    We have a comprehensive package of measures under way to improve support for victims of rape, and I can tell the House that in the last year, adult rape convictions rose by 65% over the previous year.

    I thank the Secretary of State for that answer. A constituent recently raised with me concerns about registered sex offenders being able to change their names while in prison, which causes immense concern to the families and loved ones of victims. What steps are being taken to ensure that, in such cases, offenders are not able to walk away from their crimes?

    Dominic Raab

    My hon. Friend is absolutely right. I can tell and reassure him that governors are under no obligation to accept requests for a change of name. Public safety is the most important consideration. When a change of name is recognised, probation records are updated, police are notified, and victims and others affected would also be notified.

    I welcome my right hon. Friend’s answer. In particular, I welcome the opening of a new rape crisis line offering essential support to victims. Does he agree that such a service should be made available across England and Wales, and will he ensure that it is promoted across England and Wales?

    Dominic Raab

    My hon. Friend is absolutely right and I thank him for raising that. It is critical for victims of rape across the United Kingdom. The new 24/7 support line is available to victims aged 16 or over in England and Wales. There is also a steering group, working with central Government and the Welsh Government, that has oversight of the service. I think it is a great example of what the UK Government are delivering for the people of Wales.

    The independent inquiry in child sexual abuse highlighted how victims are repeatedly failed by inconsistent application of the victims code, demonstrating the desperate need for legislation. Will the Government listen to the inquiry and commission an inspection of compliance with the victims code in relation to victims and survivors of child sexual abuse? When will the victims Bill be introduced?

    I thank the hon. Lady for raising that important point. She will know that the victims Bill has gone through pre-legislative scrutiny—I am poised to respond to the Chair of the Select Committee—and it will address all the issues that she raises. I hope that it will have the full-hearted, full-throated support of those on the Opposition Benches.

    One of the better ways of supporting rape victims is to ensure that when the rapist comes up for parole, the families of victims and the victim themselves are informed that parole is being considered. In the case of Andrew Barlow—the so-called “Coronation Street rapist”, who was convicted of many rapes—that has not happened. The Parole Board is now recommending that he be released. What will the Secretary of State do to ensure that in such cases, the parole system works properly and effectively?

    The hon. Gentleman is absolutely right to raise that case. That notification should happen. I will take this up and write to him afterwards. That support for victims right through the process, including for the parole of the perpetrator of such a serious offence, is important. I also gently say that I would welcome the support of the Opposition when we introduce our parole reforms so that we have stronger ministerial oversight of the release of the most dangerous offenders. The Opposition cannot keep talking tough while not supporting the action that we are putting through this House.

    The significant rise in the number of rape convictions is extremely encouraging. As the Secretary of State will know, at the heart of that success, and indeed of support for rape victims, lies a new operating model: Operation Soteria. Can he update us on how many police forces and Crown Prosecution Service areas have now adopted that new operation, and when does he expect the 100% roll-out so that we can see that kind of rise across the whole country?

    I have to start by paying tribute to my right hon. Friend for the exceptional job that he did working on this issue in the Home Office and the Ministry of Justice. The increase in rape convictions—we are restless to go further—is in no small part due to his efforts. I believe that Operation Soteria is ready for a June national implementation, and Ministers in the Home Office and the Ministry of Justice are liaising with all the outstanding police forces to make sure they are signed up. Again, I thank him and pay tribute to him for the work he did.

    Rhianon Bragg was ambushed and held at gun point for eight hours by former partner Gareth Wyn Jones after years of physical and verbal abuse. He was imprisoned in August 2019. Rhianon and I called for his parole hearing to be held in public, but the Parole Board insisted that the perpetrators’ rights override those of the victim. In the meantime, appallingly, it turns out that Ministry of Justice staff sent a dossier containing intimate details about her, including a clinical psychologist’s letter, to her abuser in prison over 10 months ago. Does the Secretary of State consider that there should be circumstances in which a victim can appeal a Parole Board decision to hold hearings in private? Does he agree that this breach of GDPR means that it is in the public interest for decisions about Jones’s release to be held in public?

    I thank the right hon. Lady for raising that very important and sensitive case with me. I cannot talk about the details, but I will write to her with the answers to the questions she has raised. All I would say more generally is that she will know that we had the first public parole hearing recently, which is part of the increase in transparency that I have introduced across the board, but in particular for parole hearings. We also have that extra check on the release of dangerous offenders, particularly murderers, rapists, terrorist offenders and child killers. I hope it will have her full support when we come forward with legislation to apply that ministerial veto.

