    Navendu Mishra – 2024 Speech on Foreign Affairs and Defence

    The speech made by Navendu Mishra, the Labour MP for Stockport, in the House of Commons on 18 July 2024.

    I congratulate all the hon. Members who have made their maiden speeches. I grew up in Bristol, so I wish the new hon. Member for Bristol Central (Carla Denyer) well in her parliamentary career. Her predecessor was a good friend of mine, and I wish her well as well. I also congratulate my hon. Friend the Member for Ealing Southall (Deirdre Costigan), who I know will be very successful in delivering for her constituency. Her predecessor was a very good friend of mine—I talk about him in the past tense, but I should not, because he continues to be a very good friend of mine! My hon. Friends the Members for Doncaster East and the Isle of Axholme (Lee Pitcher) and for Kensington and Bayswater (Joe Powell) also made excellent speeches. I remember making my maiden speech in 2020 and how unnerving it was, so I congratulate them all.

    There were a lot of positive announcements in the King’s Speech—in fact all the announcements in the King’s Speech are positive. I am so glad after that after my four and a half to five years on the Opposition Benches, Labour has transitioned to the Government Benches. I congratulate the Secretary of State for Defence, now that he has taken office, and I echo his remarks about serving personnel, and non-uniformed personnel, who serve Britain both within our borders and abroad. They make an enormous contribution and everyone should recognise that.

    I am grateful to the people of Stockport for re-electing me as their Labour Member of Parliament. The constituency boundaries were slightly different, with Reddish coming in and the Manor ward going into the Hazel Grove constituency. I place on record my thanks to all Labour activists, members and supporters for their commitment during the campaign and for returning me to the House of Commons.

    The topic I want to start with is housing, which continues to be the single biggest issue that people contact me about. Sadly, Stockport council is not part of the Greater Manchester spatial framework, because the Liberal Democrat councillors in Stockport aligned with the Conservatives and voted together in December 2020 against Labour’s proposal to join the framework. That means that the borough of Stockport is massively behind on housing targets. When Stockport withdrew from the Greater Manchester spatial framework, the borough needed to build 793 homes per year. In September 2022, Place North West estimated that that figure had risen to almost 1,200 homes per year. The council is on schedule to fall short of its target by 6,000 homes.

    We are in a housing emergency. I welcome the Labour Government’s commitment to building 1.5 million homes and decent, affordable housing for everyone. In my view, Stockport does not need any more developments for investors; it needs housing for families and young people so that they can get on the housing ladder and have the dignity and respect of safe housing. People are desperate for secure, safe and affordable homes. Far too many face homelessness or being placed outside Stockport, far from their families, support networks and schools. I am familiar with a case that came through my office last week. A person experiencing homelessness was offered a place to live in Birmingham, which is almost 100 miles from Stockport—that is simply not acceptable. Many private landlords in Stockport and across the UK have ensured that renting is unaffordable for many. There are bidding wars for properties. It is vital that rents are controlled and rent caps implemented. I urge the Government to go further.

    On healthcare, it is fantastic that the new Health Secretary has met the British Dental Association. NHS dentistry is in crisis. So many people in Stockport and across Greater Manchester simply cannot even register with an NHS dentist, let alone get an appointment. One of the first steps that the Health Secretary took was to meet the British Dental Association, which has a long track record of campaigning for proper funding for NHS dentistry to ensure that people can access high-quality dental care regardless of their circumstances.

    Let me mention the case of someone who contacted my office. My paperwork states:

    “A young mother was unable to find an NHS dentist when pregnant. She is distressed that she cannot access NHS dentistry for her now six-month-old daughter, for when she gets her first teeth, as she is on the waiting list for heart surgery at Alder Hey hospital. Her daughter should be checked by a dentist prior to surgery due to an increased risk of infection of the heart. Children with heart conditions need proactive dental care and many parents are simply unable to pay for private dental care.”

    NHS dentistry is in crisis. I am so pleased that the new Health Secretary and the team at the Department for Health and Social Care are making efforts to address that serious issue.

