    To ask the Secretary of State for Culture, Media and Sport, with reference to page 50 of the White Paper, A BBC for the future: a broadcaster of distinction, published in May 2016, if he will publish details of the public appointments process for the chair, deputy chair and non-executive members from the four nations of the UK for the new BBC unitary board.

    As a result of the proposals set out in the White Paper the BBC, for the first time, will be responsible for appointing at least half of its own board members. This approach will enhance the independence of the BBC and its Board. For the public appointments to the new Unitary Board, these will be made in line with OCPA processes. With particular reference to the appointment of the four national representatives the Government’s intention is to follow the existing protocol of involving each of the devolved administrations in the process for the relevant representative.

    The Department is exploring the provision of additional rolling stock to Southeastern, in order to lengthen services and increase capacity for passengers. This requires extensive commercial negotiations with Southeastern. We are continuing to work with Southeastern to develop the business case, and an announcement will be made in due course.

    To ask the Secretary of State for Health, what measures he plans to include in the forthcoming Order under section 60 of the Health Act 1999 to amend the legislation governing the Nursing and Midwifery Council.

    The Section 60 Order will remove statutory midwifery supervision from the Nursing and Midwifery Council’s (NMC’s) governing legislation.

    The Department is also in discussions with the NMC on what other reforms may be achieved through the Order.

    The Order will be subject to a full public consultation early next year.

    Across Government the government communications profession saved £330 million for taxpayers last year compared to 2009 to 2010 – by making its campaigns more cost effective.

    This means that this government reduced communications spending by a total of £1 billion during the last Parliament.

    To ask Her Majesty’s Government what steps they are taking to improve the treatment of prisoners with mental health conditions, and in particular to increase the number of staff available to escort them to treatment.

    NHS England’s national specifications for prison health services are improving standards of mental health services across all prisons in England. Clear commissioning models, focusing on outcomes specific to custodial settings for improving mental health, include improving the provision of support for common mental health conditions within the prison, earlier identification of prisoners who require transfer to secure hospitals and effective communication and planning with secure hospitals to enable safe transfer.

    NHS England is working closely with the National Offender Management Service to consider the demand for escorts and identify options for improvement.

    Although youth crime is down, reoffending rates are far too high and the care and supervision of young offenders in custody is not good enough.

    That is why the Justice Secretary has asked Charlie Taylor to conduct a review of youth justice. He will report back later this year with recommendations on how to improve the treatment of young people in our care.

    *The majority of void properties in Northern Ireland are awaiting demolition while 59 have been gifted to the NI Executive.

    **Void properties in Hants have been retained due to short term Ministry of Defence requirements and plans have been made to release many of these for disposal.

    ***In the Wiltshire region a number of properties remain void to accommodate Army personnel returning to the area from Germany as a result of the Army Basing Programme.