    The Operation Soteria report on the handling of rape cases was quietly released just before Christmas. It reports of explicit victim blaming, botched investigations and serving officers claiming sexual offences should not be a priority, and those are just a few takeaways from its 191 pages. It is a dark stain on this Government. We still have no victims Bill and no Victims’ Commissioner, so what is the Secretary of State actually achieving in post?

    I will tell the hon. Lady exactly what we are doing. We have introduced a 24/7 rape support line. We have rolled out Operation Soteria in the way that my right hon. Friend the Member for North West Hampshire (Kit Malthouse) mentioned. We have introduced section 28 pre-recorded victim evidence across all Crown courts in England and Wales. It is precisely because we are driving forward Operation Soteria and dealing with some of the challenges in the past, particularly between police and prosecutors, that we have seen a step change. What she does not refer to is the increase since 2019, with an almost doubling of the number of police cases referred to the CPS. She does not refer to the increase by two thirds in the number of adult rape cases charged by the CPS since 2019. She does not refer to the near doubling of the number of adult rape Crown court receipts. We are restless to go forward, but she should not downgrade the efforts we are making, because that can only deter more victims from coming forward, and I do not think that is what she wants.

    I thank my predecessor, my hon. Friend the Member for Glasgow North East (Anne McLaughlin), for her fantastic work in this role, and in particular on the defence of human rights. On that theme, the former Victims’ Commissioner, Dame Vera Baird, recently highlighted the dangers of the Lord Chancellor’s so-called Bill of Rights, arguing that it would harm women,

    “affect victims of violence against women and girls and their ability to drive the police to do better”

    and

    “absolutely shatter any positive impact from the victims’ bill”.

    Will he now listen to victims and their representatives and abandon his plans, which undermine them?

    That critique is total and utter nonsense. There is not a shred of substance to it. The Bill of Rights will actually help victims of crime, not least by enabling us to deport more foreign national offenders. I look forward to bringing the victims Bill forward and having support from all Members on the Opposition Benches.

    That answer completely misunderstands how important convention case law has been in helping to protect victims of violence against women and girls. Even worse, in various December appearances, neither the Secretary of State nor the Prime Minister could bring themselves to rule out complete withdrawal from the European convention altogether, which would be a disaster for victims. Is this a reflection of the political weakness at the heart of Government that his ex-colleague Claire Perry O’Neill alluded to in her article yesterday, or will he come to the Dispatch Box now and categorically rule out the appalling idea of withdrawal from the convention?

    The hon. Gentleman will know that our plans for a Bill of Rights retain membership of the European convention, but we have said that withdrawal is not off the table forever and a day for the future, and that remains the Government’s position.

    There are currently no plans to further extend or replace Help to Buy, but all options to increase home ownership are kept under review. Our other schemes, including shared ownership, the mortgage guarantee scheme and First Homes, which have been trialled in my hon. Friend’s constituency, continue to support first-time buyers.

    The Help to Buy scheme has been an invaluable way of getting on the housing ladder for so many people. I was recently visited by a constituent—a young nurse—who was desperate to use the scheme but worried that it runs out in March. Will the Minister give us an update? Will we be able to keep this invaluable scheme?

    We do not currently have plans to do so, but we will keep that under review. Since 2010, more than 819,000 households have been helped to purchase a home through Government-backed schemes. That includes how we cut stamp duty land tax, and extended the mortgage guarantee for a further year to maintain the availability of mortgages to buyers with only a 5% deposit.

    First-time home ownership is a pipe dream for most people in my constituency, where more people rent privately than own their homes and more people rent social housing than those combined, with more than 13,000 people on a pruned-back social housing waiting list. What will the Minister and her Department do to help councils build the right housing—affordable housing—in boroughs such as Hackney so that people can get their foot into any secure housing, whether rented or owned?

    The hon. Member raises a very important point about how we help people to buy homes and get on the housing ladder. We have an £11.5 billion fund to help build affordable homes. She also mentions social housing. Since 1980, through the right to buy scheme, 2 million social housing tenants now own their own home, and we continue to develop schemes to secure people’s home ownership.

    The tribute made by Mark Fletcher, the Conservative MP for Bolsover, in the House of Commons on 10 September 2022.

