    The department has already started drawing together expertise from a wide range of civil service departments where there is specific relevant knowledge. Plans for recruiting from outside of the Civil Service are being considered and detailed work is underway to establish the Department’s future budget requirements, including for external recruitment.

    The Government has set out that hospitals will achieve more seven day services by delivering four priority clinical standards developed by the NHS Services, Seven Days a Week Forum. NHS England will work with the National Health Service and NHS Improvement to support the NHS to meet the four clinical standards and realise the benefits of seven day services for patients.

    Last year the UK launched an initiative to reform the selection process for the next UN Secretary General. We proposed measures that would deliver greater transparency, fairness and structure to the process. All other attributes being equal, it is high time for a woman to lead the United Nations – a job that represents the interests of all the world’s people cannot exclude half of its population. We were therefore pleased the General Assembly adopted a resolution (69/321) that broadly reflects our key proposals: clarity over timelines, greater transparency and an invitation to Member States to put forward women candidates. We also welcome the joint letter of 15 December 2015 (http://www.un.org/pga/70/wp-content/uploads/sites/10/2015/08/15-Dec-2015_Appointment-of-Secretary-General-15-December-2015.pdf) from the Presidents of the General Assembly and the Security Council that sets out principles to guide the selection process.

    To ask the Secretary of State for Communities and Local Government, what the change was in real terms expenditure on social care (a) overall and (b) per 1,000 head of population aged 65 or over in each local authority between 2010 and 2015.

    Expenditure on adult social care, in 2010-11 (adjusted to real terms) and 2014-15 (the latest year for which figures are available), for each local authority in England, is attached.

    It is not possible, from the data available, to dis-aggregate adult social care expenditure for the age range requested.

    Due to differences in definition and changes to the responsibility of service provision between the NHS and local government, it is not possible to compare figures for 2010-11 with 2014-15. In particular, prior to the introduction of the Public Health Grant, elements of public health expenditure may have been classified as adult social care expenditure within the relevant statistical returns.

    The Human Rights Act 1998 has been in force since October 2000. There is no central record of civil cases brought against Defra where a breach of the Human Rights Act 1998 was alleged.

    There have not been any cases since 2010 settled by payment of damages which alleged a breach of the Human Rights Act 1998.

    Local authorities have a range of powers available to them to assess excessive noise from residential and commercial properties. These are set out in various pieces of legislation, including the Environmental Protection Act 1990 and Noise Act 1996.
