    To ask the Secretary of State for Health, what steps the Government is taking to ensure local authorities can adequately fund learning disability services.

    In the national service model and Building the Right Support published in October 2015, NHS England, the Local Government Association and the Association of Directors of Adult Social Services set out how areas would be supported to deliver lasting change to people with a learning disability and/or autism who display behaviour that challenges.

    This includes service transformation – shifting money from some services, such as inpatient care, into others, such as community services.

    To support this NHS England is making available up to £30 million of transformation funding over three years, to be matched by clinical commissioning groups, and £15 million in capital funding. This funding is in addition to the £10 million which was made available to six fast track areas in 2015/16.

    The Government has supported adult social care, which includes care for those with learning disabilities, by giving local authorities access to up to £3.5 billion of new support by 2019/20. This includes the adult social care precept, allowing councils to increase council tax by 2% above the existing threshold, as well as additional social care monies to be included in the Better Care Fund.

    The EU-Ukraine Association Agreement aims to develop a closer political and economic relationship through the implementation of wide-ranging reforms, including on the rule of law. A stable and reformed Ukraine is of strategic importance to all EU Member States, including the UK.

    NHS England and the Health and Social Care Information Centre are not in a position to provide a final statement of expenditure at the present time. No data has been extracted from general practitioner practices under the care.data programme.

    However, NHS England has been clear that the evidence and groundwork from the care.data programme will be incorporated into the health and care system’s Paperless 2020 programme on technology and improving patient care, as overseen by the National Information Board, in close collaboration with the primary care community, in order to retain public confidence and drive better care for patients.

    My right hon. Friend the Secretary of State has not engaged with the Colombian government on this issue. Departmental officials have had discussions with NGOs and industry bodies regarding coal mining in Columbia but have not been made aware of evidence to support these claims. We are aware that Columbia has laws in place to prevent child labour; if there is evidence to the contrary we would encourage the Hon Member to share it with officials.

    To ask the Secretary of State for Education, with how many headteachers who would like to recruit teachers through its STEM international recruitment programme her Department is discussing that programme.

    Schools have always been able to recruit teachers from overseas. Outstanding mathematics and physics teachers are in demand across the globe, and where schools wish to recruit from overseas we want to ensure they are able to do so and from those countries whose education standards are as high as our own.

    The Department for Education is committed to ensuring that schools are able to recruit appropriately to fill their teacher vacancies. We are working to grow a strong pipeline of teachers from within the UK and have a package of measures in place to support both recruitment of trainees and retention of existing teachers.

    The Department for Education recently embarked on an additional £67 million package of measures to target recruitment of 2,500 additional specialist maths and physics teachers and up-skill 15,000 existing non specialist teachers in these subjects. The vast majority of these additional 2,500 teachers will come from within the UK, but the government recognises the valuable contribution made by overseas trained teachers particularly for certain shortage subjects. Therefore a small part of the package is focused on supporting schools to recruit internationally for qualified maths and physics teachers where necessary.

    To ask Her Majesty’s Government what representations they have made to the government of India concerning the case of six British ex-servicemen who were members of the crew of the US ship MV Seaman Guard Ohio, and who have been held in India since 2013.

    Foreign and Commonwealth Office Ministers have raised this case at the highest levels nearly thirty times since November 2013, making clear the enormous stress and difficulty the situation has caused these men and their families.

    We will continue to use every opportunity to raise this case. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), raised it most recently for the third time with Prime Minister Modi during his visit to the UK in November. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), raised the case with the Indian Minister of External Affairs at the UN General Assembly on 29 September, and Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for East Devon (Mr Swire), raised it on 24 November with Indian High Commissioner Mathai.

    We cannot interfere in the Indian legal process, but will continue to press for this case to be resolved.

    Since 2010, Hampshire County Council, Essex County Council, Leeds City Council, and Achieving for Children (a social enterprise company created by Kingston and Richmond Councils to provide their children’s services) have all provided assistance, through formal arrangements brokered by the Department for Education, to local authorities that have been judged inadequate by Ofsted. A range of support has been provided by Councils outside of those arrangements.

    The Department for Transport held a series of seven bus reform workshops, in five locations (Birmingham, London, Leeds, Manchester and Bristol) in September and October 2015. The workshops were attended by bus operators and other interested stakeholders to share their views on the Buses Bill. We have also had detailed discussions with the Confederation of Passenger Transport (CPT) and the Association of Local Bus Company Managers (ALBUM).

    To ask the Secretary of State for Health, what progress Public Health England is making on its development of a wellbeing and mental health leadership support programme.

    Public Health England (PHE) has focused on building leadership for wellbeing and mental health via its Public Mental Health programme. This has ranged from delivering high profile presentations to key national stakeholders to facilitating local support networks for public health staff working in local authorities. PHE has also supported the development of local leadership via the Local Authority Member Champions support programme. Through its partnership with the What Works Centre for Wellbeing PHE is developing leadership for wellbeing through a series of webinars and development opportunities.

    Internally, the PHE wellbeing champions programme has developed staff leadership in workplace wellbeing. Wellbeing and mental health leadership has been incorporated into the forthcoming report on Fit for the Future: a review of public health workforce.