    It is with some humility that I speak today on behalf of people and communities across the Bolsover constituency. I place on record our thanks to Her late Majesty for all that she did for our nation, and our sincerest condolences to the royal family, who are very much in our thoughts and prayers.

    The words:

    “Grief is the price we pay for love”

    have been often quoted over the past two days and, boy, did we love her. We saw how much we loved her in the platinum jubilee celebrations earlier this year. That was the greatest weekend of my life; it was the greatest honour to tour the constituency. I grew up with a father who told me stories about playing with his band at the 1977 silver jubilee celebrations. Although his rockstar status has gone and he is now a financial adviser, those stories have stayed with me. I saw the unity that Her Majesty could bring. In a deeply cynical world, where we are encouraged to find differences with each other, that weekend managed to bring us together; perhaps it will be the final time the nation felt so together.

    Thursday was a day that few of us will forget, and we will all know where we were at that moment. Many of us gathered in Strangers downstairs. Members of all parties and House staff were there, and we waited with tremendous anticipation and sadness. We were all very emotional; even some of the journalists who were present seemed to have emotions. As the news was broadcast on the television, there were tears everywhere. The image that stays with me is of the Doorkeepers and their tear-stained eyes. Many of them represented our country and Her Majesty in our armed forces, and I saw the sadness reflected in them. I thank the House staff for all they have done to ensure we are able to sit today, and for everything that is going on at this moment. It is incredibly important to remember what they have done.

    That moment will live with us for the rest of time. It has been suggested that one or two hon. Members may have made similar points or repeated what has already been said, but if we were to see a word cloud of what has been spoken about today, perhaps the most important word would be “duty”. We in this House are public servants, and the first official thing we do is to swear an oath to the sovereign. We are servants of the people we represent in our constituency, but we pale in comparison with the duty that Her Majesty provided to this land. Her duty helped to unify us, to humble us, to remind us of greater times when things were difficult, and to encourage us. Her Majesty will never be replaced in our hearts, but in a way, she will live on forever. God save the King.

    In respect of what the hon. Member for Swansea West (Geraint Davies) said about democracy, one would think that in the current circumstances we would be incredibly careful. We cherish our democracy in this country. Our institutions are strong. Democracy, freedom and the rule of law run through the core of this country, and hearing him observe so flippantly that democracy is under attack, or, earlier, hearing the hon. Member for Paisley and Renfrewshire South (Mhairi Black) suggest that we are descending into something close to fascism—only seconds after saying that words matter—is extremely frustrating.

    I am afraid the hon. Lady did not give way to me, so I am going to return the favour.

    The Queen’s Speech set out some of the things that we have needed to do for a long time for the purpose of economic growth. I am thinking particularly of the Levelling-up and Regeneration Bill, which offers several solutions for Bolsover, Derbyshire, and the east midlands in general. That part of the country has struggled since its former industry, coalmining, has diminished. What we have needed for a long time is a new economic settlement. Behind the figures relating to our local economy we see a great many low-skilled and low-wage jobs, and we are not reaching the potential that we have as a region. According to one of the most indicative statistics, the investment going into the east midlands, whether private or public, is much lower than the investment going into other regions.

    One option that the Levelling-up and Regeneration Bill presents us with is a devolution settlement. Over the last two years in this Parliament, I have been lucky enough to be Parliamentary Private Secretary to the Secretary of State for Business, Energy and Industrial Strategy, and I have had insights into how various colleagues engage with Ministers here. One of the most striking things has been that regional Mayors work. They work as a way in which the private sector and the Government can engage with a particular area and help to bring investment, jobs, skills and education to it.

    Unfortunately, the east midlands is fighting with one hand tied behind its back when it comes to competing with London, Manchester, the west midlands, South Yorkshire and Teesside. It is undoubtedly true that the Mayors of those areas are having a huge impact; they are becoming household names across the country. Anyone who wants to invest in the east midlands will have to speak to at least one county council, at least one district council and almost certainly the local enterprise partnership, which becomes cumbersome. Anyone who wants to invest in the west midlands can ring Andy Street’s office, and that is a much easier process. Andy Street can then pick up the phone and talk to whoever he needs to talk to. Within this Queen’s Speech and this Bill, we can find various ways for powers to descend to our regions, and that will empower us to create more economic growth locally.

