    To ask the Secretary of State for Transport, if he will bring forward proposals to prevent Dart Charge payments made by drivers of leased vehicles being registered to previous drivers of the same vehicle who have not paid that charge.

    All drivers have until midnight the day after crossing to pay the road user charge. This extended time period, which provides flexibility for the majority of users, makes it more complex to match payments for a crossing made by a previous hirer of the same vehicle. Highways England and the British Vehicle Rental and Leasing Association are working together to assess what more can be done to assist the small number of companies and their customers who may be affected by this.

    Both the Ministry of Justice and the Department of Transport are aware of concerns about a number of issues relating to serious driving offences and the maximum penalties those offences carry. The Government are committed to making sure that the courts have sufficient powers to deal with driving offences appropriately and proportionately within the context of our wider sentencing framework. It is our intention to commence a consultation before the end of the year which will look at driving offences and penalties.

    The new Justice Secretary will meet the new Transport Secretary to discuss further in due course.

    To ask the Secretary of State for Health, what steps his Department is taking to improve the process for GPs referring patients to mental health services.

    NHS England is aware that some general practitioners (GPs) experience difficulties with access to secondary mental health services. In line with the recommendations of the Mental Health Taskforce, NHS England mental health team is working to introduce a suite of evidence based treatment pathways spanning the main mental health conditions and covering the journey from referral to treatment and through to recovery. These will help to ensure that GPs have the information they need to refer people swiftly to the right services, offering the right treatment for their particular mental health needs. Pathways and associated standards have already been introduced for common mental health disorders Psychological Therapies services, first episode psychosis and community-based eating disorder services for children and young people.

    Community and Village Halls play an important role in many communities. We continue to consider the best ways to help the people who run them have the skills and support they need. Defra provided ACRE with £2,312,000 for 2015-16 to distribute amongst Rural Community Councils, allowing them to continue their role in sustaining rural villages and communities, and in operating their network of village hall advisers.

    HMS ENTERPRISE deployed to the Mediterranean on 3 July 2015 and is the current UK contribution to EUNAVFOR Op SOPHIA.

    In addition, the UK contributed HMS RICHMOND to EUNAVFOR Op SOPHIA from 25 October 2015 to 21 November 2015.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Keen of Elie on 19 February (HL5998) regarding the case of Mark Pearson, who in the Crown Prosecution Service made the decision to present to the court a video that was run at half the normal speed.

    In the case concerned there was no video evidence. The police created a disc containing a series of still images with gaps of around a second in time. The timing of each image was clearly shown. The disc was served on the defence but was not played in court by the prosecution. The defence adduced their own disc as part of their case. The prosecution did not rely on the still images because at the trial the identification of the defendant was not in issue.
