    Oliver Dowden – 2023 Speech on the Strength of UK-Italy Relations

    The speech made by Oliver Dowden, the Deputy Prime Minister, in Italy on 14 September 2023.

    Ladies and gentlemen, at the risk of derailing what The Economist has rightly called the ‘blossoming’ relationship between the United Kingdom and Italy, perhaps you’ll permit me to say:

    Grazie di cuore.

    Thank you to the Rector, for welcoming us to this fine seat of learning.

    Thank you Mayor, for your very warm welcome to your wonderful city, which is so beloved of my fellow Brits.

    Thank you to Lord Willetts and Carlo Calenda, for your leadership of Pontignano… and for all you do to nurture the close friendship between our nations.

    And thank you – above all – to all of you for being here.

    You all believe in the importance of this relationship between the United Kingdom and Italy.

    Important, not just because of our friendship, culture and our long shared history.

    But because you are strong believers in how much more we can achieve together as modern European nations facing the same challenges:

    from supporting Ukraine in its fight for freedom

    to confronting economic and energy security challenges

    to tackling illegal migration.

    And you know that to succeed, we must address them together.

    The number of my colleagues attending this conference demonstrates that this is certainly the view of the British Government.

    (Although it would perhaps be an exaggeration to say that they took a lot of persuading to come to Siena!).

    Their presence is a testament to the United Kingdom’s determination to drive forward a new strategic partnership between London and Rome.

    Now our topic for this year’s Pontignano is ‘Adapting to technological change’.

    But before I say a few words on that, let me take a step back and look at our relationship with Italy – to take stock, as diplomats like to say.

    A turning point.

    My counterpart, Antonio Tajani, said at the start of the year that relations between the UK and Italy were ‘at a turning point.’

    And he was right.

    Look at the situation that confronts us:

    war in Europe

    threats to our energy and our food supplies

    climate change

    irregular migration, across the Mediterranean and the Channel.

    And all of it underpinned by the onward march of technology.

    Set against that backdrop, it is surely no wonder that our two countries – sharing so many interests whose strengths complement each other in so many ways – should seize this moment to work more closely together.

    And that is exactly what we are doing.

    A longstanding friendship.

    We are, of course, building on a very strong foundation.

    The ties between our peoples go back centuries – indeed all the way back to ancient Rome and through the Renaissance.

    More recently – 80 years ago, British Forces landed at Salerno, as part of their central role in the liberation of this country.

    And next year we will mark the 80th anniversary of Anzio and Monte Cassino.

    Today, the bonds between us are thriving and vibrant.

    And there is also a mutual respect and affection between our peoples – epitomised in Italians’ moving reaction to the death of our late Queen a year ago.

    And your enthusiasm at the Coronation of King Charles III earlier this year.

    Indeed our new Monarch loves Italy, as he himself told an Italian television crew in the Mall the night before he was crowned.

    So there is a rich tapestry of ties between us. And that vibrant partnership is an invaluable source of strength, as we face together the most challenging set of circumstances in many decades.

    Until recently, perhaps the defining political moment of my generation was the 9th November 1989 – the date that the Berlin Wall came down and liberty rolled across our continent.

    Now a new date is inscribed in our memories.

    The 24th February 2022 – the date Russian tanks rolled into Ukraine and its missiles rained down on Ukrainian cities.

    The events of that day, and every day since, have reminded us of some old truths.

    The need for strong defence to deter war.

    The need to stand up to aggression today, or risk greater aggression tomorrow.

    The need for friends and allies to stick together and stand up for what we believe in.

    Every day since the invasion, that is exactly what the United Kingdom and Italy have done – as G7 partners and leading members of NATO.

    Let me pay tribute to Italy’s response.

    You have been at Kyiv’s side every step of the way.

    And I am proud of the role that Britain has played and will continue to play, for as long as it takes.

    If anyone doubted Britain’s enduring commitment to European security, you have your answer, not just in our words, but in our actions.