    Another thing that I am pleased to see in the Queen’s Speech, again in the Levelling-up and Regeneration Bill, relates to planning. For too long, there has been frustration that when housing comes to Bolsover, either it is through a salami-slicing approach of adding five or six houses to a village or it is a huge new estate that does not get the investment in the public services that need to come with it, such as a GP surgery or local school. We have a problem in that demand for those public services has gone up. The outline for the planning reforms is very strong, and if we are looking at levelling up an area such as Bolsover, we need to improve education and skills levels. We need to be able to bring skilled jobs to the area; we need affordable, quality housing; and we need to be able to bring in infrastructure that is fit for the 21st century.

    There is an admirable line on public transport, which is that the Government would like to get the rest of the country’s transport connectivity much closer to the standard of London’s. I do not expect Bolsover to get an underground system any time soon, but I suggest to the Transport Secretary that we would accept just a few new bus routes that actually work and that run beyond 7 o’clock in the evening. I admire the emphasis on ensuring that we have public transport, because the groups most impacted by a lack of it are the elderly, students and younger people, and those on low incomes. It is hard to generate economic growth without good public transport.

    I am looking forward tremendously to the Schools Bill, because there are many positive things in it, but one of my great frustrations is that we have no post-16 education in Bolsover. That requires everybody to travel out, but our bus services are not fit for purpose.

    I will end on this, Madam Deputy Speaker, because unlike some others, I will stick to six minutes. I very much welcome the conversion therapy Bill. The Government will know that I think it needs to go further, and I hope that that will happen. A number of colleagues have fought incredibly hard to ensure that this issue remains on the agenda, and I doff my cap to them because this is incredibly important and something that we should put an end to in the 21st century.

    I thank Mr Speaker for granting this Adjournment debate. It is an honour to lead a debate on the future of British wrestling. Much to the disappointment of several of the Doorkeepers and the Whip on duty, but to the relief of the Deputy Serjeant Arms, who is sanitising at the moment, there will be no practical demonstrations during the debate. It follows a report released by the all-party parliamentary group on wrestling less than a month ago. I must say that I am tremendously sad to be doing the debate without my tag-team partner, my friend the hon. Member for Pontypridd (Alex Davies-Jones), who is unfortunately detained with her other duties. I hope that I can do her justice in my remarks.

    I think that, with some exceptions, I am the first MP to be addressing professional wrestling in the House—at least in a significant way—for some eight decades. That is slightly surprising, given that wrestling is perhaps the only industry that can rival politics for bravado, faux indignation and partisan crowds. However, wrestling may have the edge on physiques and fake tans, where only an episode of “TOWIE” may rival it.

    This is an opportunity for me to marry my duty as a Member of Parliament and my joy as a wrestling fan. My love of professional wrestling started when, as a very young man, I got a DVD, and it had the Undertaker on it. He captured my imagination. Then I got a VHS of the 1992 Royal Rumble, with the amazing commentary of Bobby “The Brain” Heenan and Ric Flair’s historic victory. In that same year, some 80,000 people went to Wembley stadium for that year’s SummerSlam in which the British Bulldog won the Intercontinental championship. Around that time, my dad and my step-mum took me to a wrestling show at Adwick leisure centre in Doncaster, which was an amazing occasion for me, I was hooked.

    A few years ago, I spent the day after my birthday—it was a birthday present—at Wembley arena for a progress show among 5,000 wrestling fans, seeing some of the very best wrestlers in the world in our capital. Many of them were British. Nowadays, to switch off from the day job, I often go home and watch a New Japan show or an All Elite Wrestling show. Wrestling is booming. The work of the all-party parliamentary group on wrestling has unleashed several closet wrestling fans. Among MPs, many of the staff of the House and indeed many journalists we find many closeted wrestling fans.

    As Jim Smallman wrote in his book about British wrestling, modern wrestling has its origins in the carnival. In the 1800s, travelling carnivals went around attracting the public, often using wrestling. Indeed, to give some political crossover, I am told that Abraham Lincoln was renowned for his wrestling prowess. Although it was originally a sport, it became predetermined in its outcome largely because—some Members could learn from this—actual fighting is quite dull. The crowds preferred a prolonged and entertaining contest.

    I congratulate the hon. Gentleman, who I spoke to beforehand. My three boys were all keen on wrestling and used to try to imitate the wrestling shows that he referred to. I am afraid that their dad was not quite as keen. Does the hon. Gentleman share my disappointment that World Wrestling Entertainment, the one major wrestling body in the UK, did not engage in the tremendous piece of work carried out by the APPG and him in particular? I commend that work. Does he agree that it is not too late for engagement and that the aim of the report to provide a safe, enjoyable and successful sport is more than worthy of their time, as it was for my young boys when they were small?