    Stepping Hill hospital serves the borough of Stockport, although it is not in my constituency but just over the border in Cheadle. I raised the state of that hospital with the former Prime Minister just a few months ago. The buildings are in desperate need of refurbishment and capital investment. Again, I thank the new Secretary of State for his Department’s announcement of funding for local hospitals, including Stepping Hill—an example of Labour in government making a real difference to people’s lives.

    I will not take up too much of the House’s time, but I wish to mention two issues quickly. On railways, I thank the Friends of Reddish South Station for meeting me on several occasions. I will campaign to restore proper rail services to Reddish South station, which has one service a week—that is simply not acceptable. I also want to see disabled access at all train stations, starting of course in my constituency. Brinnington, Heaton Chapel, Reddish North and Reddish South stations all need proper disabled access.

    We must also invest in Stockport station, which is quite old and worn out. It is a wonderful asset, offering services to London, Birmingham, Wales and across England. In 2022-23, passengers entered and exited Stockport station a total of 3.2 million times. It is vital that our regional and national rail infrastructure is protected and invested in. The station is dated, the lifts are often faulty and it is a poor experience for passengers and for the staff working there.

    The commitment to Great British Railways in the Labour party manifesto and from the new Secretary of State for Transport is welcome. Anyone who has travelled with Avanti will be familiar with the service that it offers, and everyone—employees as well as passengers—is unhappy with it. The ticket prices are too expensive, the services are unreliable, and it is just a negative experience overall. Avanti is holding back regional growth for Greater Manchester—it is holding people back from making the commute for business reasons, or to meet family or friends. Labour’s plan for a simplified and unified governance structure places passengers at the heart of the railway. The new Government will bring train operators under public ownership and control, which I welcome.

    The final point I will make is on the employment rights Bill. We have far too many employers exploiting people and paying them poverty wages; we need to make sure that people get respectable wages, so that they can bring up their family with pride and have the dignity of work. The Bill announced in the King’s Speech will address that issue, and I welcome it.

    I am grateful to the Backbench Business Committee for allocating time for this important debate. I also thank the right hon. Member for Bromsgrove (Sajid Javid) and my right hon. Friend the Member for Barking (Dame Margaret Hodge) for jointly sponsoring the application, among other MPs. As a fellow Greater Manchester MP, I was particularly pleased by the maiden speech from my hon. Friend the Member for Stretford and Urmston (Andrew Western). I am keen to associate myself with his remarks about cricket, because he and I are known to enjoy a match or two at Lancashire county cricket club, although I should declare an interest as a member of that club.

    Before I go into the main segment of my speech, I pay tribute to the Jewish Representative Council of Greater Manchester and Region, as well as the Jewish Leadership Council, and in particular Marc Levy, for all the work they do in celebrating the Jewish community in our city region and shedding light on antisemitism for the vile racism it is. There are also such organisations as the Jewish Labour Movement, which has done a lot of work within my party, and I am grateful to it. Several Members on both sides of the House have mentioned the Holocaust Memorial Day Trust, and I have noticed that many, including you, Madam Deputy Speaker, are wearing a badge from the trust. The Holocaust Educational Trust is well known for all the work it does in educational establishments across the country.

    We have come a long way since the horrors of the holocaust, but it is important to remember and reflect on the atrocities and the lives taken. I had the privilege of listening to the testimony of Ike Alterman at the Yom Hashoah commemoration at Bridgewater Hall in Manchester last year. His story of surviving in four concentration camps was remarkable. Although tragically his family did not survive, as one of the Windermere children he was able to build a life here in Britain from almost nothing.

    At a local level in my constituency, I am grateful to Councillor Dena Ryness and Stockport Council for organising the civic event in my town for Holocaust Memorial Day, where we come together to remember all those people whose lives were tragically taken from them. I will be attending the event in my constituency tomorrow.

    My constituency of Stockport is in Greater Manchester. The region has the second largest Jewish community in Britain. In Greater Manchester the Jewish community is thriving and outward-facing but, like Jewish communities in the rest of the country, it has to deal with appalling hate crimes, both in person and online. The hate has sadly persisted, and there was a report last year on the rise in crimes against the Jewish community in Greater Manchester, which was covered by local and national media and must be tackled.

