    To ask the Secretary of State for Health, what steps he is taking to ensure that local authorities are properly funded to pay carers the national living wage.

    Social care continues to be a key priority for the Government. This is why, against the context of tough public sector finances; the Government has taken steps to protect social care services. The Government is giving local authorities access to up to £3.5 billion of new support for social care by 2019/20. This should mean local government has access to the funding to increase social care spending in real terms by the end of the Parliament. This will support councils to continue to focus on core services and to pay fees which reflect provider costs including the National Living Wage.

    The spending took into account a range of financial and economic factors, including projections and data on the National Living Wage from the Office of Budget Responsibility and Skills for Care.

    The National Living Wage is an important step in rewarding the valuable contribution made by care workers, who often fall into the lowest earning occupations. Out of an estimated 1.16 million workers in adult social care in England, up to 900,000 people are expected to benefit.

    Under the Care Act 2014, local authorities must have regard to fostering an effective workforce with the appropriate capabilities when shaping their local markets. The Act and its statutory guidance make clear that prices and fee rates agreed with providers must reflect these new duties, including the National Living Wage. The Department continues to monitor the whole of the market of care providers and engage with the sector to better understand the challenges they face and support local authorities who purchase services.

    Evidence derived from language analysis undertaken for immigration purposes is admissible and, in practice, is routinely presented in immigration appeals.

    To ask the Secretary of State for Business, Innovation and Skills, whether the Government has undertaken an environmental impact assessment of its policy to privatise the Green Investment Bank.

    As set out in the answer to question 22471 on 18 January, the Government is moving UK Green Investment Bank plc (GIB) into private ownership so it can continue operating in the same way it does now only funded with private capital rather than relying on taxpayers’ support. The detailed background and supporting case for this move was set out in the policy statement we published on 18 November. Decisions on the proposed sale are being taken in accordance with best practice to ensure all available options are properly examined in a detailed business case and that a robust valuation process is followed. The process does not involve preparation of an environmental impact assessment as we do not envisage any direct environmental or regulatory impacts of a majority sale of GIB, or changes to pre-existing policy goals for GIB.

    To ask the Secretary of State for the Home Department, if the Prime Minister will increase the Government’s commitment beyond 20,000 on the number of Syrian refugees it plans to offer asylum to.

    The UK has already committed to resettling 20,000 refugees from the region during this parliament through the Syrian Vulnerable Persons Resettlement scheme, and we have no plans to increase this at the present time.

    Resettlement is only one strand of our efforts in the region, and is complemented by the UK’s significant humanitarian aid programme, and our diplomatic efforts to end the conflict. We believe this approach is the best way to ensure that the UK’s help has the greatest impact for the majority of refugees who remain in the region and their host countries.

    Continuity of Education Allowance was reviewed as part of the Strategic Defence and Security Review 2010 since when improvements in governance have achieved a reduction of costs by around £30 million per annum along with an associated reduction in claimants. Work continues to further reduce the cost of the allowance.

    The Secretary of State for International Development leads on this government’s approach to implementation of the Sustainable Development Goals, with support from the Chancellor of the Duchy of Lancaster where appropriate. This will be a cross-government effort with individual Secretaries of State accountable through their single departmental plans. There will be continuous bilateral discussions with individual departments across Government. The Government also intends to produce a report in due course setting out how the UK is contributing to the Global Goals.
