    To ask the Secretary of State for Defence, what recent progress has been made on the construction and procurement of HMS Prince of Wales and the accompanying aircraft for both Queen Elizabeth Class aircraft carriers; and if he will make a statement.

    The construction, test and commissioning of HMS QUEEN ELIZABETH and HMS PRINCE OF WALES continues in Rosyth. Around 80% of the structure of HMS PRINCE OF WALES has been built, and she will be structurally complete this summer. Aircraft will continue to be purchased incrementally, as part of a coherent build-up of capability, and we remain on track to deliver an Initial Operating Capability in the Carrier Strike role from 2020.

    The noble Lady will be aware that the Government is investing £1 billion to modernise our world-leading justice system. That means creating a system that is just, proportionate and accessible.

    The ‘Transforming our Justice System’ consultation is about the administration of justice across all courts and tribunals and not one specific area. My officials are engaging with appropriate stakeholders, including disability groups, on relevant matters.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps the Government is taking to encourage Saudi Arabia and other parties to the conflict in Yemen to refrain from using explosive weapons with wide-range effects in populated areas in order to avoid high levels of civilian casualties.

    We are aware of reports of alleged violations of International Humanitarian Law in Yemen by all sides to the conflict and take these very seriously. This includes alleged airstrikes resulting in civilian casualties and damage to civilian infrastructure. We have received repeated assurances from the Saudi Arabian-led coalition that they are complying with International Humanitarian Law, and we continue to engage with them on those assurances. The Saudi Arabian authorities have their own internal procedures for investigations and we encourage them to be open and transparent in this. We continue to urge all parties to the conflict to adhere to International Humanitarian Law. We have also raised our concerns with the Houthis. We will continue to do this.

    The exercise in the financial year 2014-15 to clear all straightforward cases with a claim date preceding 1 April 2014 led to a rise in the average time for some of the years above most notably 2008.This required the progression of a number of cases far older than 12 months which would have influenced the average decision times on those cases.

    The Home Office continues to target resources to drive down the waiting time for decisions and currently strives to give decisions on all straightforward cases within 6 months, a timescale which it has been consistently meeting since April 2014.

    Bovine TB is the greatest animal health threat to the UK. Based on current expenditure it will cost the taxpayer £1 billion over the next decade if we do not take rigorous action now. The Government is delivering a comprehensive strategy to eradicate the disease and protect the future of our dairy and beef industries. This includes strengthening cattle testing and movement controls, improving biosecurity, and badger control in areas where TB is rife.

    Total Government costs for the 2015 badger culls have not yet been finalised.

    Policing costs for 2015, which will be funded by Defra, were as follows:

    (a) Avon and Somerset: £555,514

    (b) Gloucestershire: £553,005

    (c) Dorset: £694,728.
