    To ask the Secretary of State for Work and Pensions, what discussions he had with foodbank providers on the planned introduction of Jobcentre staff in foodbanks.

    Jobcentre Work Coaches undertake outreach work every day in local communities, and have recently been helping people with back-to-work support and advice in Manchester, where a food bank sits alongside other support services.

    The Department is in the early stages of testing the outreach activity, and will reflect on the findings.

    Where Jobcentre Plus is invited to work in partnership with a food bank provider, and where there is a local need, Jobcentre Plus District Managers will be able to apply the best practices identified.

    The Northern Transport Strategy Spring report did not make any announcements on new feasibility studies on the strategic road network (SRN), but reported on progress made on previously announced strategic studies for the northern trans-Pennine, M60 Manchester north-west quadrant and the trans-Pennine tunnel studies. Consideration of the need for improvements of any part of the SRN will be a matter for forthcoming work by the Department and Highways England Route strategies in coordination with Transport for the North when preparing the next Road Investment Strategy.

    To ask Her Majesty’s Government what response they have made to the call by Syria Solidarity UK and others for air drops of aid to the people of the town of Daraya.

    Across Syria, Assad and other parties to the conflict are wilfully impeding humanitarian access on a day-by-day basis. It is unacceptable and illegal to use starvation as a weapon of war. The UK has given support to the UN and international NGOs since the start of the conflict to deliver aid to these areas and are pushing for humanitarian access to be granted to all besieged and hard to reach places in Syria through the International Syria Support Group Humanitarian taskforce and our position in the UN Security Council.

    The United Nations has been unable to deliver assistance to the 4,000 people besieged by the Syrian Regime in Daraya since November 2012, despite repeated requests for permission. The UN report that humanitarian conditions there are dire and it stands ready to deliver assistance as soon as access is granted by the Syrian regime. The UN has not ruled out air drops to locations in Syria, but aid delivered by road, by UN agencies and by others who know the situation on the ground, and who can ensure it gets to those who need it most, remains the best way of getting help through. Daraya is only a few minutes’ drive from UN warehouses in Damascus.

    The UKCS Decommissioning Strategy has been prepared and will be published by the Oil and Gas Authority (OGA) shortly. The OGA is working through the Decommissioning, Supply Chain and Exports, and Technology Boards to ensure that the UK industry is ready and capable to undertake and safely deliver decommissioning of the UKCS.

    Councils account for around a quarter of all public spending and have an important role to play in tackling the deficit. The 2015 Spending Review looked across all local government spending and as a result the Government provided a £3.5 billion package to tackle the pressures of adult social care. This included giving councils the additional freedom to introduce an adult social care precept worth 2 per cent, which could raise nearly £2billion by 2019-20. The Government remains committed to working with local authorities to keep council tax low for hard-working families and set out its proposals for council tax referendum principles for 2017-18 in the Local Government Finance Settlement Technical Consultation, published on 15 September 2016.

    HMRC are working closely with parents, childcare providers and employers to develop communications and detailed guidance on Tax-Free Childcare, including information for families who currently receive Employer-Supported Childcare. HMRC are also developing an online calculator to help such families decide which scheme is right for them.
