    To ask Her Majesty’s Government, further to the Written Answer by Lord Bridges of Headley on 8 December (HL4345), and in the light of recent electoral statistics from the ONS regarding the 40 per cent decrease in the proportion of 16 and 17 year-old attainers registered to vote, whether they will now issue special guidance to Electoral Registration Officers in Great Britain reminding them of their powers to work with schools and colleges to register young people to vote in the same way that the Northern Ireland Chief Electoral Officer does.

    Electoral Registration Officers (EROs) are fully aware of their powers and their duties and their performance is monitored by the independent Electoral Commission. The Cabinet Office periodically reminds EROs of democratic engagement resources, including those specifically aimed at young people, which are available to them. The Government has no plans to issue special guidance along the lines suggested.

    DFID primarily provides support in developing countries through grants to delivery partners. We work in the poorest countries, including fragile and conflict affected states, for whom non-grant options can pose more risk.

    No DFID resources that are specifically disaggregated as supporting sexual and reproductive health and rights or family planning were provided via non-grant mechanisms during those periods. While we do support World Bank IDA, which is a non-grant source of finance, we believe it is important that countries establish their own priorities for spending these resources.

    To ask Her Majesty’s Government whether they plan to continue the operation of the Care Leaver Strategy, and what plans they have to ensure that cross-departmental work to support care leavers is maintained.

    In 2013, the government published the Care Leaver Strategy. That document set out plans to improve support for care leavers, including in housing, health, employment and education. In 2014, the Department for Education reported that the commitments contained in the Care Leaver Strategy had been implemented or were in the process of being so.

    We recognise, however, that many young people leaving care still face significant challenges. That is why my colleague, the Minister for Children and Families, recently announced that he has asked officials within the department to lead the development of a refreshed strategy, to be published next year. That work will include a consideration of how government departments and agencies can best work together, on an ongoing basis, to ensure that care leavers are offered the support they need in order to manage the transition to independent living successfully.

    The Home Office does not hold data centrally on the number of officers absent from work due to stress-related illnesses. The number of officers on long term absence at 31 March each year is collected, along with information on the number of officers on long term sickness.     These data do not allow the reasons for long term sickness to be identified.

    Chief Constables, working with directly elected police and crime commissioners, are responsible for managing the police workforce effectively and ensuring the welfare of all officers and staff.

    The Government Property Unit have developed guidelines and a standardised commercial agreement for Departments to make it easier for mobile telephone operatorsto erect masts on Government buildings. Government Property Unit also provided a London Rate Card for use by Departments and Mobile Network Operators (MNOs) that sets out indicative rents for a range of locations. The Government Property Unit have also issued further technical guidance for Departments’ Estates.

    To ask the Secretary of State for the Home Department, how many asylum claimants whose asylum claim had been refused but who could not be legally deported because their destination country was deemed unsafe were admitted to prison in each year between 2006-07 and 2009-10.

    We carefully consider all asylum claims on their individual merits and provide protection for those who need it, in accordance with our international obligations. No one who is at risk of serious harm in their country is expected to return there, but we do expect those who do not need our protection to return home voluntarily. Neither the Home Office nor the Ministry of Justice holds data on the number of failed asylum seekers who are admitted to prison as the information is not captured in that way.

    To ask Her Majesty’s Government whether they will establish a compulsory register for drone ownership following similar action by the Federal Aviation Administration in the US; and if not, why not.

    We are exploring a range of options for monitoring and enforcing regulations on drone use in the UK. This includes the potential for types of registration schemes, such as are implemented in the US and Ireland. The Department for Transport is in contact with both these authorities, as part of our work into understanding the benefits of such schemes, in terms of transparency of ownership and enforcement, as against their costs to business and other users. HM Government intends to consult on options this year.
