    As defence ministers meet in Brussels, the Defence Secretary announced a £60 million contribution to the Comprehensive Assistance Package.

    An additional £60 million of funding from the UK to NATO’s Comprehensive Assistance Package (CAP) has been announced by the Defence Secretary, bringing the UK’s total contribution to over £80 million since February last year.

    The CAP is the way that NATO’s support to Ukraine has been organised since 2016, and the funding supports a wide range of capacity-building programmes that are focused on key areas including cyber and logistics.

    The package provides secure communications; combat rations, fuel, medical supplies; body armour; winter clothing and equipment to counter mines and chemical and biological threats. The UK and NATO allies continue to deliver on a shared and unwavering commitment to support Ukraine.

    Defence Secretary Ben Wallace said:

    The international community is working together to secure a stable Europe including our critical infrastructure, and to support Ukraine.

    This new contribution for NATO’s Ukraine fund is part of our ongoing commitment to provide Ukraine with the equipment and training it needs.

    The funding from the UK is in addition to the extensive and ongoing bilateral support that the UK is providing Ukraine, and initiatives such as the International Fund for Ukraine (IFU). Earlier this week, the UK announced two significant air defence support packages with allies and partners.

    The £60 million contribution to the CAP was announced by the Defence Secretary at a meeting of NATO Defence Ministers in Brussels. The meeting of the 31 NATO members focused on European security and stability, and Ministers agreed to establish a new Maritime Centre for the Security of Critical Undersea Infrastructure at NATO Maritime Command in the UK. This new centre is part of a long term plan for the alliance to better secure critical undersea infrastructure.

    The centre will result in better coordination between allies and with industry to share expertise, creating a NATO-wide picture of the threat and best way to tackle the challenges including best practice and innovative technologies, such as the UK’s two Multi-Role Ocean Surveillance (MROS) ships – the first of which, HMS Proteus, is due to sail shortly.

    The meeting also saw Multinational Ammunition Warehousing Initiative (MAWI) partners (Belgium, Canada, Czechia, Estonia, Finland, France, Greece, Hungary, Italy, Latvia, Lithuania, Netherlands, Norway, Poland, Romania, Slovakia, Slovenia, Sweden and the UK) welcome four new nations to the project – Bulgaria, Denmark, Germany and Luxembourg.

    MAWI is a NATO project that was established in 2021 to enable partners to explore opportunities for common stockpiling solutions, facilitate information sharing and develop minimum standards for ammunition warehouses. This will strengthen cooperation across allies in managing the storage of munitions and should result in lower costs and increase the availability of weapons.

    The project will see a network of munition storage facilities that can host munitions in support of NATO’s multinational battle groups, including the UK-led group in Estonia.

    During the NATO meeting, the Defence Secretary also reiterated the UK’s support to Sweden’s accession to the alliance, and held meetings with his counterparts from Türkiye, Canada, Greece, and Italy. He also met with Supreme Allied Commander Europe, General Cavoli, and Deputy Supreme Allied Commander Europe, General Radford.

    Before the meeting began on Thursday, the Defence Secretary and Chief of the Defence Staff, Admiral Sir Tony Radakin, attended the 13th Ukraine Defence Contact Group where the delivery of hundreds more air defence missiles was announced, following an agreement between Denmark, the Netherlands, the US and the UK.

    The international community is committed to providing ongoing support to Ukraine – including equipment and training.

    A major new fund will deliver hundreds of vital air defence missiles, the result of a partnership between Denmark, the Netherlands, the UK and the USA.

    • Announcement comes on the eve of the Defence Secretary discussing the future of NATO at a meeting of Alliance defence ministers in Brussels.

    The UK will contribute to the rapid delivery of a significant package of vital air defence equipment for Ukraine, working alongside international partners, the Defence Secretary has announced today.

    The announcement was made today by the defence ministries of Denmark, the Netherlands, the UK and the USA, during a meeting of the Ukraine Defence Contact Group (UDCG). The UDCG brings together some 50 nations providing a variety of military support to Ukraine.

    Defence Secretary Ben Wallace said:

    Working with our international partners we are able to provide vital air defence equipment, which will help Ukraine support offensive operations and protect critical national infrastructure.

    Hundreds of short and medium range air defence systems will be procured via the fund. Delivery of the equipment has already begun and is expected to be completed within weeks. The package consists largely of Soviet-era missiles, supporting the Armed Forces of Ukraine’s most pressing needs for systems to support offensive operations and protect critical national infrastructure.