    I thank the hon. Gentleman for his contribution. This is my second Adjournment debate and I am delighted that on both occasions I have been intervened on by him. I absolutely share his sentiments, because the WWE is the most well-known name in global wrestling. It has a UK base, which I was just about to talk about, a UK performance centre and a UK brand. The WWE shares many of the requirements we have identified in our report and it is an important stakeholder in the future of the industry. There are some issues to address relating to WWE working practices, but that is part of the wider engagement we need to have as an industry.

    Let me return to where I was. I was about to say, and I am sure this will pique your interest, Mr Speaker, that for many people in this country wrestling is synonymous with “World of Sport” and the likes of Big Daddy and Giant Haystacks on a Saturday afternoon—I have been amazed at how many people have made reference to that. But those fans may have missed some of the developments, to which I have just alluded, in recent years, including a thriving British independent wrestling scene that has developed some of the best talents in the world. Indeed, in the month the all-party group released its report, a British wrestler became the New Japan IWGP champion, a British wrestler was in the opening match at Wrestlemania for the WWE title, a show headlined by two brilliant female wrestlers, which is an incredibly important part of the report and what we examined, and the British Bulldog was honoured, following his death, by being inducted into the WWE hall of fame.

    Wrestling is a wonderful bubble. We can escape the real world and see the contest of people in front of us as purely good or bad, a luxury we are rarely afforded in real life. It is escapism, and a brilliant art form. Unfortunately, that bubble that the industry operates in has been burst somewhat, and that is the focus of my following remarks. Last year, two separate forces happened to British wrestling that will have a profound and long-lasting impact. The first was, of course, covid-19 and the inability to put on shows. The second was the SpeakingOut movement, whereby many in the industry spoke of allegations of abuses of power, including sexual abuse. We started the all-party group inquiry in September 2020, and I do not think any of us involved realised what an undertaking it would be. We struggled to pull together simple facts and statistics. We discovered a largely unregulated industry operating outside the rules that most businesses operate in. In our numerous evidence sessions and written evidence, we found an industry in which leadership, unity and collaboration were sorely lacking. We put to many of these individuals and organisations incredibly difficult allegations, and in turn we heard of some extremely harrowing experiences. But we also heard of the brilliant things that British wrestling does, from fundraising for charities to turning people’s lives around. I am thinking, in particular, of Aspire Wrestling in Derby, which is working with young kids and giving them transformational skills. As well as entertaining hundreds of thousands of people, wrestling does an awful lot of good.

    The report that we produced was a labour of love, an unprecedented pulling together of the background of the industry, alongside the modern challenges that it faces. I wish to place on record, on behalf of the hon. Member for Pontypridd and myself, our thanks to the hon. Members for Gower (Tonia Antoniazzi), for Newport West (Ruth Jones) and for Aberdeen North (Kirsty Blackman), and my hon. Friend the Member for Peterborough (Paul Bristow). In addition, I wish to mention the brilliant Danny Stone, the wonderful Robert Rams and Freddie Cook, who is a staffer in the office of the hon. Member for Pontypridd and who somehow managed to keep us all on track. I thank all those who submitted evidence and came to the oral evidence sessions.

    We found, on the whole, two major issues. One is a culture within British wrestling that has become toxic and requires tremendous improvement, and the second is a total lack of governance. In my remaining time, I would like to cover some of our key conclusions and ask the Minister—who has been incredibly helpful in his engagement over the last few months, along with his officials—to give the Government’s response on some of these issues.

    Wrestling falls between two different worlds. Is it an art, or is it a sport? We think we have answered that question, and we have separated it out in the report. Our idea is that those who are training to be wrestlers and are in wrestling schools are undertaking a sporting exercise—those foundations are largely physical and require teaching, so that is the sporting aspect. When someone attends a wrestling show, they are watching a performance. We think that that is a helpful distinction, because it gives a clear pathway for the different aspects of the industry to move forward. Has the Minister considered our recommendation that schools be considered sporting and shows be considered theatrical? Does he agree that this is the first step to unlocking the industry’s potential? Will he write, as we recommended, to Sport England and Arts Council England and work with devolved counterparts to do the same, so that we can get things moving?