    And as we sit here tonight, in this cradle of European civilisation, let us spare a thought for the people of Ukraine, a fellow European country, who face another night in bomb shelters or on the front line.

    Forging a new relationship between the UK and Italy – real momentum…

    It is not just on Ukraine, however, that cooperation has been galvanised between our two countries.

    There is a real determination to make this relationship between Britain and Italy count for more, to be more than the sum of its parts.

    Take a look at the last nine months:

    In December our Prime Ministers signed – with their Japanese counterpart – the Global Combat Air Programme to build a new generation of combat aircraft together.

    In February, our Defence and Trade Secretaries signed agreements forging ever closer relations.

    And then in April, our Prime Minister was delighted to welcome PM Meloni to Downing Street where they signed an ambitious Memorandum of Understanding – covering issues from national security to cultural ties.

    The agreement also covered another subject on which our countries share the same challenge: illegal migration.

    This is a challenge that is political, societal, criminal.

    Our electorates demand that we deal with it, and we must.

    We both share the same sense of urgency – and albeit at different ends of Europe, we are facing the same phenomenon:

    Large numbers of arrivals by sea.

    Unscrupulous traffickers in human lives.

    The death traps into which they place innocent  women and children.

    The tragedies in the dark waters off the Channel,  off Lampedusa or the Calabrian coast.

    So we are significantly expanding our cooperation together.

    Working together in bodies such as the G7 and the Council of Europe.

    Adapting to technological change.

    In so doing, we will, of course, be taking advantage at every opportunity of new technologies – the theme of this Pontignano.

    I am delighted that British scientists will once again be able to collaborate with those in Italy and across Europe as part of the Horizon programme.

    And, as a Minister from the country that invented the steam engine, speaking in the land of Marconi, I know how well both our countries know the revolutionary power of technology.

    And the list of technologies that have fundamentally altered the course of human history is relatively short: fire, metals, the printing press, the combustion engine, electricity, fission, the internet.

    All of these tools have been bent to achieve a step-change in the pace of human progress.

    And now I believe that we are on the cusp of another such inflection point, one that has the potential to make the pace of progress supersonic:

    Artificial Intelligence, or more specifically, the advent of artificial general intelligence, represents, at once the most exciting and the most daunting challenge of our age.

    Exciting, because there is an opportunity, as our PM has put it, for human progress that could surpass the industrial revolution in both speed and depth.

    For game-changing innovations in all aspects of our lives:

    unthinkable advances in medicine

    cures for cancer and dementia

    growing crops to feed the world…

    or solving climate change.

    But also daunting.

    Not only will AI expedite and intensify the existing threat landscape,

    in Artificial General Intelligence, humans face the potential of a technology that surpasses both the capability of our collective endeavour, and the limits of our understanding.

    We have to accept that the answer to many of our questions about the AI frontier will be ‘we don’t yet know’.

    We do not yet know what these machines might be capable of.

    What we do know is that, to date, the limits of human progress have been capped by the sum of our collective intelligence.

    By adding to that sum with AI – at potentially dizzying scales – we will redraw the bounds of what we previously thought possible.

    But, as scary – and exciting – as that is,

    it should not be a barrier to our exploration.

    But it does mean that we need a new approach to regulation.

    One that iterates to build faith in the systems that will come to underpin so many aspects of our lives.

    This approach will involve active and ongoing collaboration between Governments, Al labs and academics, amongst others.

    Many organisations outside of national Governments, in particular private companies – including those in Italy – have been pivotal to the most recent advances in AI.

    I know that many such companies are taking part in Pontignano this year.

    And these collaborations will be crucial to ensure the safe and reliable development and deployment of frontier AI throughout the world.

    The United Kingdom is acutely aware of the importance of this moment – and of the need to act swiftly and with resolve.