    As well as attending the UDCG, the Defence Secretary will also be attending a meeting of NATO defence ministers at NATO HQ, Brussels, ahead of next month’s summit of the Alliance’s leaders in Vilnius. The Defence Secretary will reiterate the UK’s ambition for Sweden’s accession to the Alliance to be ratified ahead of the NATO Leaders’ Vilnius summit.

    Ministers will also discuss changes to NATO’s military structures, strengthening ties with defence industry, and making sure the Alliance has the resources it needs to tackle threats across all domains – laying the groundwork for the biggest transformation of NATO for decades.

    Funding for air defences is the latest UK support for Ukraine to be announced, following the recent delivery of long-range Storm Shadow missiles, and the announcement from the Prime Minister last week that the UK is donating other air defence systems and long range attack drones.

    Earlier this week, the Defence Secretary met his Joint Expeditionary Force counterparts in Amsterdam, and announced that the UK will commit a further £250 million to the International Fund for Ukraine (IFU), as well as a new package of vital air defence capabilities worth £92 million. The equipment will be procured in the coming months through the IFU to bolster Ukraine’s ability to protect its critical national infrastructure, civilian population, and front-line personnel. The package will provide radars to help protect from indiscriminate Russian strikes as well as guns and a significant amount of ammunition. Norway, the Netherlands, Denmark, Sweden, Iceland and Lithuania have all contributed to the fund.

    Other recent support for Ukraine has included the granting of Challenger 2 main battle tanks, armoured vehicles, and self-propelled guns, as well as running training programmes for Ukrainian infantry, marines, and pilots.

    Aircraft from across the Royal Navy, British Army and Royal Air Force will take part in a spectacular flypast for the King’s Birthday Parade, marking the first Birthday Flypast for His Majesty King Charles III.

    Around 70 aircraft will take to the skies above the crowds on The Mall and over Buckingham Palace watched by Their Majesties the King and Queen, alongside other members of the royal family.

    The aircraft will take off from 15 different locations across the UK before joining up across the south-east of England and flying across the capital.

    Chief of the Air Staff, Air Chief Marshal Sir Richard Knighton said:

    We are very proud to be able to showcase our capabilities to our Commander-in-Chief, on this historic occasion for His Majesty the King.

    We have planned a fitting and appropriate tribute for our monarch, that should be a true spectacle for the United Kingdom and the Commonwealth.

    The event will feature a mix of aircraft ranging from the Battle of Britain Memorial Flight dating back to the 1940s and the C-130 Hercules on its final ceremonial flight before retiring from service, to multiple Typhoon fighter jet aircraft and the Envoy IV CC1, making its flypast debut.

    At the front of the flypast will be a Juno HT1 piloted by Flight Lieutenant Tom Knapp from 60 Squadron, No.1 Flying Training School based at RAF Shawbury. The event will culminate in a spectacular show of red, white and blue from the pilots of the RAF Red Arrows.

    A similar sized flypast was planned for the King’s Coronation in May but was scaled down due to poor weather conditions. Therefore, this Birthday Flypast has been increased in size to pay tribute to the new monarch.

    Air Officer Commanding 1 Group, Air Vice-Marshal Mark Flewin said:

    It is a great honour to be part of His Majesty the King’s Birthday celebrations, where the flypast is an opportunity for us to showcase formation, precision and excellence in the air to our Commander-in-Chief on such a special occasion.

    The aircraft of the Armed Forces have a long and proud history of taking part in this occasion, with the first King’s Birthday Flypast taking place in 1913; and, most recently, formed part of Their Majesties’ Coronation in May and Her Majesty Queen Elizabeth II’s Platinum Jubilee last year.

    Many of the aircraft taking part in the flypast have been actively involved in operations around the world this year including the NATO Air Policing mission in Eastern Europe and the evacuation of British citizens from Sudan.

    The King’s Birthday Flypast follows Trooping the Colour which takes place on Horse Guards Parade in the morning. The ceremony dates back to the reign of King Charles II, and became an annual event in 1760. This year, the 1st Battalion Welsh Guards will troop their colour in the presence of His Majesty the King.

    A statement on delivering high priority air defence equipment to Ukraine.

    The Denmark, the Netherlands, and the UK defence ministries and the United States Department of Defense today announced that they are partnering together to deliver high priority air defence equipment to Ukraine, addressing its most urgent air defence requirements as Russia continues its brazen missile and drone attacks against Ukrainian cities.