    With regard to wrestling schools, there is a particularly serious issue, because we are often talking about children and minors. Those who go to wrestling schools are often not of an age at which they are fully aware of their surroundings, and they are not in adulthood yet. As I outlined, we have recommended that we separate them out from promotions. There are issues around whether those who teach wrestling are in positions of trust—an issue that we have discussed when considering legislation in the House. They are certainly in positions of power, but we need to know whether they are in positions of trust legally, for the purposes of child sexual offences.

    With regard to health and safety, we found an industry that is sorely lacking. We found everything from unfit rings in which people operate to basic first aid requirements lacking. Some of our wrestlers are being let down, and in turn, our fans are being let down. I would like to thank Dr David Bevan for his expert input into the report and praise www.wrestlingsafely.co.uk, which outlines an excellent way forward. Will the Minister raise with ministerial colleagues the recommendation that rings produced in the UK and used here be required to have a designated standard adopted by the British Standards Institution?

    The report also references the online safety Bill. Can the Minister outline the Government’s plans for pre-legislative scrutiny? In the absence of any standard, will he encourage promoters to read and follow the recommendations on health and safety, specifically with regard to concussion protocols, in the APPG’s report? Unfortunately, wrestling is a long way behind other sports in which people suffer from concussions—particularly rugby—and there is a serious need to make progress, so that some wrestlers are not left in a terrible state in later life. Will the Minister raise with Home Office colleagues the recommendation on strengthened licensing requirements for the temporary event notice scheme and work with the devolved Administrations on equal standards across the regions?

    We spoke to many wrestling promoters during our inquiry. Unfortunately we did not speak to all of them, but it was not for lack of trying. We encourage any wrestling promoters who feel that they did not get to have their say to come forward and have a discussion, because they will be central to the future of the wrestling industry. There is a clear requirement to make sure that they are brought on board and understand the rationale behind what we set out in the report.

    Specific problems arise from the current situation in regard to Brexit and the ability of talents to come into this country for wrestling shows, so will the Minister raise with colleagues at the Foreign, Commonwealth and Development Office and the Department for International Trade the points in the report about ensuring a point of contact for UK talent overseas? Will he raise the point about visiting talent with the Home Office?

    I alluded to the SpeakingOut movement earlier, and I thank everybody who gave testimony in regard to that. It was the inspiration for the passion of the hon. Member for Pontypridd (Alex Davies-Jones) to get involved in the APPG. Undoubtedly it was a low mark in British wrestling’s history. We have tried to give a voice to those who may have felt that they have not had one in this House before. We hope that we did justice to those victims in a meaningful way. The toxic culture around wrestling will have to end if it is to rise again. In our report, we highlighted a pledge that we hope promotions will abide by. Does the Minister have any comments on that pledge?

    Finally, in regard to governance, one of the strange things about writing this report was the discovery that we knew so little about British wrestling’s history or the modern context. The Minister will almost certainly say that one of the difficulties he has in engaging with British wrestling is that there is no governing body. There is nobody to put forward the industry’s arguments at a Government level. Indeed, there is nobody to disseminate advice back down through the pyramid. There was a clear consensus that a governing body is needed to help bring about some of the things and to help professionalise the industry and put it on a sustainable footing.

    The APPG is not well placed to bring in a governing body. We can be part of that conversation, but all that we can do is make recommendations. I very much hope that the industry saw the arguments that we set out in our report, because there are so many ways in which wrestling organisations are treated poorly because they are not properly represented, whether that is to do with venue hiring rules, Arts Council grants, obtaining visas or getting insurance.

    The economies of scale from co-operation through a governing body would pay back tenfold what it would cost to these groups and promotions, but it would also give legitimacy to the industry and help raise the standards that performers and fans need to see. Does the Minister agree with the argument that industries with governing bodies have been better placed to weather the covid storm that we have seen over the past few months? Does he have any additional comments about our recommendations on a governing body?

    In conclusion, in our report, we said that we wanted to begin a conversation. That conversation has to take in many stakeholders, from fans and those in the industry through to those in government, but it has to be industry-led. As two Back Benchers, the hon. Member for Pontypridd and I are not in a position to take that forward, but we hope that this report has started the conversation, and this Adjournment debate is part of that. I fear that British wrestling will bury its head in the sand again. Unfortunately, wrestling usually makes the front page on two occasions: one is when we have a nostalgic moment when somebody who used to be famous has passed away, and the second is when there is a tragedy, and I think of something like Chris Benoit and the actions he took—and that is not something I want to happen. I am desperate to try to help British wrestling overcome those barriers and become better.

