    To ask the Secretary of State for Business, Innovation and Skills, what arrangements are in place to ensure that the pension schemes of abolished non-departmental public bodies which lay within his Department’s remit efficiently discharge their liabilities to pensioners.

    The majority of the Department’s non-departmental public bodies (NDPB) contribute into existing multi-employer schemes, these include the PCSPS and Research Council Pension Scheme. Individuals also have the option to contribute to a partnership pension scheme operated by selected pension companies. In both these cases the responsibility to make payments to pensioners lies with the scheme, and not with the individual employer.

    Where an individual NDPB operating its own scheme was to be abolished, as part of that process a decision would be made whether it was appropriate to transfer the liability to the Department or to transfer that scheme to the management of the Cabinet Office.

    To ask the Secretary of State for Defence, what recent steps his Department has taken to adhere to the Armed Forces Covenant.

    The Covenant is a promise from the nation ensuring that those who serve or who have served in the Armed Forces, and their families, are treated fairly. The Covenant is delivered by Government Departments, Local Government Authorities, the Charitable Sector and Companies.

    Recent steps taken by the Ministry of Defence (MOD) include setting up a network of Armed Forces Covenant champions across the services and the launch of a new Covenant website and branding in January this year. We have been running the application process for the annual £10 million Covenant fund and the £25 million Aged Veterans Fund as well as reviewing applications for LIBOR funding. Work is also being undertaken with financial services providers to tailor their products for the Armed Forces community including Banking, Insurance and Credit History. Our engagement with Local Government Authorities to ensure that the Armed Forces Community can access the same services as other local residents has continued.

    The Department has engaged with the social care sector, including care providers, to understand how the introduction of the National Living Wage will affect them. The overall costs to local authorities of providing social care are being considered as part of the Spending Review.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 4 December 2015 to Question 18326, what steps his Department is taking to reduce the territory held by Daesh and affiliated groups across Libya; and if he will make a statement.

    We are extremely concerned about the growing threat from extremist groups in Libya, including Daesh and groups affiliated with it. These groups pose a threat to the stability of Libya and the region, and potentially to the UK and our interests and citizens overseas. We are working closely with international partners to deepen our understanding of Daesh’s presence in Libya, including in Sirte, and to develop a comprehensive approach to defeat it. This includes working closely with Libya’s neighbours to enhance their ability to protect themselves from terrorists in Libya. We are supporting UN-led efforts to establish a Government of National Accord (GNA) in Libya, which will be crucial in the long term to tackling the Daesh threat present in that country and across the region.

    To ask the Secretary of State for Justice, what steps he is taking to ensure that Practice Direction 12J: Child Arrangement and Contact Orders: Domestic Violence and Harm is properly implemented in each case involving domestic abuse seen in the family courts.

    The family courts take the issue of domestic violence extremely seriously. The Child Arrangement Programme and Practice Direction 12J set out a strong and clear framework for use where domestic violence is alleged. All judges receive specific training on this framework. The judge, on the basis of the evidence, will determine how the framework will be applied in a particular case and in particular, must be satisfied that any contact ordered with a parent who has perpetrated violence or abuse is safe and in the best interests of the child.

    It is already standard practice for health professionals to share information, in line with the Data Protection Act 1998, with other agencies to deliver preventative interventions, or where there is concern about the risk of serious harm to either the individual concerned or a third party.

    One of the core objectives of the National Informatics Board is to support all National Health Service organisations move away from paper based information to sharing data electronically. NHS England’s work on developing a fully interoperable and paperless NHS includes a key focus on mental health and crisis care.

    The Multi Agency Risk Assessment Conference (MARAC) chair or coordinator for each local authority area is responsible for scheduling meetings and notifying partners (including the National Probation Service (NPS)) of cases that are to be discussed. A representative of the NPS attends any meetings where offenders subject to NPS supervision are to be discussed.