    The initiative will deliver hundreds of short and medium range air defence missiles and associated systems required to protect Ukraine’s critical national infrastructure and further ensure the success of counter-offensive operations in coming months. Delivery of the equipment has already begun and should be complete within several weeks.

    The initiative was announced ahead of the June 15, 2023 meeting of the U.S.-led Ukraine Defense Contact Group (UDCG) in Brussels, Belgium. The UDCG brings together some 50 nations providing a variety of military support to Ukraine.

    The Ministry of Defence has signed a new Enterprise Agreement with Esri UK worth £46 million, helping UK Armed Forces personnel access the right information, in any situation, across any network and on any device.

    The Ministry of Defence has signed a new Enterprise Agreement with Esri UK worth £46 million, helping UK Armed Forces personnel access the right information, in any situation, across any network and on any device.

    Over the next three years, this contract – for the continuation and supply of Geographic Information Systems – will support the MOD’s digital transformation journey to achieve and maintain the information advantage, as well as to shorten decision-making cycles. It will sustain 25 jobs across the UK with plans to increase roles across multiple sites by 50% over that time.

    As the Ministry of Defence’s Strategic Geospatial Partner, Esri UK provides users across the MOD with access to its world-leading Geographic Information Systems (GIS), ArcGIS. Offering unique capabilities and deployed on most of the Department’s networks, military personnel use ArcGIS to gain greater insights by applying contextual tools to visualise and analyse their data and then collaborate via maps, apps, dashboards, and reports.

    This partnership will maintain the provision of live instant Geographic Information to British troops in remote locations around the world by providing broader and easier access to location-based technologies and services, with some of its uses including Field Operations, mapping, data science, imagery, and data collection and management.

    The technology will also enable specialist users to do high-end geospatial information (GEOINT) analysis from deployed front-line units to UK based Defence Intelligence analysts.

    Major General Richard Spencer, Director Delivery of Intelligence and Expeditionary Services in Defence Digital, said:

    I am pleased to be able to continue to work closely with our strategic partner, Esri UK. They have a key role in assisting us in our ambition to digitally transform all aspects of our business, from corporate workflows to front line operations, to help further improve and shorten our decision-making cycles.

    Our partnership with Esri UK delivers critical operational outcomes and will save £21 million over the next three years.  This agreement forms part of our strategic approach to address digital spend and leverage our scale across the defence enterprise.

    The Defence Digital organisation employs around 2,400 personnel including military, civil servants, and contractors. The organisation is responsible for making sure that effective digital and information technology (D&IT) is put into the hands of the military and business front line.

    Focused on individual and crew training, this step will mark the restarting of British Army training on the sophisticated vehicles. Conducted in Bovington and Bulford on the initial production standard of Ajax vehicles – Capability Drop 1 – this training will enable troops to learn how to operate the armoured vehicles and use the systems integrated into them.

    The training will also enable the crew to develop skills and experience with the vehicles before delivery of the later Capability Drop 3 vehicles, which will be fully deployable.

    44 vehicles at Capability Drop 1 have been delivered to the British Army, while a busy production line in South Wales manufactures the Capability Drop 3 vehicles that will provide the British Army with a battle-winning edge.

    Delivering a step-change in the surveillance and reconnaissance capability for the Army, with its suite of cutting-edge sensors, enhanced 40mm cannon, modular armour, and improved cross-country range and mobility, the programme will deliver 6 variants, totalling 589 vehicles that will allow the Army to operate in all weathers, 24 hours a day.

    Boosting the Prime Minister’s priority to grow the economy, the main Ajax contracts supports a UK-wide supply chain of more than 230 UK-based companies and more than 4,000 jobs throughout the UK, including a large number in South Wales.

    Minister for Defence Procurement, James Cartlidge, said:

    This is a significant moment for the British Army, marking a huge step forward for the Ajax Programme. The Ajax vehicles will provide a breakthrough in capability and I’m pleased to see such positive progress towards delivering a suite of battle-ready vehicles for our forces.

    Visiting Bovington Camp in the south west of England – where soldiers are currently training on the Ajax vehicles – Defence Minister James Cartlidge recently met with soldiers taking part in the Reliability Growth Trials that resumed earlier this year and instructors who were about to start training the Army.