    In the Online Safety Bill, work has been done to clamp down on online racial harassment and bigotry, but it is clear that social media companies and tech giants must go further and do a lot more to ensure that this issue is controlled. Bigotry is still bigotry, even if it is typed. I had the privilege of being on the Bill Committee. Lots of organisations got in touch with us. In particular, I highlight the contribution of Mr Danny Stone MBE, the chief executive of the Antisemitism Policy Trust. He was quite helpful to me and other Committee members on both sides of the House.

    I recently visited the site of Europe’s most recent genocide in Bosnia-Herzegovina, as part of the International Development Committee delegation. I heard at first hand real and growing fears that the renewed weaponisation of hate speech and polarisation will lead to even more violence. We must all reflect. It is clear that Governments across the world must do more.

    Last year the International Development Committee produced the report “From Srebrenica to a safer tomorrow: Preventing future mass atrocities around the world”. The report provides a concrete and practical road map for how Britain can show global leadership in preventing genocide and crimes against humanity. That includes establishing a national strategy on the prevention of mass atrocities and ensuring that all embassies, high commissions and diplomatic posts receive atrocity prevention training, with priority countries receiving specialist support and training and adequate resources.

    Last week I signed the book of remembrance in Westminster Hall on behalf of the people of my constituency. Like everyone in this House, my message was “never again.” In order for us to do good on our promise of never again, we must commit to more than just words.

    I declare an interest and refer the House to my entry in the Register of Members’ Financial Interests. I congratulate the hon. Member for Ynys Môn (Virginia Crosbie) on securing the debate. This is an issue that impacts hundreds of MPs, because the rail service that Avanti delivers connects us all.

    I agree with the hon. Member’s closing remarks. If we were to think of a company that symbolised rip-off rail, Avanti would be the first to come to mind. It has a habit of blaming everyone when it comes to its failure. Poor management, expensive tickets, an unreliable service and trains that are not maintained or cleaned properly are all issues. I hope to cover some of them. I will not take too much of the House’s time.

    My inbox is often full of people complaining about cancellations, uncertainty, lost business and students unable to go to their university or college because of the poor service provided by Avanti. It seems that one unifying factor around Avanti is that it is pretty much universally disliked. Whether passengers, businesses, staff members who work on its trains or those who supply the trains, everyone seems to have something to say about Avanti and it is almost always negative.

    I know the Minister on a personal level and know that he is a hard-working Member of Parliament. A couple of weeks ago, I raised with him that TransPennine Express, which is experiencing similar problems on the network, is owned by FirstGroup, which owns 70% of the Avanti franchise. The Government should hold FirstGroup to account for the failures on Avanti, which are being replicated on TransPennine Express, because this is simply not good enough. It is not acceptable. I have tabled a number of written parliamentary questions on the subject. The fact is that Avanti has damaged the economy in my constituency as well as the wider north-west region.

    In my intervention, I referred to the 175 catering roles that Avanti has axed, but there are even more problems when it comes to catering on trains. The equipment is often faulty, so passengers cannot pay with a card. Sometimes, they only take card and not cash—it depends on the train and what equipment there is.

    The trains seem to be frequently understaffed. We have heard about the issues with drivers on Avanti. Having spoken to many people who work for Avanti West Coast, the reality is that senior management are viewed as toxic by members of staff. I prefer to travel by train rather than drive to London. My experience as a customer is almost all negative.

    The debate is about west coast main line services, so I will not delve too much into ticket office closures, but my views are on record about ticket office closures and the support that those offices provide to people with mobility issues and those who might need extra help at a station. We need a wider debate next year about the value of ticket offices at railway stations.

    A lot has been said about drivers and people who work on the trains, and I want to reference the “Justice for Cleaners” campaign. Last week I was outside the Department for Transport when shop stewards from the RMT handed in a letter to the Department regarding extremely low pay, long hours and the difficult jobs that cleaners do on the railway. Avanti does not have a good reputation. Those who have travelled on its trains will have seen that often they are not clean, they seem to be unhygienic and the toilets are in a terrible state.

