    The Ministry of Justice is currently undertaking a post-implementation review of the impact of the introduction of fees in the Employment Tribunals. The review will report in due course.

    The Treasury Solicitor as head of the Government Legal Service is monitoring demand for legal work across government in light of the referendum and business needs will be reflected in recruitment.

    Where additional capacity is required we are addressing this by lateral moves between teams supplemented by our normal recruitment processes. We will continue carefully to monitor the demand for legal services across government.

    Ministers and officials consistently call for all states to implement fully the recommendations of UN Security Council Resolution (UNSCR) 2178 on foreign terrorist fighters, both bilaterally and in multilateral fora.

    Experts from the UK have presented at technical sessions of the Counter-ISIL Coalition, the UN Counter-Terrorism Committee and the EU, discussing our work in this area and the implementation and passing of legislation in line with recommendations contained in UNSCR 2178 to combat this threat.

    Designing and building submarines is one of the largest programmes and one of the most complex activities that the Ministry of Defence and UK Industry undertakes. It is the purpose of a design phase to improve our understanding of costs and timescales, which we have now done. The current estimates reflect what we have learned since the design phase began.

    Our (non-resident) Ambassador to Haiti and (resident) Chargé d’affaires regularly meet the European Observer Mission (EOM) to the recent Haitian elections, as well as observer teams from the Organization of American States (OAS) and ParlAmerica. While irregularities did take place, and are being investigated, none of the official observer groups has substantiated specific claims of fraud, or called the results of the election into question. The UK shares this assessment.

    We are not cutting business support mechanisms to implement the levy. We are improving our business services by developing the Digital Apprenticeship Service.

    Through this online mechanism employers will have access to a number of services to help them choose and pay for apprenticeship training in a simple way.

    To ask the Secretary of State for Transport, with reference to the proposed Buses Bill, what assessment he has made of the potential effect on competition in the bus services market of bus operators retaining vehicle fleets, depots and other strategic assets when bus services are franchised.

    The actual competition impacts will depend on how franchising is implemented at the local level. The Department’s high level assessment of the potential competition impacts of the Buses Bill proposals will be set out in the Impact Assessment which will accompany the introduction of the Bill. Individual local authorities will be better placed to conduct a detailed competition assessment of any changes they propose to make to their local bus market in light of the Bill.

    To ask the Secretary of State for Education, whether a property management company will be created for land held as a result of the proposals to transfer land owned by local authorities to the Secretary of State as part of the policy of converting all schools to academies.

    We have no plans to create a property management company to hold land transferred to the Secretary of State as a result of the proposals outlined in our White Paper for converting community schools. Our expectation is that any such land would be held by the Secretary of State to ensure the land is safeguarded for educational use.

    We are separately developing proposals for a new body of property specialists to help meet our commitment to deliver 500 more free schools by 2020. Their focus will be on acquiring sites for free schools; rather than the management of existing school land. Finding sites quickly is often the biggest obstacle to opening new schools, and this proposal will help ensure we have the right people working for us to secure best value for the taxpayer.