    Through Reliability Growth Trials, AJAX, APOLLO, ATLAS and ARES variants have driven more than 6,600 kilometres through different terrains, completing a variety of representative battlefield tasks such as operating across a range of speeds, firing weapon systems, using the vehicles systems and communications and completing specialist tasks such as vehicle recoveries and repairs using the integrated crane.

    Earlier this year, the MOD also confirmed the resumption of payments to General Dynamics for the delivery of the programme. A robust firm price contract remains for the delivery of the 589 vehicles, which will ensure that General Dynamics are incentivised to deliver against agreed outcomes.

    As such, the whole programme remains within its originally approved budget level and the Department has worked collaboratively and constructively with General Dynamics to achieve this.

    The £92m air defence package is being provided through the International Fund for Ukraine, in which the UK is investing a further £250m.

    A new package of vital air defence capabilities for Ukraine was announced today at a meeting of defence ministers from the Joint Expeditionary Force (JEF).

    The equipment, worth £92 million, will be procured in the coming months through the International Fund for Ukraine (IFU) to bolster Ukraine’s ability to protect its critical national infrastructure, civilian population, and front-line personnel. The package will provide radars to help protect from indiscriminate Russian strikes as well as guns and a significant amount of ammunition.

    The announcement came as the Defence Secretary, Ben Wallace, attended a meeting of defence ministers from the ten JEF nations in Amsterdam today to discuss continued support for Ukraine and shared security interests and concerns.

    A particular focus was on aspects of protecting underwater and offshore infrastructure, with the ministers and representatives agreeing in a joint statement to deepen cooperation in this area, including through sharing of intelligence.

    Defence Secretary Ben Wallace said:

    The Joint Expeditionary Force brings together like-minded nations committed to preserving security and stability in Northern Europe, and providing ongoing support for Ukraine.

    The UK has contributed a further £250 million to the International Fund for Ukraine and, with allies and partners, through the fund we are providing a package of air defence to help Ukraine protect their critical national infrastructure and defend against indiscriminate Russian air strikes.

    The IFU uses financial contributions from international partners to procure priority military assistance for Ukraine. This will ensure the continued supply of military support – lethal and non-lethal – to Ukraine through 2023 and beyond.

    More than £520m has been raised through the IFU following contributions from the UK, Norway, Netherlands, Denmark, Sweden, Iceland and Lithuania.

    The latest UK contribution of £250m comes after the Prime Minister met President Zelenskyy in Moldova earlier this month to discuss how best to protect Ukrainian cities and critical national infrastructure from Russian strikes. It takes the total pledged so far by all contributing nations to £770m.

    The funding for air defence is the first of five expected support packages as part of the second round of IFU procurement.

    The first round of procurement resulted in hundreds of proposals from suppliers, ten of which were selected. These included a consignment of reconnaissance and strike drones, which will arrive in Ukraine this summer.

    During his visit to Amsterdam, the defence secretary also held bilateral meetings with the defence ministers from Estonia, Sweden, and the Netherlands, to discuss ongoing shared security commitments.

    The JEF is a group of like-minded nations – Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Netherlands, Norway, Sweden, United Kingdom. The nations share the same purpose, values and a common focus on security and stability in the JEF core regions of the High North, North Atlantic and Baltic Sea region.

    The JEF provides a responsive, capable, and ready military force that undertakes integrated activities at sea, on land and in the air, across northern Europe. These activities are preventative and proportionate and demonstrate solidarity, capability, and resolve to stand together for security and stability in the JEF core regions.

    Defence Secretary Ben Wallace met with ministers from Joint Expeditionary Force (JEF) partner nations in Amsterdam.

    We, the Defence Ministers of Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, the Netherlands, Norway, Sweden and the United Kingdom – members of the Joint Expeditionary Force (JEF) – met today in Amsterdam. We discussed the current situation in Ukraine and explored how the JEF can respond to, and further mitigate, the security threats to our nations, including Hybrid challenges.

    We reaffirm our steadfast commitment to support the people of Ukraine in the face of Russia’s appalling, illegal, unprovoked attack; and stand with Ukraine to support its right to be a sovereign, independent and democratic nation. The JEF Participant Nations, along with our Allies and partners, are responding decisively to provide military and humanitarian assistance, at pace, to ensure Ukraine is best able to defend itself, and will continue to do so as long as it takes.

    We reiterate our standing commitment to preserving security and stability in Northern Europe and reaffirm our strong cooperation on tackling conventional and Hybrid threats from a military perspective, primarily in the JEF Core Regions. Today we face common challenges including Russian vessels mapping critical undersea and offshore infrastructure, indicating preparations for possible disruption and, at worst, sabotage.