    During the pandemic, we all were happy to clap for cleaners and key workers, because they kept us safe and did a difficult job. Sadly, many cleaners across the world lost their lives during the pandemic because of the exposure they faced. Atalian Servest has the contract for Avanti West Coast. It is well known for low pay and long hours. A friend of mine—I would not like to name her—lives in my constituency, and I knew her son. Sadly he is not with us any more. She works as a cleaner on the railway, and I often bump into her on the journey from Westminster back to Stockport. We need to make sure that they get decent pay so that they do not have to rely on food banks. Research by the RMT shows that one in 10 railway cleaners are using food banks. One quarter of cleaners are skipping meals, and one in three are reliant on credit cards to survive. A shocking 84% of railway cleaners are struggling to make ends meet. Those figures are staggering.

    A lot is said about collective bargaining, but if we look at the staffing model for the railways, we see that cleaners often tend to be some of the lowest-paid people. Inflation is at almost 11%, thanks to economic mismanagement by the Government, and those people are often on zero-hours contracts or low pay. We need to make sure that they are on a minimum of £15 an hour and get proper sick pay, travel facilities and a decent pension. It is not much to ask for in one of the richest economies in the world that people who clean our trains are paid a decent wage.

    I noticed that earlier this week during Prime Minister’s questions, there was a question from a Conservative MP about the shocking state of the Avanti West Coast franchise. The Prime Minister said:

    “My right hon. Friend is absolutely right about the unacceptable deterioration in the quality of Avanti’s service.”—[Official Report, 30 November 2022; Vol. 723, c. 898.]

    I am glad that the Prime Minister is aware of what is faced by the millions of people who have to travel on Avanti. I know that the Minister sent a comprehensive letter to MPs this afternoon. In my view, it does not go far enough, but I am grateful to him for that correspondence.

    As I have the Minister’s attention, I highlight the fact that I wrote to the Secretary of State for Transport on 29 November with a series of questions. I have not received a response. I have tabled a written question seeking a response, so I hope he can help me get a response to that letter.

    I will finish on the point that the root cause of the failures with Avanti, but also with TransPennine Express and other rail companies, is privatisation. These firms prioritise profit extraction over public service and connectivity. Avanti has terrible customer service, and it prioritises profit extraction over fair pay for its staff and the people who work on its trains, such as cleaners. Public transport is a public service. Having good public transport links is excellent for our environment, air quality, connectivity, economic growth other such issues. We really do need better.

    This might be a rare occasion when I entirely agree with a Member on the Government Benches, but I entirely agree with the hon. Member for Ynys Môn that Avanti should not be allowed to run the franchise beyond April next year. We need to make sure that the Government do not extend the contract and that the franchise goes back into public ownership, so that it is run for people and the planet, rather than for FirstGroup shareholders to feed off. I will finish there. I could say a lot more, and I apologise for stepping out earlier—please forgive me, Madam Deputy Speaker. Once again, I thank the hon. Member for securing this debate, and I look forward to the other contributions.

    It is a pleasure to serve under your chairship, Mrs Cummins. I congratulate my hon. Friend the Member for Hornsey and Wood Green (Catherine West) on securing the debate. I declare an interest as a member of USDAW. I worked in the retail sector for many years—almost six years, actually, for the John Lewis Partnership—and I have been a member of USDAW for a long time. I want to be up-front about that.

    I am proud to represent Stockport, which has many district centres and a vibrant town centre where lots of independent shops operate. We have the iconic SK1 Records and Rare Mags in the town centre, the Funky Monkey café in Davenport, and Blue Door Flowers, where I was on Small Business Saturday. One of the issues we have—I hope the Minister will respond to this—is that the Government do not seem to have a strategy. They do not have an industrial strategy when it comes to the workforce and they do not have a strategy when it comes to saving our high street.

