    To ask the Minister for the Cabinet Office, whether the Government plans to introduce or pilot a system of automatic electoral registration.

    I have considered a range of proposals from local authorities and civil society organisations that could change how registration is currently delivered. The Government is committed to further modernising and improving electoral registration, building on the successful transition to Individual Electoral Registration (IER).

    We are keen to explore further possibilities in this area but are concerned there may be tension between some forms of automatic registration and the principles underpinning IER, namely individual responsibility and ownership over registering to vote.

    The Department has not approached the Chief Executive or Chair of North Middlesex University Hospital NHS Trust directly about this matter.

    NHS Improvement is responsible for overseeing hospital trusts. It offers the support that providers need to give patients consistently safe, high quality, compassionate care within local health systems that are financially sustainable.

    NHS Improvement is continuing to work alongside NHS England and the local health and care system to ensure that the Trust has the resources it needs to ensure that patients receive safe, high quality care.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his Pakistani counterpart on reports of the persecution of Christians and other minorities living in Pakistan.

    We are concerned about continuing reports of abuses against Christians and other religious minorities in Pakistan. The Government strongly condemns the persecution of all minorities, including the targeting of innocent people based on their religion or beliefs. Our concerns are reflected in the latest update to the Foreign and Commonwealth Office annual human rights report. We regularly raise our concerns about the protection of minority communities, including religious minorities, with the Pakistani Government at a senior level. In April, the previous Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Philip Hammond), raised the importance of safeguarding the rights of all minorities with Sartaj Aziz, Advisor to the Prime Minister on Foreign Affairs. It is encouraging that the Government of Pakistan has enacted legislation to protect religious minority groups. The United Kingdom continues to urge Pakistan to honour in practice its human rights obligations, including those related to religious minorities, and to uphold the rule of law.

    We recognise that the UK’s exit from the EU may have implications for the way in which current UK plant health services operate, including phytosanitary certification on imports, quarantine measures to mitigate the highest risk pests and diseases, and plant passporting.

    We are considering the implications and possible options as part of our planning for, and negotiations on, the UK’s exit.

    Continuing to deliver a risk-based, proportionate plant health regime that effectively protects the UK from plant pests and diseases, whilst maximising the free movement of goods, remains of the highest priority.

    Entitlement to UK State Pension is based on UK national insurance contributions and credits which enables pensioners, many of whom are UK nationals, to receive their state pensions abroad.

    The Department for Work and Pensions does not hold data on the nationality of State Pension claimants however;

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the number of employers in Wales that will be affected by the apprenticeship levy.

    The apprenticeship levy will apply to employers across the UK. An allowance of £15,000 means only those with a paybill exceeding £3million will have to pay it. The Government is already working with the Welsh Government and the other devolved administrations to ensure they can get their fair share of the revenue and, as far as possible, to develop a system for administering the levy which complements the skills and apprenticeship policies of each of the devolved administrations, and which works for employers wherever they are in the UK.

    When commissioning new video interview sites, a security risk assessment is undertaken and the service has to be suitably accredited. Video interviewing, using this approach, has been used successfully for customers in other locations since 2007.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the effect of the fluctuation in the market price of crude oil on the continued operation of waste oil collection services.

    The changes referred to do not amend the Environmental Permitting (England and Wales) Regulations 2010. The changes made are to the ‘Environmental Guidance On Waste Incineration’, which now clarifies that small waste oil burners used to burn waste oil must meet the requirements of Chapter IV of the Industrial Emissions Directive or switch to non-waste fuels.
