To ask the Secretary of State for Education, what assessment she has made of the effect of the outcome of the EU referendum on EU students wishing to study in UK universities.

The UK has a long established higher education system that supports, and therefore attracts, the brightest minds, at all stages of their careers. Existing rules on EU and other EEA students remain in force. Future arrangements for EU students wishing to study in the UK will need to be considered as part of wider discussions about the UK’s relationship with the EU.

To ask the Secretary of State for International Development, what discussions her officials have had with the St Helena government on an interim air service solution.

Discussions are ongoing between my officials and the St Helena Government on the prospects for an interim air service using the southern approach to the runway, where the prevailing winds require aircraft to land with a tailwind. All aircraft have performance limits for the maximum tailwind in which they can operate; technical work is underway to assess the frequencies tailwind speeds at the airport exceed these performance limits.

To ask the Secretary of State for Defence, what the reasons were for the Ministry of Defence Police failing to disclose army doctors’, chaplains’, commanding officers’ and Lt. Col. Jolleys’ own statement of his circumstances.

A Special Investigation Branch Report was served as evidence at Lt Col Jolleys’ trial and was provided to his Defence team pre-trial.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what reports his Department has received on renewed rocket fire attacks into Gaza in Israel.

We receive reports from our Embassy in Tel Aviv and our Consulate General in Jerusalem giving us regular updates on the current situation in Israel and the Occupied Palestinian Territories. These updates include reports on rockets being fired from the Gaza Strip into the sea; any rocket fire from Gaza into Israel; and any retaliatory Israeli air strikes on Gaza. According to reports, in December 2015 and January 2016 a total of three rockets were fired into Israel by Gazan militant groups.

To ask the Secretary of State for Health, what assessment he has made of the cumulative effect of tobacco control measures on small retailers over the last 10 years.

The Department assesses the impact of all proposed measures before laying legislation using standard government methodology. These assessments are set out in Impact Assessments which are scrutinised by the Regulatory Policy Committee before publication alongside the Statutory Instrument. Impact Assessments specifically look at the impacts on small and micro businesses.

The Department assesses the impact of tobacco control measures on an ongoing basis as it develops policy and considers new measures. In September 2013, the Department published An Audit of the impact of the Department of Health’s Regulations upon business. A copy of the report is attached. The Audit report covered all regulations for which the Department has responsibility believed to have a potential cost to business, including those relating to tobacco control. As advised in the report, there is a robust cost-benefit case for the tobacco control regulations considered and experience shows that initiatives to reduce smoking prevalence work best in combination, with cumulative effects over time.

To ask the Secretary of State for Health, what plans he has to support Royal Blackburn Hospital’s accident and emergency department.

The provision of accident and emergency services at the Royal Blackburn Hospital is a matter for the local National Health Service.

The Pennine Lancashire System Resilience Group is responsible for overseeing system performance and the effective delivery of urgent and emergency care locally.

We are making additional resources available to the NHS to deal with increased demand, by backing the NHS Five Year Forward View with £10 billion a year real terms additional funding by 2020-21, compared to 2014-15, and £3.8 billion real terms growth in 2016-17.

To ask the Secretary of State for International Development, what estimate the Government has made of the number of St Helena expats who are currently residing in the UK.

We understand from the latest (2011) census data provided by the Office of National Statistics, that the number of people in England and Wales, who registered as being born in St Helena, was 2,645. In Scotland the number is 59. In Northern Ireland it is 11. These numbers do not include the children of St Helenian parents

To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the number of businesses in England and Wales without insurance in 2015.

We have made no assessment on the number of business without insurance in 2015.

A survey of small and medium business enterprises (SMEs) commissioned by Defra in 2014 found that 3% of SMEs reported that they did not have commercial insurance. The survey is available on Defra’s website at the below:

To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment his Department has made of the effect on that region of recent violence in Israel and the West Bank.

We are deeply concerned by the recent violence in Israel and the Occupied Palestinian Territories. Since the start of the current violence, Ministers and officials have spoken regularly to both the Israeli government and the Palestinian Authority on the urgent need to de-escalate the tensions. We understand, and share, the deep frustration on all sides at the lack of progress on the Middle East Peace Process. The current violence underlines that a just and lasting resolution that ends the occupation and delivers peace for both Israelis and Palestinians is long overdue.

To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the potential annual cost to tobacco (a) retailers and (b) wholesalers of the introduction of a licensing regime.

My Rt hon Friend the Secretary of State for Business, Innovation and Skills has not made an assessment of the impacts of introducing a tobacco licensing regime or an estimate of annual cost. Under the Government’s Better Regulation framework, where regulatory measures that impact on business are being considered, it is the responsibility of the Secretary of State of the Department introducing the measure to ensure that an assessment is undertaken. This allows decisions to be taken with a clear understanding of the likely impacts of any measure. As announced in the 2015 Autumn Statement, HM Revenue and Customs are currently consulting on whether to introduce a tobacco licensing regime and responses to this consultation should inform any assessment, including the potential effect on small retailers and convenience stores.