    Several points have been mentioned, such as access to cash. People should not have to pay a fee to access their own hard-earned cash. Linked to that point is the post offices mentioned by my hon. Friend the Member for Hornsey and Wood Green and the hon. Member for Keighley (Robbie Moore). I have a Crown post office within walking distance of my constituency office in the town centre. Before the pandemic, sadly, there was a strategy to close it and replace it with a smaller, franchised counter. That Crown post office offers an excellent service to our town—it is staffed by civil servants rather than franchise employees—which will be lost to our town centre if we lose that service.

    The trade union USDAW—the main trade union representing retail sector and distribution sector workers—has a “Save Our Shops” campaign, which it has been campaigning on for a long time. Some of the points from that campaign are: economic measures to create a more level playing field between the high street and online retailers; fair pay and job security for retail workers; a minimum wage of £12 an hour, moving up to £15 an hour; tackling zero-hours contracts and short-hours contracts; and investment in skills and training.

    The Government should really ensure that retail jobs are well paid, because a large number of people in our workforce are employed in the retail sector—as I said, I worked for almost six years in the retail sector—and retail jobs are real jobs. Retail is a key part of the economy, providing jobs and income for millions of families. We need to ensure that those people get a fair deal, especially in the light of the recent high levels of inflation because of the Government’s bad economic management.

    I want to highlight the fact that in May last year it was reported in The Guardian newspaper that in 2020 Amazon had sales income in Europe of €44 billion but paid zero corporation tax. The year before that, the Fair Tax Foundation found that Amazon was—alongside other tech giants—one of the worst companies for aggressive tax avoidance. I hope the Government will take action.

    A key stat for the north-west that I want to highlight is that PwC reported that 779 shops in the north-west of England—my constituency is in the north-west of England—have closed since the start of 2022. I appreciate that the pandemic had an impact, but according to the Centre for Retail Research high streets lost 177,000 jobs in 2020. As I mentioned, those jobs are real jobs, and we need a strategy to ensure that people are paid fairly and that those jobs exist.

    I could go on for a lot longer, but I know that other Members want to speak and that you set an informal time limit of four minutes, Mrs Cummins, so I will end on this point. We need a clear strategy from the Government when it comes to saving our high streets and saving independent businesses. We also need to ensure that online tech giants are taxed and that we do not allow them to dodge billions and billions of pounds-worth of tax.

    Thank you for calling me so early in the debate, Madam Deputy Speaker. This is a very important issue in my constituency and across England. More than 7,000 households—households, not people—are on the waiting list at Stockport Homes, which is one of the main providers of housing in my constituency, and 11 million people rent privately in England. That underlines the importance of this debate, and I am grateful to my hon. and good Friend the Member for Brighton, Kemptown (Lloyd Russell-Moyle) for securing it.

    We heard about reforms the Government were going to bring in some three years ago; unfortunately, in the three long, hard years since, we have seen very little progress. I will describe two separate cases that have recently come into my inbox. The first involves a family of three—a single mother with two teenage children, one of whom has severe autism. They were served with a section 21 notice of no-fault eviction. The mother had always paid her rent and kept the house spotless, and the family had lived in the property for 12 years. When they were served the section 21 notice, the landlord said they wanted to sell, but my constituent suspects that the landlord was seeking a higher rent in the market.

    Sadly, the family were evicted. They were rehoused in a hotel outside the borough of Stockport, which caused massive problems for the family, including the 16-year-old son with a medical condition. The three of them were accommodated in a small hotel room, and Stockport Homes has had to extend the six-week period for hotel costs because the son is unable to cope with the trauma of moving into temporary accommodation before being rehomed. Stockport Homes is also paying the storage costs, which the family will have to reimburse, increasing the pressure on the family. The mother is flexible about where the family can be rehoused; she is just desperate for a permanent home. There has been a mental impact on the entire family, but particularly on the son who has autism. It is a serious case and I wanted to highlight it in the Chamber.

    The other case is also quite tragic. I was contacted by a recently bereaved constituent who was on a protected tenancy. Her private landlord’s agent had asked for her rent to be increased from £350 a month to £800 a month. She had been living in that one-bedroom flat with her late partner for 44 years on a protected tenancy, with very little upkeep and maintenance of the property undertaken. The valuation office was approached and the formal rent valuation process was gone through. The rent for the property was determined to be £450 a month, not £800 a month as the agent was demanding. This tenant was fortunate to have protected tenancy status at a time when she was most vulnerable, after the loss of her partner of 44 years. Sadly, most people are not so fortunate. Those are two serious cases, but I could go on. My inbox is filled with similar cases of people who are desperate to get housing.