    Domestically, the Prime Minister has asked me to chair a Resilience sub-committee of the National Security Council, which will be taking a methodical approach to assessing the risks of AI.

    And internationally, our forthcoming AI Summit at Bletchley Park in November will aim to agree how we can collaborate on frontier AI safety:

    to agree a shared assessment of the frontier risks

    as well as share some of the best examples from around the world of how AI is being used to improve lives.

    Already, the UK has been working with industry leaders such as Google DeepMind, OpenAI and Anthropic, who will give us unprecedented access to their products and models.

    So that we can mitigate against the risks, and take advantage of the opportunities.

    The importance of their cooperation cannot be overstated.

    We need them to ensure that our frontier systems are aligned with human objectives.

    And we need them to ensure that they are deployed safely,

    Because – ultimately – we need end users to have confidence in these transformative tools.

    The Summit is an important forum to begin to address these questions.

    But it is only one of the first steps in a very long journey.

    We look forward to working with our colleagues in the Italian Government and across the world.

    Together we have a huge stake – for our countries, as for the sake of humanity.

    So my message is a simple one: it is vital that we work together to make AI safe.

    I look forward to discussing this collaboration with you at this conference.

    And to our colleagues in the Italian Government.

    Let me say that the United Kingdom sees Italy as a crucial partner in helping us to achieve this goal.

    We look forward to working very closely with you on this, and on other shared priorities, from migration to economic security to climate, as you assume the Presidency of the G7 next year.

    So, there is plenty here for this year’s Pontignano to discuss.

    This medieval city is famed – not just for its beauty – but for its enduring identity, its spirit and its character through the centuries.

    Famous too for Lorenzetti’s 14th century frescos at the Palazzo Publicco – not far from here – depicting the tenets of good government, and the consequences of bad government.

    So this is an ideal and inspiring place for such discussions – a city which has long stood for humanity’s ability to solve apparently intractable problems.

    A city which centuries ago understood the importance of developing a legal and political framework by which society can be governed in the best interests of the wider community.

    I like to think that if Ambrogio Lorenzetti were here today, he might recognise some of the dilemmas modern democracies are wrestling with as we seek the right way forward.

    A few hundred metres from here, there is the famous pavement in the Duomo – the intricate work of artisans here in Siena many centuries ago.

    At the other end of Europe, in London, there is another pavement – the famous Cosmati pavement, laid by British and Italian craftsmen in Westminster Abbey in 1268.

    One of the earliest examples of what Britons and Italians can achieve together when they put their minds to it.

    It was on precisely that pavement, watched by the entire world, that our new Sovereign was crowned in May.

    Let that be the spirit in which we embark on this Pontignano, and usher in a new chapter of British-Italian endeavour for the good of both our nations, of Europe and for the good of the world.

    Oliver Dowden – 2023 Speech at CyberUK in Belfast

    The speech made by Oliver Dowden, the Chancellor of the Duchy of Lancaster, on 18 April 2023.

    Thank you.

    I’m delighted to be here in Belfast.

    Last year’s CyberUK was held in Wales, and in the years before that, in Scotland and in England.

    So it’s great to complete the full Union set with Northern Ireland – and it’s yet more proof that we have strong cyber talent in every corner of our country.

    Now, Belfast is clearly a very popular destination right now. You had President Biden visiting last week, along with the Prime Minister.

    The Clintons yesterday.

    The Prime Minister liked it so much he’s back again this week.

    And me today – lucky you.

    But of course this city was a natural choice to hold a cyber conference: It has become a global hotspot for cyber and tech companies – including IBM Security, Microsoft and Nvidia…

    …and we’re meeting at a very interesting time for cyber in the UK.

    Interesting because we have a Prime Minister and a government that is deeply passionate about science and tech, and has put it front-and-centre of our agenda.

    Interesting because we have a thriving tech sector to match, and because government and industry are building a strong partnership including through the new National Cyber Advisory Board, which I am co-chairing again this afternoon with Sharon Barber from Lloyds.

