My Rt hon Friend the Secretary of State for Business, Innovation and Skills has not made an assessment of the impacts of introducing a tobacco licensing regime or an estimate of annual cost. Under the Government’s Better Regulation framework, where regulatory measures that impact on business are being considered, it is the responsibility of the Secretary of State of the Department introducing the measure to ensure that an assessment is undertaken. This allows decisions to be taken with a clear understanding of the likely impacts of any measure. As announced in the 2015 Autumn Statement, HM Revenue and Customs are currently consulting on whether to introduce a tobacco licensing regime and responses to this consultation should inform any assessment, including the potential effect on small retailers and convenience stores.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps the Government is planning to take to assist farmers in the (a) North West and (b) Ribble Valley constituency with transitional funding after the UK leaves the EU.

Supporting our farmers and protecting the environment will form an important part of our exit from the EU. The Secretary of State is very clear this needs to be looked at carefully and is looking forward to working with industry and the public to develop new proposals that support our agricultural industry as we leave the EU.
On the 13th August, the Chancellor of the Exchequer announced that the agricultural sector will receive the same level of funding that it would have received under Pillar 1 of the Common Agricultural Policy until the end of the Multiannual Financial Framework in 2020. Any agri-environment agreements, including those continuing beyond departure from the EU, finalised before the Autumn Statement will be fully funded, and there will be a further announcement before the Autumn Statement.

There are no plans to work with the police in order to try and pursue the debt of non-resident parents.
We have at our disposal a range of strong enforcement powers, intended to ensure all parents fulfil their financial responsibilities towards their children. We are using all of the powers available to us where it is appropriate to do so. These powers include deducting maintenance directly from earnings, sharing information about non-compliance with credit reference agencies, instructing bailiffs to collect arrears or seize goods, forcing the sale of property, commitment to prison and disqualification from driving.
