including those reports in the UN.

    To ask the Secretary of State for Transport, pursuant to the Answer to Question 31603, from which funding stream the additional £130 million funding for repair of roads and bridges damaged by Storms Desmond and Eva will be taken.

    The Chancellor of the Exchequer announced on 16 March 2016 as part of the Budget 2016 that the Government will be allocating a further £130 million to those authorities affected by this winter’s Storms. This funding is on top of the £49 million already committed to repair transport infrastructure damaged by Storms Desmond and Eva. This funding is being met by savings made by the Department for Transport in other transport programmes during the 2015/16 financial year.

    This funding is in addition to the £6.1 billion we are providing to local highway authorities in England for local highways maintenance between now and 2021.

    We have made clear to the Nigerian authorities that the UK opposes any form of discrimination on the grounds of sexuality and any form of legislation that persecutes people on the basis of their sexuality. This has included opposition to Nigeria’s Same Sex Marriage Bill which we believe infringes on the fundamental rights of expression and association, guaranteed by the Nigerian Constitution and by Nigeria’s international treaty obligations. Along with other EU Member States, opposition to this Bill has formed part of our dialogue with the Nigerian authorities. Where we have been made aware of specific arrests or harassment founded on the basis of the Same Sex Marriage Bill, we have made representations to the authorities on behalf of those who have been subject to discrimination.