    I am grateful to several organisations, but particularly Shelter, which provided an important briefing for the debate. Research from Shelter conducted in April 2022—three years after the Government first committed to scrapping section 21 no-fault evictions—shows us that every seven minutes a private renter is served with a section 21 notice and that more than 200,000 renters have been evicted in the three years since the Government first said they would scrap no-fault evictions. These figures are staggering and very worrying. Other colleagues have mentioned Generation Rent and other organisations, including Shelter, which conduct important research and act as a lifeline for many people in that desperate situation.

    While we are debating housing, I want to mention Mrs Sheila Bailey, a local councillor in my constituency who very sadly passed away recently, and highlight early-day motion 428, which I tabled in this House to pay tribute to her work. She was a champion for housing in particular, and played an important role in creating Viaduct Housing Partnership, a local housebuilder, when she was cabinet member for that portfolio.

    I know there are several other speakers, so I will not take much more time. I want to mention the inadequacy of local housing allowance. I have raised this matter on several occasions via both oral and written questions. According to the Office for National Statistics, the median rent for a one-bedroom flat in the private rented sector in Stockport borough is £600, yet, by the Government’s own admission in answers to written parliamentary questions I have tabled, in the two broad rental market areas that fall under that local authority, 71% and 52% of households respectively have a gap between local housing allowance rates and their rent. That needs to be looked at.

    I could say a lot more; a vast amount of casework comes through my office via letters, emails and telephone calls from people desperate to find housing in my borough. Stockport, I would say, is the best place to live out of the 10 boroughs in Greater Manchester—in fact, I would say it is the best place to live in England—but that means that the housing market is very competitive. People are facing hardship as it is because of the failed economic policies of this Government, but in addition, in Stockport, we have a problem where housing is in a dire state. We must ensure that people are not left behind.

    Lastly, I must mention Stockport Tenants Union, which was set up just over two years ago and provides support to people across the borough; Jonathan Billings, who is a long-standing campaigner against homelessness and has set up a charity named EGG, or Engage Grow Go; and the Wellspring in Stockport, which has been serving the local community for decades. My hon. Friend the shadow Minister will speak later on, but I want to congratulate my hon. Friend the Member for Liverpool, Wavertree (Paula Barker), who has just been appointed to the role of shadow Minister for homelessness and rough sleeping.

    The Opposition are taking this issue very seriously. We cannot wait three more years for action, or even three more months—we must ensure that it is delivered quickly.

    Below is the text of the speech made by Navendu Mishra, the Labour MP for Stockport, in the House of Commons on 2 July 2020.

    I refer hon. Members to my entry in the Register of Members’ Financial Interests in relation to Unite the union, of which I am a member. Unite represents thousands of workers in the aviation industry and has been campaigning for Government support for the sector throughout the covid-19 pandemic. I also pay tribute to my hon. Friend the Member for Wythenshawe and Sale East (Mike Kane), who has been a tireless campaigner for workers at Manchester airport.

    Manchester airport is a core part of Greater Manchester’s economy. It employs 25,000 people directly on site and 76,000 indirectly, generating £4.5 billion for the local economy. It has links to 210 destinations—more than any other UK airport—and is an international gateway for trade and travel, acting as a major draw for investment and development in Greater Manchester, giving our region a huge competitive advantage. For example, in the past two years its direct route to China has helped to grow export values in the north by 41%, bringing with it £250 million to the visitor economy.

    The whole supply chain relies on a successful Manchester airport. Catering companies such as Newrest and hotel chains such as Hilton have been affected by the lack of footfall during lockdown and have been forced to make cuts. Furthermore, an Independent Transport Commission report revealed that 55% of the workforce in the area surrounding Manchester airport are employed by aviation businesses. As a result, Manchester airport is central to everything we do in the north-west and will be a major catalyst for kick-starting the regional economy as we emerge from the first phase of the coronavirus crisis.