    But it’s also an interesting time because of the world we live in today.

    The last time CyberUK was held, last May, attendees were gathering in the shadow of Russia’s unprovoked invasion of Ukraine.

    And the brutal reality is that a year on, we continue to live in a more dangerous, more volatile world – one that has far-reaching consequences for the British people.

    Now that’s partly a consequence of Russia’s aggression.

    It’s partly because of the growing economic coercion of other countries.

    And it’s also because of the way that climate change and technology continue to transform and disrupt our world.

    All of those things are putting our systems under more pressure than ever before.

    And so in Government, we are devoting a lot of time and energy on how we can improve our overall resilience of the Government in the face of those and future challenges.

    Now many of you will have seen that a few weeks ago the government published a refresh of our defence and national security strategy – the Integrated Review – setting out how we intend to fortify our national defences against the challenges both today and tomorrow.

    And it’s something the Prime Minister has asked me to lead on at the Cabinet Office – particularly when it comes to economic security and bolstering our national resilience.

    So I wanted to use this opportunity to take you through how that applies to cybersecurity;

    where I think we are as a country;

    and what the government intends to do to make sure we stay ahead of our adversaries every step of the way.

    THE CYBER THREAT

    It’s been a couple of months since the world was gripped by the progress of that Chinese balloon floating across the skies of the United States.

    Now I’m sure you will recall, that spy balloon dominated the headlines because it was a very visible symbol of America’s borders being breached by an uninvited guest.

    And yet every day, a combination of criminals, spooks, hacktivists and cyber soldiers silently and invisibly breach our digital defences – both in the UK and in the rest of the world.

    And we saw it earlier this year with Royal Mail, when a ransomware attack disrupted overseas deliveries for weeks.

    And last August when an attack on a third party supplier caused severe disruption to NHS 111.

    So what does the overall cyber threat to the UK look like today?

    Well, according to the latest assessments from the National Cyber Security Centre, the most acute state threats in cyberspace continue to come from those usual suspects – Russia, China, Iran and North Korea.

    The NCSC are also devoting a lot of their energy today to defending democracy…

    …including by tackling threats against both the Conservative Party leadership contest last year and the recent Scottish National Party leadership contest – both of which took place online.

    And there is another new front opening, as we see more and more adversaries able to buy and sell sophisticated cyber tools and spyware like Pegasus.

    These are the types of tools that we used to only see in a handful of powerful state actors, and which can cause serious damage.

    So it’s something we are taking very seriously, and to which we are responding with our international partners.

    Meanwhile, cyber crime is estimated to cost the UK billions of pounds each year.

    According to new figures published today, 32% of UK businesses and charities suffered a cyber breach or attack in the past year.

    That is a third of our businesses.

    And ransomware continues to run rampant.

    And as President Biden rightly recognised a few weeks ago, thanks to its scale and impact, ransomware is no longer just a crime.

    It is a national security threat – and our response needs to reflect the severity of that threat.

    These are attacks on our citizens, our businesses and our democracy. They are an attempt to undermine our society.

    And we are determined to stop them, with your help.

    GOVERNMENT RESPONSE

    In the UK we grasped the need for urgent action early, and we’ve been doing a lot over the past few years to strengthen our cyber defences.

    We have published the National Cyber Strategy…

    …and we have a new and effective cyber sanctions regime, which we recently used for the first time against a group of Russian cyber criminals as part of a joint campaign with the United States.

    And we are working closely with international partners to tackle the proliferation of sophisticated commercial cyber tools.

    At the same time, the government itself continues to face a range of attacks, including ransomware and espionage – and so we are constantly looking to strengthen our cyber defences.

    As part of that, today, I can announce that we are launching GovAssure, a transformational new cyber regime for the whole of government.

