To ask the Secretary of State for Work and Pensions, whether it is possible for prisoners to start their universal credit application so that it is processed and ready to be applied when they are released.

Prisoners are supported and advised whilst in prison on which benefits they can claim and how to make a claim and we are developing arrangements to enable them to make advance claims to Universal Credit.
Appropriate support measures for prison leavers with mental health issues will be considered following the initial claim interview.
Universal Credit is assessed and paid calendar monthly in arrears. Prison leavers will receive payment within the timescale of 5 weeks from the date of claim.
Prison leavers who are in financial need can apply for an advance payment of up to 50% of their total Universal Credit award following their initial interview.
The information requested in relation to the timescales for applications is not readily available for publication. To quality assure this information according to the standards of the UK Statistics Authority would incur disproportionate costs.

The Health Education England (HEE) Mandate for 2015-16 reported that “HEE, working with the Royal College of Psychiatrists and Royal College of General Practitioners has developed an e-learning package to support continuing professional development for GPs in mental health ensuring that GPs have ready access to the most up to date knowledge available in this vitally important area of health care. This will enable recognition of mental illness and access to the right care pathway including improving access to psychological therapies and specialist mental health services.”

To ask the Secretary of State for the Home Department, what her policy is on whether non-UK EU citizens will have to leave the UK after the two-year Article 50 negotiation period in the event of the UK leaving the EU.

Should there be a vote to leave, we will need to follow the rules for exit, which are set out in Article 50 of the Treaty on the Functioning of the European Union. This is the only lawful route available to withdraw from the EU.
Article 50 provides for a two year negotiation, which would cover the UK’s access to the EU’s Single Market, including the free movement of people.

To ask the Secretary of State for Education, how long officials in her Department spent considering proposals for an annexe to the Weald of Kent Grammar School.

The Weald of Kent School has set out its plans in expansion proposals. Pupils at the Sevenoaks annexe will attend the Tonbridge site at least once a week to attend a whole school assembly and additional lessons. The school will also operate a house system across the expanded school, regularly bringing students together on a range of curriculum projects. The length of the school day is a matter for the academy trust.
The newly expanded school will better meet the needs of parents in the community that the school currently serves. Over 41% of pupils at the Tonbridge site already travel from the Sevenoaks area. The travel arrangements between the sites will use existing bus companies to transport pupils who live in Sevenoaks to the Tonbridge site. The proposal indicates that the journey time is approximately 17 minutes and no additional funding is being provided to the academy to cover the costs.
The decision issued on 15 October 2015 was in respect of a proposal received on 14 September 2015. The Department can comment on the costs of external legal advice once we have the final costs bill.
The school would not have the required capital funding to expand on this scale at the existing site.
