    To ask Her Majesty’s Government what case material was examined as part of the review of 105 Personal Independence Payments (PIP) claims referenced in the DWP’s consultation on PIP aids and appliances (Cm 9171).

    DWP are currently running a consultation to seek views on how support can best be provided to help meet the costs of disability faced by people who are currently awarded points due to aids and appliances. The department is keen to hear views from all interested parties, especially disabled people and disability organisations.

    As part of the consultation on aids and appliances and the daily living component of PIP, the Department reviewed a sample of 105 cases where claimants scored all, or the majority, of their points from aids and appliances. These were randomly selected.

    DWP doctors, who reviewed these cases, looked at all the relevant information held on departmental systems relating to each case. This included the application form, the results of any face-to-face assessment and any additional supporting evidence provided by the claimant.

    The UK is not part of the Schengen border-free zone – we control our own borders which gives us the right to check everyone, including EU nationals, arriving from continental Europe.

    Free movement is not an unrestricted right. Where an EEA national poses a threat, they can and will be refused entry or deported from the UK. The UK’s settlement with the EU will strengthen our ability to protect the UK public from those who pose a threat. We have refused entry to over 6500 EEA nationals at the UK border since 2010.

    To ask the Secretary of State for Transport, whether HS2 Ltd has used (a) InSAR surveys and (b) other survey methods to survey ground movements on the proposed route of phase 2B of HS2 between Crewe and Manchester/Leeds.

    HS2 Ltd has not commissioned any satellite (InSAR) surveys nor (to date) any purchase of existing/historical data or bespoke analysis of that.

    HS2 Ltd has carried out two Lidar surveys of the proposed route of phase 2B of HS2 between Crewe and Manchester, with a view to comparing the two datasets to appraise ground movements in the time between the two surveys. This is work in progress. Other available Lidar data (made available by the Environment Agency) has been used to manually appraise ground movements of specific locations in the saltfield.

    To ask the Secretary of State for Education, what steps she is taking to ensure that the introduction of a new national funding formula will prioritise schools in disadvantaged areas for the allocation of funding.

    The national funding formula will ensure that all children, whatever their background, are supported to achieve their full potential. Children from deprived backgrounds will attract funding in addition to the basic per pupil amount so that they get the extra help they need to succeed. We will also continue to provide targeted funding through the pupil premium, worth £2.5 billion this year.

    We proposed in the first stage of the national funding formula consultation to use a combined pupil-and area-level deprivation measure in the formula to best identify those children and schools that need additional support. We will put forward our detailed proposals in the next stage of consultation later this year.

    To ask Her Majesty’s Government what sanctions are available to NHS England to enforce the obligations under regulation 15A of the National Health Service (Personal Medical Services Agreements) Regulations 2004, as amended, to establish and maintain a Patient Participation Group, and what information they have about the use of such sanctions.

    NHS England is responsible for the assessment of general medical practices compliance with contractual requirements.

    NHS England operates an annual practice declaration to support its local teams assess contractual compliance. The annual declaration was amended this year to include key areas of enquiry in relation to the new responsibilities to establish and maintain a Patient Participation Group.

    The NHS (Personal Medical Services Agreements) Regulations contain steps which NHS England may take where a practice does not comply with the terms of the agreement. These include issuing a remedial notice and, if no action is taken as a result of this notice, a breach of contract notice which could result in NHS England withholding money, due under the agreement, or terminating the agreement.

    NHS England does not currently hold information nationally on the use of contractual sanctions. NHS England is developing its reporting systems to identify the number of breach notices issued periodically and to identify common themes associated with contractual non-compliance.

    We have a range of measures to help support all businesses, including the curry industry. The British Business Bank programmes are supporting £2.4 billion of finance to over 40,000 smaller businesses. Included within this is the Start-Up Loans programme, which has provided over 34,000 loans worth over £187 million. We have saved businesses £10 billion of red tape and we have extended small business rate relief.

    Employer-led Trailblazers are currently leading the way in the design and delivery of new more rigorous apprenticeship standards to support a range of sectors. Standards relating to several chef roles have already been developed and these are intended to cover specialisms such as Indian cuisine.
