    To ask the Secretary of State for Culture, Media and Sport, what estimate he has made of the cost of using external agencies for recruitment to Senior Civil Service posts in his Department in each of the last five years for which figures are available.

    As part of its long-term economic plan, this Government has reduced the size of the Civil Service by 22%, adjusting for Machinery of Government changes that moved staff into and out of the Civil Service since the 2010 General Election, representing a significant increase in efficiency and productivity that helped save taxpayers £2.8 billion last year alone.

    Background Information

    We hold no records for years 2011/2012, 2012/2013, 2013/2014.The Department has used external agencies to recruit for specialist SCS roles. Departments have a number of routes available to them to procure recruitment agency services. These include their own departmental procurement processes and the Dynamic Purchasing System (DPS), which has been in place since April 2014.

    The Driver and Vehicle Standards Agency (DVSA) are committed to providing testing in the Chester area, from mid-February DVSA will offer both car and motorcycle practical tests from Cheshire County Sports Club as a temporary measure. In the meantime, DVSA is continuing to look for a new permanent site in the Chester area.

    To ask the Secretary of State for Culture, Media and Sport, what assessment (a) his Department and (b) Ofcom has made of the number of (a) business parks which do not have superfast broadband and (b) businesses based in business parks which do not have superfast broadband.

    In its 2015 publication Connected Nations, Ofcom estimated that 68% of SMEs had access to superfast broadband in May 2015, and almost half (around 130,000) in certain business areas were unable to receive speeds above 10Mbit/s.

    The Government is supporting investment to provide superfast broadband coverage to 90% of UK premises by early 2016 and 95% by December 2017. In addition, BDUK’s Connection Voucher Scheme issued around 55,000 vouchers to businesses to enable to access Superfast broadband. However, this does not include the provision of leased lines which offer an alternative connectivity option for businesses.

    To ask Her Majesty’s Government what further measures are planned for the labelling of meat and dairy products to recognise the high standards of welfare in British products.

    Consumers buying meat and dairy products produced in the UK can be reassured that we have some of the highest animal welfare standards in the European Union.

    We pressed for new EU legislation extending country of origin rules from beef to fresh and frozen sheep, goat, pig and poultry meat to help consumers identify food produced in the UK. These came into force in April 2015. We are also pressing for this rule to be extended to dairy products.

    To support consumers further in making an informed choice, Defra is pressing the EU to implement rules to require that where food products indicate that they are produced in a specific country they must also state if the main ingredients are from a different country.

    2016 is the Year of Great British Food. Through the Great British Food campaign Defra is working in partnership with industry to champion the outstanding quality of UK produce to help fuel demand for Great British Food.

    The lifting of parliamentary immunity is a matter for the Turkish parliament. As a modern democracy and candidate for EU accession, we would expect Turkey to undertake any subsequent legal processes transparently and fully respect the rule of law.

    To ask the Secretary of State for Culture, Media and Sport, what discussions she has had with representatives of video and computer games creators on possible amendments to the meaning of the term supply in the Video Recordings Act 1984 to include adults providing children with access to recordings categorised as containing age-inappropriate content.

    Following public consultations involving representations from classification bodies, child welfare groups, local authorities, content producers and many others, since 2010 we have legislated twice to strengthen the protections provided by the Act. This has ensured that retailers now cannot sell or rent any age-inappropriate DVDs or video games discs or cartridges to children. It also ensures these products are all labelled with relevant British Board of Film Classification (DVDs) and PEGI (video games) age ratings and content advice. This means adults have better information to help them make responsible decisions about the material children can access.

    We will continue to work with industry and the age ratings bodies to encourage further promotion of the BBFC and PEGI age ratings to consumers including through initiatives such as BBFCInsight and AskAboutGames.

    To ask the Secretary of State for Communities and Local Government, what proposals he has to enhance and extend neighbourhood plans.

    The Government is fully committed to neighbourhood planning and recently introduced regulations that implement powers in the Housing and Planning Act 2016 to speed up and simplify the neighbourhood planning process. To support the Government’s approach, the Neighbourhood Planning Bill, which went through Second Reading in Parliament on 10 October, contains measures to further strengthen neighbourhood planning.

    We are also supporting neighbourhood planning through a £22.5 million support programme which has made over 1,500 payments to groups since April 2015. All groups can apply for a grant of up to £9,000. Additional grant and technical support is available to priority groups, including those in urban and more deprived areas. Groups can also access a range of tools and templates, and a dedicated advice service, to help them prepare their plans.

    Network Rail and the relevant train operators terminated a line speed improvement assessment in 2014. Detailed work had identified an estimated cost of up to £12.45m to clear structures for higher speed. With these costs the scheme was poor value, having a benefit cost ratio of less than 1.0. No assessment has been made since then.
