    We have a big issue with prisons that are out of date and not fit for purpose, which makes it more difficult for our excellent governors and officers to manage them well. We have a £1.3 billion building programme. I want new modern prisons to be built in which prisoners will get the education and work they need to succeed in outside life and to close down some of our most dilapidated and out of date prisons. HM Prison Berwyn, a modern 2,106 place prison in Wrexham will open in 2017.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Williams of Trafford on 29 September (HL1969), whether they will place in the Library of the House a list of civil society organisations funded by the Home Office under the Prevent strategy for the years 2011 to 2016.

    The Home Office works with a broad range of community groups and civil society organisations who deliver community based projects and counter narrative campaigns to safeguard against radicalisation.

    Headline statistics are reported annually through the CONTEST Annual Report. In 2015, 130 community based projects were delivered reaching over 25,300 participants and counter narrative products developed in partnership with groups generated over 15 million online viewings.

    The following 10 Trusts have exited Special Measures since it started in July 2013:

    – Basildon and Thurrock University Hospitals NHS Foundation Trust

    – Buckinghamshire Healthcare NHS Trust

    – East Lancashire Hospitals NHS Trust

    – George Eliot Hospital Trust

    – Heatherwood and Wexham Park Hospitals NHS Foundation Trust

    – Northern Lincolnshire and Goole NHS Foundation Trust

    – The Queen Elizabeth Hospital, Kings’ Lynn, NHS Foundation Trust

    – Tameside Hospital NHS Foundation Trust

    – United Lincolnshire Hospitals NHS Trust

    – Burton Hospitals NHS Foundation Trust

    Every patient rightly expects the best possible quality of care and services. We are pleased that following the hard work by staff at these trusts and significant improvement, the Care Quality Commission recommended that these trusts exit Special Measures.

    To ask the Secretary of State for Defence, what assessment he has made of the reasons for delays in the full implementation of the Armed Forces Covenant in Northern Ireland.

    Since the launch of the Armed Forces Covenant in 2011 the Ministry of Defence has worked closely with Northern Ireland Government Departments, Service charities and other groups to build on existing measures to support the Armed Forces Community. In 2013, the Select Committee on Northern Ireland Affairs reported that, less some specific areas, Covenant measures were being applied in Northern Ireland.

    I acknowledge that the Armed Forces Covenant does not enjoy the same level of awareness or appreciation in Northern Ireland as in other parts of the UK. However, I am clear that every effort is being made to implement the Covenant against the particular nuances of the Northern Irish political and legal environment. The Ministry of Defence and other parties work tirelessly to ensure good relationships help develop improved understanding of specific needs and I have been impressed by the way in which solutions to these needs are generated in a focussed and professional manner. Such provision is fully commensurate with the aims and objectives of the Covenant, whether it is branded as such or not.

    Service personnel in Northern Ireland are well-catered for under the auspices of the Covenant and are at no particular disadvantage, although more work is needed to identify the needs of those within the veterans community. This work is ongoing, well-resourced, and fully recognised as activity provided within the scope of the Armed Forces Covenant.

    The UK remains committed to a long term partnership with Afghanistan, as I communicated to President Ghani when I visited in June 2015.

    It is worth noting that Afghanistan has made significant progress over the last decade, and the UK will continue our support to protect these hard-won gains. For example, UK support has helped ensure that more than 60% of the population now live within 2 hours walking distance of public health facilities, compared to only 9% in 2002. We have committed to spend £178m million in bilateral aid per year until at least 2017, and future commitments will be determined as part of the Bilateral Aid Review, due to be published shortly.

    Our estimates of Government spending on transitional protection over the Spending Review period are: £120 million in 2018/19. The national implementation of managed migration is not planned to start before June 2018, and so transitional protection will not start until then.
