To ask Her Majesty’s Government whether the procedures and priorities to agree the spending of public money on international aid are the same across all government departments, and if there are differences, what they are.

    Lord Young of Cookham

The allocation of Official Development Assistance (ODA) funding was agreed at the 2015 Spending Review in line with the strategic objectives set out in the UK aid strategy. Departments spending ODA are required to demonstrate how they are using rigorous evidence to underpin spending decisions. There must be clear lines of accountability for all ODA projects, and project performance must be regularly assessed. Poor performing programmes will be closed and funds redeployed. In addition, all ODA spend is subject to scrutiny by the Independent Commission for Aid Impact.

Spending on ODA is also subject to the principles of sound financial management set out in ‘Managing Public Money’. Within these constraints departments have discretion over how they organise, direct and manage the resources at their disposal.

The below Parliamentary question was asked by Tom Elliott on 2015-11-18.

To ask the Secretary of State for the Home Department, what assessment she has made of the extent to which Northern Ireland’s land border with another EU member state creates a challenge in protecting Northern Ireland from terrorist threats.

    Mr John Hayes

The UK and the Republic of Ireland have long enjoyed a Common Travel Area (CTA) free of routine border controls. However, there are long-established and effective working relationships between the police and intelligence agencies in both the Republic of Ireland and Northern Ireland to mitigate threats. The Government takes protecting our border security very seriously, and there is a high level of collaboration on work with the Republic of Ireland to also strengthen the CTA’s external border.

To ask the Secretary of State for Health, what proportion of adults in (a) Calder Valley, (b) West Yorkshire and (c) England have been diagnosed with dementia in each of the last 10 years.

    Jane Ellison

Information is not available in the format requested.

The number of people recorded on the practice dementia disease register is available in the Quality and Outcomes Framework, published by the Health and Social Care Information Centre, from 2006/07, when dementia indicators were introduced into the framework. The proportion of patients diagnosed is not available but the numbers of people on the dementia register are available. This is a measure of prevalence rather than incidence.

To ask the Secretary of State for Health, what the average amount of time taken for an autism diagnosis was in (a) Leeds, (b) Yorkshire and (c) England in each of the last three years.

    Alistair Burt

The information collected centrally about this is gathered as part of the Autism Self-Assessment Framework undertaken by Public Health England on behalf of the Department. This covers adults only and the first time this topic was included was 2013. In 2013 Leeds reported an average wait for referral to diagnostic services of 36 weeks. In 2014 Leeds reported that the average wait between referral and assessment in their autism diagnosis service was 14 weeks.

In view of the informal nature of the data collection and the incompleteness of responses, we do not routinely produce data aggregated to regional or England level.

    Anna Soubry

At the International Anti-Corruption Summit in London on 12 May, my Rt hon Friend the Prime Minister announced that we will require foreign companies that own or purchase UK properties or bid on UK Government procurement contracts to provide details of their beneficial owners to a public central register. This will be the first register of its kind in the world.

The Department for Business, Innovation and Skills will consult with experts to develop the policy throughout the year and consult formally on the detail of the policy in due course. Implementation of the new register requirements is expected to require both primary and secondary legislation, which we intend to introduce when Parliamentary time allows.

To ask the Secretary of State for Health, what assessment he has made of the (a) extent of the implementation of the Making Every Contact Count initiative by clinical commissioning groups and local authorities and (b) adequacy of training provided to staff to equip them to provide consistent self-care messages during consultations; and if he will make a statement.

    Alistair Burt

Public Health England, Health Education England (HEE) and NHS England are collaborating with local authorities and National Health Service partners to support local uptake of the Making Every Contact Count (MECC) approach building on the many examples of implementation such as from Warwickshire, Medway and Wigan. Activities to support the commissioning, development and delivery of effective local training have been undertaken.

To support MECC uptake by clinical commissioning groups (CCGs) and local authorities a provider requirement now exists within the NHS Standard Contract; and NHS England’s person-centred care Commissioning for Quality and Innovation for CCGs includes workforce skills that support the local MECC offer. The national MECC advisory group is linking with HEE’s national workforce programme and NHS England’s New Models of Care and Self-Care teams to support and equip the workforce with person centred skills to support and enable self-care and behaviour change. HEE has regional events to support MECC implementation activity across the Sustainable Transformation Plan footprints.
