    To ask the Secretary of State for Environment, Food and Rural Affairs, whether she plans to take steps to rebalance inland water quotas for smaller locally-based fishing communities.

    The Government regularly reviews its quota allocation policy. In recent years, it has permanently realigned unused quota from Producer Organisations to the small-scale fleet and allocated the first 100 tonnes, plus 10% of any remaining uplift in quota resulting from the introduction of the Landing Obligation, to the small-scale fleet.

    These changes equate to over 1500 tonnes, or an additional £3 million worth of fish, for the small-scale fleet in 2016.

    To ask the Secretary of State for Business, Energy and Industrial Strategy, what guidance his Department has given to Ofgem on whether the new subsidy structure relating to low electrical output combined heat and power solid biomass generators should apply to those generators that are (a) funded, (b) built and (c) in-build and already in receipt of pre-accreditation certificates.

    The Government has made changes to the Renewable Heat Incentive (RHI) Scheme Regulations 2011. These amendments came into force on 1 August 2016. The regulations require Ofgem to apply the new rules to all new biomass-Combined Heat and Power plant with an accreditation date on or after 1 August 2016.

    To ask Her Majesty’s Government what assessment they have made of the number of GP surgeries that are failing to meet their obligations under regulation 15A of the National Health Service (Personal Medical Services Agreements) Regulations 2004, as amended, to establish and maintain a Patient Participation Group.

    NHS England is responsible for the assessment of general medical practices compliance with contractual requirements.

    NHS England operates an annual practice declaration to support its local teams assess contractual compliance. The annual declaration was amended this year to include key areas of enquiry in relation to the new responsibilities to establish and maintain a Patient Participation Group.

    The NHS (Personal Medical Services Agreements) Regulations contain steps which NHS England may take where a practice does not comply with the terms of the agreement. These include issuing a remedial notice and, if no action is taken as a result of this notice, a breach of contract notice which could result in NHS England withholding money, due under the agreement, or terminating the agreement.

    NHS England does not currently hold information nationally on the use of contractual sanctions. NHS England is developing its reporting systems to identify the number of breach notices issued periodically and to identify common themes associated with contractual non-compliance.

    The Government does not hold information on the value of the curry industry, the number of curry houses, trends in the number of curry houses or the number of curry chefs.

    Official statistics carry figures on the value and number of restaurants, takeaways and other food service businesses in general, but do not detail specific types of food being served. Similarly while the number of chefs and catering staff will be estimated there is no consideration of their specialisation in terms of cuisine.

    My Department takes the issue of security within courts extremely seriously. Working with our security suppliers, officials continue to analyse the data within the other category to ensure the data provided answers question 18874 and provides detail on “other weapons” as requested.

    To ask the Secretary of State for Health, pursuant to the Answer of 28 January 2016 to Questions 23930, how many responses Public Health England has received to the review of sexual health, reproductive health and HIV commissioning services since the 8 February 2016 closing date; for what reasons his Department’s consultation on sexual health, reproductive health and HIV commissioning services lasted for 3 weeks; and whether any assessment has been made of the effect of the length of the consultation period on the responses received to that review.

    Public Health England (PHE), supported by the Association of Directors of Public Health undertook a review of Sexual Health, Reproductive Health and HIV Commissioning services; the survey was first published on the 19 January 2016 and closed formally on 8 February 2016.

    To date, PHE has received 113 responses to the survey. Two of these responses were received after 8 February closing date.

    This survey does not form part of any formal consultation. The length of the survey period was chosen to fit within the timeframes for analysis and publication for the survey findings.

    Response rates were continually reviewed during the survey period. The deadline was extended and reminders sent in order to increase response rates. The last response was received on 10 February.

    No assessment has been made of the impact of the survey period length but the response rate is considered to be high.

    The RMS St Helena is owned by St Helena Line, which is itself wholly owned by the St Helena Government. Her Majesty’s Government provided £3,199,382 of support to operate the service in 2013/14; £2,272,726 in 2014/15; and £619,751in 2015/16.

    To ask the Secretary of State for Education, whether she has received an application from Tameside Metropolitan Borough Council to release the former Two Trees High School site in Denton for development.

    The Education Act 2011 requires that the Secretary of State must give consent prior to the disposal of land which has been used for any school or academy in the last eight years. A key consideration for the government is whether the land proposed for disposal could be suitable for use by a new academy or free school.

    School playing fields are also protected by Section 77 of the School Standards and Framework Act 1998. Schools and local authorities must obtain the Secretary of State’s approval before they can dispose of their land. Applications to dispose of school playing fields are first considered by the school playing fields advisory panel, who make a recommendation to the Secretary of State, before she then makes her final decision.

    At this time I am not aware of an application by Tameside Metropolitan Borough Council to seek approval to dispose of the former Two Trees Sports College, including the playing fields.

    Should an application be submitted, the Secretary of State would take into account any groups or organisations with permission to use the playing fields and what suitable alternative provision they may have been offered. Local schools, which are deficient in playing field land, should also be offered the opportunity to use the playing field before any application is presented. She will also take into account local school place needs and any academy requirement.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will provide a schedule of documents held by his Department that relate to the disappearance of Rebecca Coriam from the Disney Wonder cruise ship in March 2011 and the investigation into that disappearance.

    Consular documents show that the Foreign and Commonwealth Office provided assistance to the Coriam family at the time of their daughter’s disappearance in 2011, and provided updates on the progress of the Bahamian investigation through the Family Liaison Officer assigned by Cheshire Police. We also facilitated the handover of a copy of the Bahamian investigation report to Cheshire Police.
