    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the effect of the national living wage on the provision of adult care services by private companies to local authorities.

    The Spending Review took account of the costs of implementing the National Living Wage and set out a sustainable basis for local authorities to discharge their functions. An assessment was made which drew on projections and data on pay including information from the Office of Budget Responsibility and Skills for Care. This found that out of an estimated 1.52 million adult social care jobs in England, up to 900,000 people, are expected to benefit from the introduction of the National Living Wage. Through the Spending Review Government outlined a package of support of up to £3.5 billion to ensure councils are able to support some of their older and most vulnerable residents.

    To ask the Secretary of State for the Home Department, what steps she has taken to reduce homophobic hate crimes since January 2016.

    The Home Office was part of the steering group of an Equalities and Human Rights Commission project to tackle homophobic, biphobic and transphobic hate crime, which ended earlier this year.

    As a result, we have committed to work with organisations such as the anti-violence charity Galop to develop resources that specifically meet the needs of Lesbian, Gay, Bisexual and Trans (LGBT) communities. We are also sharing existing good practice, including across the LGBT Hate Crime Network which was established by the project and is made up of over 30 groups across the country.

    The cross-Government Hate Crime Action Plan, developed following consultation with a number of LGBT groups, contains actions designed to tackle hate crime against LGB&T people. This includes an assessment of the levels of homophobic bullying in schools, renewed CPS legal guidance on homophobic, biphobic and transphobic crime and funding for community groups who are working to tackle hate crime, including homophobic, biphobic and transphobic hate crime.

    The two newly established staff posts in the Northern Ireland Universities Air Squadron were filled in October and November 2015, and the first students were accepted on 25 November. Of the 24 student places, 11 have so far been filled.

    The Official Receiver is currently delivering a safe and secure liquidation of SSI. Once that has been completed, the Government will work with local partners to understand the potential for the redevelopment of the site. The future use or uses of the site will be key in determining the level of remediation required.

    The Government is committed to simplifying the tax system, and so is taking forward legislation to put the Office of Tax Simplification (OTS) on a permanent, statutory footing, with an expanded role and capacity.

    The OTS has recently published reviews on small company taxation and the closer alignment of income tax and National Insurance contributions. The Government will consider the OTS’s recommendations carefully.

    The topics of future OTS reviews will be announced in due course.

    Income from sales by catering services for the financial year 2014/15 was £9.4 million against costs of £11.8 million, which represents a net total cost for the annual catering bill for the House of Commons of £2.4 million. Figures for 2015/16 will be published in July 2016.