    The fallout from covid-19 has been catastrophic, with passenger levels and revenue dropping to historic lows of between 1% and 4% of those seen in the same period last year. Thousands of workers face redundancy if the Government do not intervene to save the airport, its airlines and the businesses that rely on it as a key hub. More than 1,500 redundancies have been proposed to date, with well over half of them at Swissport. Widespread losses have already been reported for airlines including Virgin, Ryanair, Jet2, TUI and—just this week—easyJet, with more to follow in the coming weeks.

    Manchester Airports group, which also operates London Stansted and East Midlands airports, faces a difficult restructuring programme with 25% of its leadership and management positions being cut and the remaining 75% subject to restructuring. All of that will take place before the end of the furlough scheme, when further redundancies are almost certain to follow. While the furlough scheme has been of some help, the money is little more than a drop in the ocean, accounting for just 5% of the airport’s fixed costs.

    The situation will not simply end with a resumption in air travel. Even with an increased number of air bridges and an end to quarantine, the aviation industry has warned that it may not return to anything like normality until the second half of 2021, and even then ​the numbers are expected to be at only about 90% of pre-crisis levels. The Government must therefore consider a sectoral support package that ensures the industry has the backing and confidence it needs to recover as quickly as possible, mitigate job losses and protect skilled jobs.

    Thank you, Madam Deputy Speaker. I appreciate that as a newer Member I am practising the ways, and I will get it right. Does my hon. Friend agree that regional airports have an important role to play, not only for all the direct jobs they provide in our areas, but for the wider jobs and services they can support, such as at Luton airport? It is in my constituency and it is the fifth largest airport in the UK. It provides £20 million a year in direct dividend to Luton Borough Council, which provides jobs and services, and £10 million a year direct to the voluntary and community charitable organisations. Does he agree on the importance of that role, too?

    Absolutely, I agree. In the past few years, especially in the past decade, councils have faced a lot of cuts as a result of the austerity regime, including my local Stockport Metropolitan Borough Council and the Greater Manchester Combined Authority. They depend on income generated by the airport, and I thank my hon. Friend for raising that issue.

    If the Government do not step in, businesses will continue to collapse and tens of thousands of workers will lose their jobs. In the north-west, it is crucial that we do not see a repeat of what happened to Thomas Cook last year, which had a huge impact on the 3,000 employees who lived and worked across Greater Manchester, including those who worked at five branches across the borough of Stockport, including the one at Merseyway, in my constituency, as well as the 900 cabin crew who operated out of the airport.

    In his Budget on 17 March, the Chancellor promised a financial support package for the aviation sector. That is almost four months ago, but we are still waiting. It is completely unacceptable, given how precarious the current situation is for the industry, that we are still waiting. The Government urgently need to consider sector-specific furlough support, such as an extension to the coronavirus job retention scheme, which is scheduled to end on 31 October. Such an extension should also come with a warning that no company is allowed to accept public ​funds from the scheme and use them to cover the cost of making staff redundant. The Government must also consider prioritising loans or taking a stake in companies, and ensure that when that happens businesses that agree to such support should be prohibited from paying dividends, from undertaking share buy-back or from capital contributions, with a cap on executive pay until 12 months after the loan is fully repaid.

    Business rates make up a significant proportion of our airport’s fixed costs, at a time when the revenue is close to zero. In recognition of that, business rates relief has already been provided to airports in Scotland and Northern Ireland, and the UK Government should correct that anomaly for airports in England, too. They should also support local authorities so that they do not face further financial strain. Temporary measures should also be considered, such as a reduction in air passenger duty, which makes up a significant proportion of the cost of tickets and limits the profits that airlines can make. In addition, support is needed for the temporary funding of the Civil Aviation Authority.

    Many businesses have rightly been praised for the efforts they have made during the crisis to support and retain their workers, utilising Government loans, where needed, to retain staff on full pay or opting to furlough staff rather than lay them off. Those that have gone down the route of Government support have done so in good faith, in the hope that this will be no more than a short-term measure. The flip side is companies that take advantage of the system, using taxpayers’ money to prioritise the protection of shareholder dividends ahead of the protection of their own workers.