    Recalling the JEF Leaders’ Summit in Riga in December 2022 and the JEF Defence Ministers’ meeting at Edinburgh Castle in November 2022, we have today decided to accelerate cooperation in the JEF in order to detect, deter and respond to threats against our critical undersea and offshore infrastructure, reassure Allies and demonstrate collective commitment to the security and stability of Northern Europe; all in full alignment with NATO.

    The JEF will specifically strengthen efforts with regard to actively sharing tactical intelligence and Intelligence, Surveillance and Reconnaissance (ISR) information on possible maritime threats to ensure a common situational awareness. JEF Participant Nations will continue to cooperate closely, in conjunction with NATO, to coordinate presence and will pool and share capabilities to deter and respond to threats in the JEF Core Regions. The JEF will include aspects of protecting critical undersea and offshore infrastructure and assessed vulnerabilities in future activities. Finally, JEF countries will share best practices and seek ways to cooperate in their respective approaches to the protection of critical undersea and offshore infrastructure.

    The JEF will ensure coordination, complementarity and alignment with NATO on its ongoing work on the protection of critical undersea infrastructure. Activities within the JEF will be periodically reviewed, taking into account security developments and efforts from international partners.

    In a single 24 hour period, Royal Air Force Typhoons scrambled twice to intercept several Russian aircraft flying close to NATO airspace.

    On Thursday evening (8 June), RAF Typhoons based at Amari airbase in Estonia and Swedish Air Force Gripens were scrambled to intercept a Russian Air Force IL-20 ‘COOT’ A and Su-27 ‘FLANKER’ B flying close to NATO and Swedish airspace.

    The Russian aircraft were not complying with international norms by failing to communicate with the relevant Flight Information Regions (FIRs), however they remained in international airspace and flew in a professional manner.

    Typhoons were again scrambled on Friday morning (9 June) to intercept one AN12 ‘CUB’ and one AN72 ‘COALER’ flying south from mainland Russia towards the Kaliningrad Oblast. The RAF fighters were later re-tasked to intercept two Tupolev Tu-22M ‘BACKFIRES’ and two Su-30 SM FLANKER H, also flying south from mainland Russia over the Gulf of Finland and the Baltic Sea. The Russian aircraft were once again not complying with international norms by failing to liaise appropriately with local FIRs.

    The Typhoons were joined by F18s of the Finnish Air Force as they escorted the BACKFIRES and FLANKER through the Gulf of Finland, later handing over to Gripens of the Swedish Air Force. Portuguese and Romanian F16s, based out of Siauliai Airbase in Lithuania, were also scrambled to escort the Russian aircraft as they transited further south through the Latvian and Lithuanian FIRs.

    The Defence Secretary, Rt Hon Ben Wallace MP, said:

    These intercepts are a stark reminder that the RAF is always ready to defend our skies and those of our allies, while the coordinated action by several air forces serves as a clear demonstration of the value of our international alliances.

    A pilot involved with the scramble said:

    These intercepts highlight the speed at which we can get airborne to intercept unidentified aircraft. The Typhoon is the perfect platform to conduct these intercepts with its incredible speed, manoeuvrability, and modern onboard systems.” He added, “although there is an apparent increase in regional activity, these intercepts remain normal jogging for us and we are ready to respond to any task that may pose a threat to regional security.

    NATO is currently conducting naval activity in the Baltic Sea as part of BALTOPs and, as expected, Russian aircraft have been monitoring allied vessels throughout. The RAF’s 140 EAW are currently deployed to Amari Airbase in Estonia to undertake NATO’s Baltic Air Policing Mission.

    CO 140 EAW, Wg Cdr Maccoll said:

    This is a busy period yet these intercepts remain routine business for us. Our ability to scramble and intercept multiple Russian jets on separate occasions, within a short period of time, is testament to our resilience and flexibility.” He added, “140 EAW, NATO and our future ally, Sweden, have further showcased their ability to perform multinational intercepts in a professional and seamless manner. Our commitment to defend the region and secure the skies over the Baltics remains steadfast and we will act with speed and decisiveness to counter any potential adversary.

    The RAF will continue to conduct NATO’s Air Policing Mission in Estonia with 1 (F) Sqn Typhoons until August, when they will hand over to the Spanish Air Force.