    GovAssure will be rolled out across Whitehall. It will be used to assess every department’s cyberhealth on an annual basis, against stringent new measures…

    …so that government can better identify the risks we face, and make sure we are protecting systems that help us run public services.

    So with each day, as the threat evolves, so does our response.

    NCSC THREAT ALERT

    But a new adversary has emerged.

    Over the last 18 months, the National Cyber Security Centre has seen the rise of several Russian-aligned groups sympathetic to Putin’s invasion of Ukraine.

    Now these are fringe state threats – the cyber equivalent of the Wagner group – and initially these groups focused their attacks on Ukraine and the surrounding region.

    But recently, they have begun to turn their attention to the UK and its allies.

    They are now seeking opportunities to compromise our Critical National Infrastructure.

    We have experienced attempted attacks in the past – but these groups operate differently.

    Instead of seeking to profit or spy on us, their primary motive is to disrupt or destroy our infrastructure.

    These adversaries are ideologically motivated, rather than financially motivated.

    Secondly, though these perpetrators are aligned to national actors, crucially, they are often not controlled by those foreign states.

    That makes them more opportunistic, and less likely to show restraint.

    Together, those factors make the current situation particularly concerning.

    And so today I can confirm that the National Cyber Security Centre is issuing an official alert to operators of our critical national infrastructure, to highlight the risk they currently face.

    That alert is now live on the NCSC’s website – along with a number of recommended actions that operators should follow right now, to increase their resilience and help defend our infrastructure against these attacks.

    Disclosing this threat is not something that we do lightly.

    This is an unprecedented warning for businesses.

    We have never publicly highlighted the threat from these kinds of groups attempting such attacks before.

    And I should stress that we do not think that they currently have the capability to cause widespread damage to our infrastructure in the UK.

    But we do believe it is necessary at this point in time, if we want companies to understand the current threat they currently face…

    … and to take action to defend themselves and the country against such attacks.

    This approach fits with that wider national security strategy.

    And last year, when we saw that Russian forces were gathering at the Ukrainian border, we declassified the information to let the world see what they were doing.

    Today with cyber threats you will increasingly see us say what we are seeing.

    We won’t allow these groups to stay in the shadows.

    We are shining a light on these threats because we need to work together to strengthen our defences. That means that businesses need to see the threats clearly, too.

    And over the last few years we have done lots of things to make it easier for businesses to secure themselves…

    …including issuing world-leading guidance…

    …offering threat assessments underpinned by intelligence…

    …and providing key services like the Early Warning system.

    But given the constantly evolving cyber threat, I believe this is the right moment to look at our cyber defences more widely – particularly when it comes to those of our businesses.

    The reality is that we in government can only do so much.

    Businesses large and small sit on the front line of our cyber defences.

    They face attacks on a daily basis – and any gap in that front line leaves us all vulnerable.

    And when we published the National Cyber Strategy just over a year ago, we said we would review the government’s ability to hold operators of critical national infrastructure to account.

    I’ve concluded now that we do need to go further.

    So today I can confirm that I will be setting specific and ambitious cyber resilience targets for all critical national infrastructure sectors to meet by 2025…

    …And that I am actively examining plans to bring all private sector businesses working in critical national infrastructure within the scope of cyber resilience regulations.

    These are the companies in charge of keeping our country running. Of keeping the lights on.

    Our shared prosperity depends on them taking their own security seriously – and that extends to their cybersecurity.

    A bricks-and-mortar business wouldn’t survive if it left the back door open to criminals every night.

    Equally in today’s digital world, businesses can’t afford to recklessly ignore cyber risks, either – to leave their digital back door open to cyber crooks and hackers.

    And while we’re doing this to combat certain risks, there is also a real opportunity for our businesses.

    We have a huge amount to gain by making the UK the safest country in the world to do business.

    Because the fact is that in today’s modern world, prosperity and economic security go hand in hand.

    You can’t have the former without the latter.

    Investors want to put their money in a safe country, in businesses that take security seriously.

