Lord Hunt of Kings Heath – 2016 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government which procurement projects in which the Strategic Projects Team has been involved have been suspended pending the review of the Cambridgeshire and Peterborough Clinical Commissioning Group contract with UnitngCare LLP for older people’s and adult community services.

We are advised that NHS England is awaiting finalisation of its review of the Cambridgeshire and Peterborough Clinical Commissioning Group contract with UnitingCare LLP before considering what action might be required with regard to the Strategic Projects Team.

We understand that NHS England will not be making any commitments on any other current procurements until the review is complete and NHS England has had time to consider the findings.

Diane Abbott – 2016 Parliamentary Question to the HM Treasury

To ask Mr Chancellor of the Exchequer, what steps his Department is taking to reduce tax avoidance and tax crime in the UK’s overseas territories and Crown dependencies.

The UK initiated the Base Erosion and Profit Shifting (BEPS) project under our G8 Presidency in 2013 to stop multinational enterprises exploiting gaps and mismatches between countries’ tax rules. We were one of the first countries to adopt the recommendations from the project.

We also called on the OECD to develop a framework for Country-by-Country (CbC) reporting to tax authorities. We’ve implemented the OECD framework and have pushed to go further, with the Chancellor calling for public CbC reporting in the EU and G20. The Commission’s recent proposals are a step in the right direction, and we will give full consideration to them.

In addition, as a result of our G8 Presidency in 2013, more than 90 countries have agreed to automatically exchange taxpayer financial account information under the Common Reporting Standards, and create company beneficial ownership registers. Under pressure from the UK Government, the Crown Dependencies and Overseas Territories have signed up to these new standards.

To ask Her Majesty’s Government what steps they are taking to ensure that all employees at British airports with access to aircraft are being vetted to ensure that they do not constitute a security risk.

All employees with access to a security restricted area of an UK airport and access to aircraft undergo, as a minimum, background and criminal record checks, on recruitment and thereafter. Those undertaking aviation security duties are subject to additional security vetting. We keep our aviation security measures under constant review in light of new threat information from a wide range of sources.

To ask the Secretary of State for International Trade, what estimate his Department has made of the length of time it will take to negotiate trade agreements with the UK’s major trading partners outside of the EU when the UK leaves the EU.

My hon Friend the Prime Minister has established the Department for International Trade to promote British trade across the world and ensure the UK takes advantage of the huge opportunities open to us. The pace of trade negotiations will vary country to country. The Prime Minister has also established a Department for Exiting the European Union for overseeing negotiations to leave the EU and establishing the future relationship between the UK and EU. However, until we leave, the UK will remain a full member of the EU, with all of the rights and obligations.

The Government is working with Ofgem on a programme of work to radically overhaul the change of supplier process for gas and electricity customers and deliver reliable next day switching.

The Government’s commitment to ensuring every home in Britain is offered a smart meter by the end of 2020 will enable quicker and easier switching for all customers, including those with pre-payment meters. A number of suppliers are already offering or trialling smart pre-payment services to consumers.

To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 16 February 2016 to Question 26169, on social security benefits: disqualification, what the established safeguards are which are in place to prevent the accrual of sanctions.

The sanctions regime has a range of safeguards for claimants, including ensuring all requirements placed on claimants are reasonable, taking into account individual capability and circumstances, such as health conditions, disability and caring responsibilities.

A further safeguard exists so that sanctions at the same level do not increase in duration when the claimant accrues 2 or more within a two week period. This ensures claimants cannot accrue lengthy sanctions within a short period in between meetings with their work coach. We keep the sanctions process under constant review and use research analysis and insight to improve the clarity of all our products and policies.

Lord Alton of Liverpool – 2016 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by Lord Alton of Liverpool on 2016-03-11.

To ask Her Majesty’s Government, further to the Written Answers by Lord Prior of Brampton on 7 March (HL6225) and 8 March (HL6323), and the letter from the Chief Executive of the Human Fertilisation and Embryology Authority (HFEA) to both Lord Alton of Liverpool and the Department of Health on 7 March, whether there are any principled reasons why copies of the patient information and consent forms submitted to the HFEA by the person responsible in order to perform genome editing in human embryos by means of CRISPR-Cas9 have not yet been made publicly available; if so, what those reasons are; and if not, when they will place those documents in the Library of the House.

The Human Fertilisation and Embryology Authority (HFEA) has advised that it is has no objections to these documents being placed in the Library. While licence applications and associated documents are not routinely placed in the public domain, inspection reports relating to licence renewal applications and the minutes of the licensing Committee’s decision, which contain lay summaries, are published on the HFEA’s website.

Licence applications may contain third party personal information. On this occasion, a copy of the research licence application and associated documents is attached with third party personal information redacted.
