    To ask the Secretary of State for Health, what plans his Department has to review the efficacy of the 111 service in ensuring that 999 is not used in medical non-emergencies.

    NHS 111 services are commissioned by local clinical commissioning groups (CCGs) that should ensure all the services they commission are effective.

    NHS England’s monthly published data for the period April to September 2015 show that 11% of calls handled by NHS 111 resulted in dispatch of an ambulance.

    Most recent figures show that nationally 90.4% of NHS 111 users are satisfied with the service they get.

    To ask the Secretary of State for Justice, what regulations govern parental consent for the recording of interviews with lone children in cases involving Cafcass.

    There are no regulations governing parental consent for the recording of interviews with lone children in cases involving the Children and Family Court Advisory and Support Service (Cafcass). The extent of the role and responsibilities of Cafcass officers is set out in the Family Procedure Rules 2010 and Practice Direction 16a, and this refers to the duty to “make such investigations as may be necessary”. Cafcass practitioners are aware that they must consider the best interests of the child in all aspects of their casework, including dealing with a request from a parent to record an interview.

    Work capability assessments are delivered by Centre for Health Disability Assessments (CHDA is a MAXIMUS company).

    Nationally, in the quarter from January 2016 to March 2016, the number of completed assessments was 417,143 and the number of cancellations was 10,143.

    The government has confirmed that the expectation that all schools will become academies by 2020 does not include the early years.

    We know that close working between primary schools – whether they are academies or maintained schools – and nursery schools is essential to improving pupils’ transition to Reception. We would expect those excellent local relationships that already exist to continue, regardless of whether the school is an academy or not.

    To ask the Secretary of State for Energy and Climate Change, what fitness testing is carried out for Civil Nuclear Constabulary officers on active service; how many officers were tested in each of the last two years; and what the results of those tests were.

    All operationally deployed Civil Nuclear Constabulary officers are required to meet the fitness standards of their role profile and those required by the College of Policing.

    Between 15 June 2014 and 14 June 2015, 608 officers were tested and 99% achieved the required level. Between 15 June 2015 and 14 June 2016, 827 officers were tested and 98% achieved the required level.

    To ask the Secretary of State for the Home Department, what estimate she has made of the number of people to be resettled through the Vulnerable Persons Relocation programme in each of the next 12 months; and if she will make a statement.

    We intend to resettle up to 20,000 Syrians in need of protection during this Parliament. We will continue to work closely with the United Nations High Commissioner for Refugees (UNHCR) to identify appropriate cases, prioritising the most vulnerable. The numbers resettled in a particular period will depend on a range of factors including the flow of referrals from UNHCR in the field and the availability of suitable accommodation and care packages in the UK. We continue to work closely with local authorities to manage the arrival of the Syrian refugees in to the resettlement places they have pledged. We will manage the flows based on need and in support of the wellbeing of the people and communities involved, rather than rushing to meet arbitrary targets. However, we are clear that we want to help as many people as we can as quickly as possible.

    The Home Office is committed to publishing data in an orderly way as part of the regular quarterly Immigration Statistics, in line with the Code of Practice for Official Statistics. Latest statistics published on 25 August confirmed that a total of a total of 2,898 Syrians have been resettled under the scheme since it began, 2,646 of these arriving since 1 October 2015.

    To ask Her Majesty’s Government what regulatory provision the Quality Assurance Agency for Higher Education makes to ensure that private higher education providers maintain minimum admission standards for undergraduate degrees and provide value for money.

    The UK Quality Code, which the Quality Assurance Agency’s Higher Education Review (Alternative Providers) uses to assess private providers, sets out the following expectations about recruitment, selection and admission to higher education:

    “Recruitment, selection, and admission policies and procedures adhere to the principles of fair admission. They are transparent, reliable, valid, inclusive and underpinned by appropriate organisational structures and processes. They support higher education providers in the selection of students who are able to complete their programme.”

    It is a condition of designation for student support that private providers maintain successful outcomes from these QAA reviews and annual monitoring. QAA’s Concerns Scheme investigates specific concerns about the management of academic quality and standards, including recruitment, selection and admissions.

    The government recognises the importance of impartial financial guidance and that increased financial capability for consumers will lead to better outcomes for both consumers and the wider economy. Helping hard-working people achieve their aspirations at every stage of their lives is at the heart of our long term plan. That is why we launched the Public Financial Guidance consultation in October 2015 to seek input on what role the government should play in promoting financial capability, and how the public provision of free-to-client, impartial financial guidance should be structured to give consumers the information they need to make financial decisions. In addition, the government recognises the importance of giving young people the skills they need to make financial decisions, which is why financial education has been on the national secondary school curriculum in England since September 2014.