    So the safer we make our defences, the safer we make our country – and the more attractive we become as a destination for entrepreneurs and investors all over the world.

    And the fact that the UK has in the last few years taken cybersecurity so seriously already makes us one of the best places in the world to invest.

    So this is my call to arms for businesses: look again at your security.

    Strengthen it wherever you can.

    The stronger your business, the stronger our economy, and the more prosperous we become together.

    And in turn, we in government will continue to do as much as we can to support the cyber industry and businesses more widely…

    …and so finally, I just want to outline how we are fulfilling our part of this partnership.

    OPPORTUNITIES

    Cyber is an industry that continues to grow in every sense.

    New figures show that it is worth more, it has more companies, and it employs more people than this time last year.

    In 2022, revenues hit over £10.5bn, the sector attracted £300 million of investment, and it added an additional 5,300 jobs in that time.

    At a time of global market uncertainty, the industry really is looking strong.

    And through our Cyber Runway programme, we’ve helped over 160 cyber security companies and startups grow and develop their businesses.

    And there is even more room for growth, given that we currently face a shortfall of around 14,000 cyber security professionals each year in the UK.

    The jobs are there. We just need to give people the skills to fill them – which is what we’re trying to do in government through things like Cyber First and Cyber Explorers.

    And indeed, I saw this with my own eyes a few weeks ago when I spent time with students at the University of South Wales’s Cyber Academy.

    I watched them at their computers, going through the cyber equivalent of football drills – practising attack and defence.

    And through academies like that, we are building the UK’s cyber talent pool for the future.

    And on Monday the Prime Minister launched a major drive to improve maths skills across the country.

    As he said in that speech, numeracy is the foundation of the modern economy…

    Today, it’s just as essential as being able to read – and it is particularly vital if we want people to be able to take up jobs in cyber, tech, and beyond.

    We also recognise that as a major employer of cyber security professionals across the UK, the government needs to do more to attract the very best talent.

    Now, like many of you, I noted the recent debate around the salary offered for a cyber role in government. Of course, people who work for Government will always be motivated by public service.

    But a cyber specialist knows they can earn five to seven times, if not more, for the same role in the private sector.

    And the government needs to break through its own glass ceiling…

    So I am also examining what more we can do to improve salaries and other parts of our offer, so that we can continue to attract the very best cyber experts into the civil service.

    These are people protecting the systems and public services that millions of people across the country rely on every day, so we should want the very best people in charge of them.

    We must be competitive to stay ahead.

    CONCLUSION

    So, we are keen to do our bit, and for the private sector in turn to do its bit.

    To defend as one, so that we can prosper as one.

    And as I have set out, the Government is clear-eyed about the challenges that we face. We need business to be clear in their determination to meet those challenges with us.

    It’s not going to be easy, and these threats won’t disappear overnight. But by working together, I believe that when we meet next year at CyberUK 2024, the UK will be more resilient and more secure.

    Oliver Dowden – 2023 Statement on Security of Government Devices and TikTok

    The statement made by Oliver Dowden, the Chancellor of the Duchy of Lancaster, in the House of Commons on 16 March 2023.

    As this week’s integrated review refresh demonstrated, the Government are strongly committed to bolstering our national security to meet the challenges of both today and tomorrow. We take the security of Government devices very seriously, and we are constantly working to ensure that those devices remain as safe and secure as possible. As part of that effort, I recently commissioned a review by our cyber-security experts to assess the risks posed by certain third-party apps on Government devices and in particular the installation and use of TikTok. I know that there has been a lot of interest in this issue in the House, so I wanted to take this opportunity to update Members.

    The review has concluded and it is clear that there could be a risk around how sensitive Government data is accessed and used by certain platforms. As many colleagues will know, social media apps collect and store huge amounts of user data, including contacts, user content and geolocation data. On Government devices, that data can be sensitive, and so today we are strengthening the security of those devices in two key respects.

