    To ask the Secretary of State for Defence, if his Department will establish an office within his Department with a focus on assisting UK military veterans in terms of housing, health, employment, pensions and other needs.

    As I stated on 24 March 2016 during a debate in the House (Official Report, columns 1865-74) the concept of such an office, while well-intentioned, would duplicate existing provision. We already have strong cross-Government support for veterans from the Department of Health, the Department for Work and Pensions, and the Department for Communities and Local Government as well as other Departments. In addition, the Ministry of Defence (MOD) operates Veterans UK which focuses on the provision of pensions, compensation and welfare support for veterans.

    The Armed Forces Covenant is designed to stop the Armed Forces community facing disadvantage and provides an effective mechanism to connect the various stakeholders who have an interest in supporting our community. The Covenant Reference Group brings together all relevant Departments and Devolved Administrations in a way that a single agency or Ministry could not. In addition, the Defence Secretary ensures that the MOD publishes an annual report to Parliament to communicate the delivery of our Covenant commitments.

    The Department for Exiting the European Union has responsibility for overseeing preparations for the withdrawal of the UK from the EU and conducting these withdrawal negotiations in support of the Prime Minister. In doing this it is working very closely with other government departments, including the Department for Education, and a wide range of other interested parties.

    ​Meetings of the Commonwealth Secretariat’s Executive Committee (ExCo) and Board of Governors provide formal opportunities to engage with the Secretary-General and her team on the actions and activities of the Secretariat, including those outlined in the Annual Results Report, the mid-term review of the Strategic Plan and updates of mandates provided by Heads of Government at the Commonwealth Heads of Government Meeting in Malta in November 2015. ExCo also considers the annual budget and the Secretariat’s actions against recommendations provided by External Auditors of the accounts. In addition to these formal meetings, the UK’s Commonwealth Envoy and other representatives of my department and the Department for International Development also meet regularly with the Secretary-General and her staff to review performance and identify progress against programme delivery.

    To ask Her Majesty’s Government, in the light of the Upper Tribunal’s decision in MSM (journalists; political opinion; risk) Somalia [2015] UKUT 00413 (IAC), what plans they have immediately to revise their country-specific bulletins, and how they will now apply their discretion to asylum and immigration cases.

    We do not believe our country specific bulletins are at odds with the Upper Tribunal’s decision in MSM (Somalia) such that they require urgent revision. However, we are constantly reviewing our country information and guidance to ensure we reflect the most up-to-date situation and caselaw.

    A fundamental principle of the 1951 Refugee Convention is that each case is considered on its own merits. That is the approach taken by the Home Office.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Freud on 30 December 2015 (HL4654), what (1) in-work, and (2) out-of-work, benefits were paid to recent EU migrants in households supported by the benefits system as at March 2013.

    I refer the noble Lord to the answer given by my Rt. Hon. Friend the Minister for Employment (Ms. Esther McVey) in the House of Commons on 20 November 2014 to Question number 211618 as below:

    While the Government checks the immigration status of benefit claimants to ensure the benefit is paid properly and to prevent fraud, traditionally that information has not been collected as part of the payment administrative systems.

    However, the Government is looking at ways to reform the current administrative system under Universal Credit so that it will systematically record nationality and immigration status of migrants who make a claim.

    The Government has made a radical series of changes over the last year to restrict the access by non-UK citizens from the European Economic Area to UK benefits and tax credits. This is in order to protect the UK’s benefit system and discourage people who have no established connection with the UK from moving here, unless they have a job or a genuine prospect of work, or have savings to support themselves until they do.
