    It is for the relevant national authorities in other Member States to determine their constitutional requirements and potential legal proceedings.

    The Decision of the Heads of State or Government, meeting within the European Council, on 18 and 19 February 2016 was agreed to by all Member States and is now a legally binding document that has been registered with the United Nations as an international treaty.

    It is not possible to identify from centrally held information the amount of revenue generated from the collection of fixed penalties (for example, court fines and fine-registered fixed penalty notices) relating to fly-tipping offences.

    The estimated clearance costs of removing fly-tipped waste from public land by local authorities in England for the last three years are set out in the table below.

    In the 2015/16 financial year, the total net ingredient cost of prescription items prescribed in England and dispensed in the community in the United Kingdom for drugs listed within trhe British National Formulary section 6.1 “Drugs used in diabetes”(using the classification system prior to edition 70), was £956.7 million1.

    To ask the Secretary of State for Education, how much from the public purse has been distributed in the UK by Magic Breakfast; and what objectives have been set for that expenditure.

    Magic Breakfast currently receive central government funding from a contract with the Department for Education. The objective of the project is to set up and run 184 breakfast clubs in schools where 35% or more children are eligible for free school meals, to ensure that children are fed and are at school on time and ready to learn. Magic Breakfast are required to develop plans to enable the breakfast clubs to be self-sustaining beyond the contract period. The project is being externally evaluated.

    The value of the contract is £1.087m, of which £518,523 has so far been paid. This is the only central government funding currently provided to Magic Breakfast in England. Any funding in Scotland, Wales or Northern Ireland would be a matter for the relevant governments. The Department does not hold a breakdown of contract expenditure by parliamentary constituency.

    To ask the Secretary of State for Justice, what the average ratio of prison officers to prisoners is in (a) male and (b) female prisons.

    Staff to prisoner ratios in public sector Prison Service establishments are reported as the number of prisoners held in an establishment divided by the number of prison officers (including specialists) employed. The figure does not reflect the number of officers on duty at any particular moment.

    The ratio of staff to prisoners varies by category of prison and according to specific local circumstances related to the design and operation of the particular establishment. Differences in the profile of the male and female populations mean that the ratios are not directly comparable.

    The ratio of prisoner to prison officers (including specialist) as at 30 September 2015 was 4.8 at male establishments and 3.5 at female establishments.

    To ask the Secretary of State for Defence, what the timescale is for addressing issues relating to the reliability of the power system of the Type 45 Destroyer; and if he will make a statement.

    A number of measures to improve the reliability of the Type 45 Power and Propulsion systems have been identified and the ongoing programme to implement these changes continues to deliver positive results. In addition, and as part of the Strategic Defence and Security Review 2015, we are committed to improving system resilience by adding upgraded diesel generators to provide further electrical generation capacity. Alternative technical options and a variety of delivery models are currently being explored with several competing industrial partners.

    A number of early modifications were implemented under the Type 45 Destroyer Contract for Availability arrangement with BAE Systems at no additional cost to the Ministry of Defence. The total cost and timetable for implementing the diesel generator upgrade will be determined at the main investment decision. I am withholding details of our current time and cost estimates as premature disclosure of this information could prejudice the commercial interests of the Department.