    First, we are moving to a system where Government devices will only be able to access third-party apps that are on a pre-approved list. This system is already in place across many Departments, and now it will be the rule across Government. Secondly, we are also going to ban the use of TikTok on Government devices. We will do so with immediate effect. This is a precautionary move—we know that there is already limited use of TikTok across Government—but it is also good cyber hygiene.

    Given the particular risk around Government devices that may contain sensitive information, it is both prudent and proportionate to restrict the use of certain apps, particularly when it comes to apps where a large amount of data can be stored and accessed. This ban applies to Government corporate devices within ministerial and non-ministerial departments, but it will not extend to personal devices for Government employees or Ministers or the general public. That is because, as I have outlined, this is a proportionate move based on a specific risk with Government devices. However, as is always the case, we advise individuals to practise caution online and to consider each social media platform’s data policies before downloading and using it. Of course, it is the case that Ministers receive regular security briefings and advice on protecting data on their personal devices and on mitigating cyber threats.

    We will also be putting in place specific, very limited exemptions for the use of TikTok on Government devices where it is required for operational reasons. Those exemptions will only be granted by security teams on a case-by-case basis, with ministerial clearance provided as appropriate. Overall, this approach aligns with action taken by allies, including the United States, Canada and the EU.

    Our security must always come first. Today we are strengthening that security in a prudent and proportionate way, and I commend this statement to the House.

    Under the Consumer Protection Act 1987 and the General Product Safety Regulations, a business importing into the EU/EEA must have a representative within the EU/EEA who is responsible and liable for the safety of imported goods. This enables Customs and Trading Standards to check that imported laser products comply with safety standards. It is harder for them to carry out these checks where customers order goods from a company outside the EU and receive them directly through the post.

    We therefore advise customers who want to buy laser products to go to a reputable dealer with authorised representation in the European Union. If consumers are concerned about the safety of laser products on sale they should report the website or retailer to their local Trading Standards department.

    The Human Fertilisation and Embryology Authority have a statutory duty to publish information for patients and donors about fertility treatment and the clinics that it licenses. The Authority is currently reviewing the information published on its website following extensive research and is working with NHS Choices to make sure that all patients are directed to the right information at the right time.

    Individuals with fertility problems can discuss these issues with their general practitioners and ask to be referred to a fertility specialist to discuss the difficulties that they are having in conceiving and the options that are open to them.

    To ask the Secretary of State for Health, how the Government is monitoring the effects of the £1.25 billion funding for child and adolescent mental health services.

    Following the March Budget 2015 announcement of £1.25 billion additional funding for children and young people’s mental health services being available over the following five years, £143 million has been allocated for 2015-16. From this, £75 million has been allocated to clinical commissioning groups (CCGs) to work intensively with key partner agencies to transform local services through delivery of their Local Transformation Plans (LTPs) to improve children and young people’s mental health and wellbeing, and £68 million is being spent centrally on workforce and system development to support local transformation. For 2016-17, £119 million has been included in CCG baseline allocations. The profile of spending for future years has not yet been fully determined.

    The guidance for LTPs issued in August 2015, specified that plans had to be signed off by Health and Wellbeing Boards to ensure a shared ambition across all local partners, and included details of a robust bespoke assurance process for 2015-16, put in place by NHS England. This included the completion of detailed financial tracking templates, backed by a programme of regional and national support, to ensure that the additional money was spent for the purposes intended and that locally determined key performance indicators are being met. The intention from 2016-17 is to mainstream children and young people’s mental health as part of the normal NHS England planning cycle and to integrate LTPs into the new Sustainability and Transformation Plan.

    The capital limit of £16,000 applies to all Housing Benefit claimants, other than those on the guarantee element of Pension Credit.

    While it is important to encourage saving, it has been the consistent policy of successive governments that substantial amounts of capital should not be ignored altogether when deciding entitlement to benefits which are based on need.
