    To ask Her Majesty’s Government what assessment they have made of the levels of bilateral and multilateral HIV donor funding from governments of EU member states, and what more they will do to ensure that EU member states increase their HIV donor funding.

    The UK government supports UNAIDS’ call for shared responsibility and global solidarity in the fight against AIDS. We strongly believe donors should commit according to their ability to contribute. UNAIDS’ has published an assessment of donor contributions to the AIDS response compared with their share of the global economy (this is available, as part of their 2016-21 Strategy, on the UNAIDS website). We are proud to be the second largest international funder of HIV prevention, treatment and care. We encourage countries to contribute their share, including EU Member States. The UK uses fora such as the UNAIDS and Global Fund board meetings to urge them to step up and do their part for the HIV epidemic.

    To ask the Secretary of State for Health, what the cost to the public purse of EU health tourism has been in each of the last three years.

    Since its inception in 2013, the Department’s Visitor and Migrant NHS Cost Recovery Programme has been working to design and implement key improvements to ensure that those people who should pay for National Health Service care are identified and charged.

    Achievements include:

    – The launch of the European Health Insurance Card (EHIC) reporting incentive on 1 October 2014. All EHIC activity correctly reported by NHS secondary providers, so that the UK is able to make appropriate reimbursement claims from other member states, allows them to access an additional 25% funding;

    – The revision of the NHS (Charges to Overseas Visitors) Regulations which came into force on 6 April 2015, reducing the number of exemption from charge categories and realigning the Regulations to the principle that the NHS is a residency-based healthcare system; and

    – Support and engagement with NHS providers through meetings with senior trust employees and the launch of a cost recovery support team to provide bespoke assistance to trusts to improve their processes for identifying chargeable patients and recovering funds owed, including those from Europe.

    The Department is currently consulting on the extension of charging overseas visitors and migrants using the NHS in England. Part of the consultation proposes to amend the residence definition for EEA nationals, by which they qualify for free NHS treatment in England. The consultation is due to conclude on 7 March 2016.

    The Department does not hold information on the cost to the public purse of EU health tourism.

    HM Treasury has published estimates of the number of UK jobs linked to EU exports broken down by region. These are available through the GOV.UK website.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps his Department is taking to discourage the commemoration of acts of violence against Israeli civilians in the Palestinian Authority.

    We have urged the leadership of both the Palestinian and Israeli authorities to avoid doing anything to encourage violence or any steps which will make it more difficult to achieve a peaceful negotiated solution to the conflict. Our Consul General in Jerusalem regularly raises such concerns with the Palestinian leadership, including with President Abbas at their last meeting in March. We continue to support Palestinian calls to reinstate the Tripartite Committee on Incitement as the appropriate channel to deal with allegations of Palestinian or Israeli incitement.

    To ask Her Majesty’s Government whether, in carrying out its assignment in Russia on behalf of the World Anti-Doping Agency, UK Anti-Doping has at any time (1) been asked for 30 days’ notice of tests by Russian authorities; (2) disputed payments for doping control officers; or (3) faced customs delays preventing the transport of blood samples to laboratories outside Russia within the 48-hour window needed for accurate testing or at any time been unable to match the tests being undertaken by the Russian Anti-Doping Agency to Russian athletes; and if so, on which occasions those events occurred.

    UK Anti-Doping has not been asked to provide 30 days’ notice by Russian authorities. UK Anti-Doping is not involved in the contractual agreement between the Russian Anti-Doping Agency (RUSADA) and sample collection agencies. This would be a matter for RUSADA and the World Anti-Doping Agency. While UK Anti-Doping has encountered challenges due to customs delays, it does not discuss details of its testing programmes as doing so might undermine what it is trying to achieve and the processes involved.

    In my recent visit to Somalia on 2 August I met with representatives from Committee of Goodwill Ambassadors for Female Participation; a group tasked by the Federal Government of Somalia to identify mechanisms to deliver a Somalia commitment to increase women’s representation in Parliament, through the electoral process planned for October this year. I used the opportunity to emphasise UK support for the work of the Committee and the UK’s continued commitment to women and girls in Somalia.

    The Department for Business, Energy and Industrial Strategy has introduced robust Employment Tribunal enforcement processes, which can ultimately lead to a referral to a debt collection agency. A new process implemented in April 2016 allows for a penalty to be issued. The penalty is calculated as 50% of the value of the tribunal award up to a maximum of £5,000.