    One such company is British Airways, whose chief executive, Willie Walsh, was hauled before the Select Committee on Transport in May. It branded Mr Walsh’s company a “national disgrace”. Despite having a parent company, International Airlines Group, with total assets of £10.7 billion and profits last year alone of £2.6 billion, at the very first opportunity Mr Walsh furloughed 22,626 of his employees. In doing so, it was claimed that the measures were

    “to protect jobs and ensure that BA comes out the other side of this crisis in the best possible shape”.

    What is clear now, just weeks later, is that the protection of jobs was never his priority, beyond those of BA’s top executives.

    Despite the fact that IAG was in a position to retain its entire workforce on full pay for more than a year, even without Government support, Mr Walsh announced that all 42,000 of British Airways’ workforce would be made redundant, with 30,000 fired and rehired on inferior contracts, with worse pay, terms and conditions. That means that 12,000 people were made redundant. Furthermore, failure by employees to sign the paperwork that contains a clause allowing the company to temporarily lay off workers will result in instant dismissal.

    As part of its plans, British Airways’ contact centre in Didsbury, Manchester, is set to be affected, with 350 workers being faced with redundancies. That is completely unacceptable, and I urge the Minister to look at measures for holding British Airways to account, including reviewing the lucrative slot allocations that it is given as a legacy carrier, which, in the case of London Heathrow, in the constituency of my right hon. Friend the Member for Hayes and Harlington (John McDonnell), ​amounts to more than 50% of all spaces at the airport. The question must be, if BA is targeting the legacy staff, many of whom have spent decades of loyal service building BA’s brand, why should it be rewarded with legacy slots? It cannot pick and choose which legacies it keeps.

    It is also incredibly important that our efforts to tackle climate change are not lost as we revive and rebuild our aviation sector. Indeed, this can and should be an opportunity to explore new technologies further and green the economy with well-paid, unionised jobs. That means inserting clauses into the financial support that the Government provide for businesses to set out a clear programme of transitioning to more efficient and environmentally friendly operations, including cleaner fuel options. There should also be consideration of publicly financing smaller airports and air traffic control as well as specific routes within the UK aviation network to retain much-needed connectivity.

    There are many examples around the world of Governments backing the aviation sector. The US, for example, has injected $45 billion into the sector. Another good example, closer to home, is France, where Emmanuel Macron’s Government have unveiled a series of historic rescue packages, including one of almost £7 billion for Air France, which included £4 billion in bank loans guaranteed by the state and £3 billion in loans direct from the Government, all of which has helped to safeguard Air France’s 84,000 employees. As part of the rescue package, France’s Finance Minister was clear that airline bosses needed to bring forward a plan for reducing carbon dioxide emissions and transforming their fleet to be less polluting. Similar steps would be very welcome in Britain.

    Ultimately, as lockdown measures are eased, people’s health must remain a priority ahead of profits. That means that companies must be compelled to take all possible steps to ensure that appropriate action is taken, such as providing proper PPE for all staff and enforcing the Government’s social distancing guidelines. That is why, last month, the Mayor of Greater Manchester, Andy Burnham, launched a “Safely Reopening Greater Manchester” campaign, which is an initiative to ensure that the region’s economy can reopen safely from the covid-19 lockdown.

    The Greater Manchester Combined Authority, led by Mayor Burnham, is also looking at initiatives such as the regional brokering scheme, to match people at risk of being made redundant when the furlough scheme ends with parts of the economy where there are opportunities, as well as exploring initiatives such as the future jobs fund.

    In conclusion, it is time for the Government to act. All 10 local authorities in Greater Manchester have already intervened to support Manchester Airport Group, providing a combined package of more than £250 million to protect long-term investments and safeguard tens of thousands of jobs that rely on the airport as a major engine of the local economy. I urge the Minister to consider all the measures that I have set out in this speech and ensure that our aviation sector can build back better and be the economic catalyst that our country desperately needs if it is to emerge stronger from this crisis.
