    We do not hold information centrally on how many local planning authorities do not have a five-year land supply for housing. A local planning authority’s five-year land supply position changes frequently and is subject to market conditions. The National Planning Policy Framework requires local planning authorities to keep their land supply under regular review.

    To ask the Secretary of State for Health, what assessment his Department has made of the potential merits of introducing a mechanism to ring-fence mental health funding.

    Funding decisions legitimately rest with clinical commissioning groups as the appropriate accountable organisations to their local populations.

    Nevertheless, 2016-17 NHS England planning guidance states that funding allocations may be retracted, if there is evidence that additional mental health allocations are not being used for the purpose for which they were intended.

    The Mandate to NHS England in 2016-17 sets a clear objective that, in order “to close the health gap for people of all ages, we want to see a system-wide transformation in children and young people’s mental health”.

    Clinical commissioning groups are required to increase their spending on mental health each year at least in line with the growth in their overall funding allocations.

    To ask the Secretary of State for Health, how much of the £15 million new funding allocated to perinatal mental health for 2015-16 has been spent to date; and what that funding has been spent on.

    NHS England will spend £1 million on strengthening clinical networks across the country to drive forward change and they have also commissioned the National Collaborating Centre for Mental Health to set up an Expert Reference Group to provide an extensive package of national analytical and expert clinical advice to support the delivery of the perinatal mental health programme at a cost of £300,000.

    Work is underway on how they spend the rest of the money. This work has yet to be completed but decisions will be made by Christmas.

    I assume the hon. Member is referring to the Force Development and Adventurous Training Review. Whilst the provision of adventurous training for the whole force concept was one of the many factors in the Review, we do not hold documents principally about the whole force concept.

    To ask the Secretary of State for Health, how many and what proportion of elective operations were cancelled in (a) England and Wales, (b) London and (c) each health trust in England in each year since 2010.

    Information on cancelled elective operations is published quarterly. The attached table shows how many elective operations were cancelled in England, London and each health trust in England in each quarter since 2010. Information on the number of cancelled elective operations as a percentage of elective admissions is only published for England.

    The number and proportion of cancelled operations remains low in the context of the millions of operations performed in the National Health Service each year. Compared to 2009/10, in 2014/15 there were 1.6 million more operations. The proportion of cancelled elective operations in the first two quarters of 2015/16 was 0.8% which is the same as the first two quarters of 2009/10.

    Health is a devolved matter in Wales.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to encourage households to donate unused food.

    Through the Waste and Resources Action Programme (WRAP), the Government continues to work with the grocery sector to reduce household food waste. The Love Food Hate Waste programme helps UK households to reduce food waste and save money through awareness raising and consumer advice. There has been a 15% (1.3 million tonnes) reduction in household food waste between 2007 and 2012.

    WRAP launched Courtauld 2025 on 15 March, which builds on the progress we have already made. This new agreement includes a target to reduce food and drink waste arising in the UK by 20% by 2025 (calculated as a relative reduction per head of population).

    For the average household, the price of avoidable food and drink waste is £470 per year. For the average household with children, the cost of avoidable food and drink waste is £700 per year.

    The total amount of food thrown away by the average household is 260 kg per year. 160 kg of this is avoidable waste. For the average household with children, this figure rises to 390 kg per year, including 240 kg of avoidable food waste.

    These are the latest available figures, applying to 2012. WRAP aims to publish updated figures for household food waste later this year.

    To ask the Minister for the Cabinet Office, with reference to the Answer of 13 April 2016 to Question 32900, what materials have been distributed to (a) students and (b) higher and further education institutions in respect of (i) voter registration and (ii) the EU referendum; what the cost to the public purse of that material was; and if he will place copies of all such material in the Library.

    Ministers wrote to universities, Further Education and sixth form colleges to encourage them to promote registration among their students ahead of the Referendum. The Government used social media to support initiatives such as Universities UK’s ‘student action week’ and shared the Electoral Commission’s publicly available materials at no additional cost to the public purse. No additional activity has taken place with these audiences since the start of the Purdah period.