    It does not have to be this way. It is an industry with hundreds of thousands of fans. It has some of the most creative minds around. It can be better, but British wrestling needs to respect itself if others are to respect it, too. The industry needs to rise together, to work together and to be better.

    Mark Fletcher – 2020 Speech on the Immigration Bill

    Below is the text of the speech made by Mark Fletcher, the Conservative MP for Bolsover, in the House of Commons on 18 May 2020.

    I rise to warmly welcome the Bill, which ends free movement, eliminates the unfairness between EU and non-EU migration, paves the way for a points-based immigration system and, most importantly, delivers on our pledge at last year’s election.

    I need no convincing that immigration is and has been a good thing for Britain. As my right hon. Friend the Home Secretary said, it is woven into our nation’s fabric, and we need to continue to attract the brightest and the best around the world. Uncontrolled immigration, however, has placed a great strain on many communities. We simply abandoned any expectation along the way of those who came here to integrate, to speak English and to commit to working and living by the same rules as everyone else. As Tony Blair relaxed the rules, the Labour party simply forgot about working-class communities across the country. It did not listen as those communities struggled for jobs, experienced the difficulties of getting school places and doctor’s appointments, and lived with the consequences of divided communities, which were left to suffer in silence and, should they speak out, risked the wrath of the north London chattering classes who, for the third time in a row, are once again running the Labour party.

    Today, the Government are proposing to right those wrongs, and are proposing a pathway to a fair immigration system. What do we hear from the Opposition? We heard the hon. Member for Leeds East (Richard Burgon) talk once again about austerity cuts. We heard a disingenuous blurring of the lines between those who are here already and those who may come here in future. We heard from the hon. Member for Torfaen (Nick Thomas-Symonds) that now is not the time, without any indication of when the time might be for a policy such as this. He spoke about lessons learned and the need for the Government to learn lessons, but the Opposition seem to have learned no lessons at all. A lot has been written about how Labour voters abandoned the party in the general election, but the truth is that the Labour party abandoned those voters and those communities many years ago. It is the Conservative one-nation Government who are righting those wrongs and standing up for those communities. I commend the Bill, and I welcome the Home Secretary’s leadership on this matter.

    Below is the text of the speech made by Mark Fletcher, the Conservative MP for Bolsover, in the House of Commons on 28 April 2020.

    I start by paying tribute to the maiden speech of my hon. Friend the Member for Hyndburn (Sara Britcliffe). She is a friend, a formidable colleague and today she is a history-maker. I thought she gave a wonderful speech.

    I strongly welcome this Bill and I add my words of tribute to those from Members from all parts of the House for those who have helped get us to this stage. It is, regrettably, a timely Bill. Many Members have touched on the current situation, and I echo the comments made by my hon. Friend the Member for Derbyshire Dales (Miss Dines) about the importance of Members of Parliament speaking to their local police force and ensuring that we are dealing with the issue on the ground, as it happens. Her comments were well placed, and I join our weekly calls with Derbyshire police to make sure that they are taking the issue as seriously as we are.

    The symbolism of the Bill and the importance of that symbolism was beautifully summarised by my hon. Friend the Member for Newbury (Laura Farris) in a fantastic speech. It is incredibly important that we hear male voices adding their support for the Bill, because this is not a women’s issue, but a societal issue, and it is vital that male voices make themselves heard, saying, “This must not go on.” The Bill is a wonderful starting point. There have been many suggestions for what should be added to make it stronger, but the symbolism of it is this House at its finest.​
    My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) made a wonderful speech earlier and stole almost all the suggestions that I was going to make. As he got there first, all I will say is that I strongly support what he said about the impact on children.

    Very sadly, I grew up in a household where we encountered incidents of domestic violence. Let me say that it casts a lifelong shadow on those children who are affected. Behind closed doors, many things go on. There are many secrets. Those doors do not have to be those of people who are lower class, middle class or upper class; they do not have to be of members of one socioeconomic group or one minority characteristic or another. Those doors do not discriminate. There are secrets behind them.

    I echo the comments of my right hon. Friend the Member for Romsey and Southampton North (Caroline Nokes), who touched on the impact of domestic abuse in the LGBT community. That is an incredibly important consideration.

    Unfortunately, I had a step-dad who reigned with physical terror. I regret that I remember the difficulties we had when he became violent, when he decided, one day, to come home and beat my mum to a point where she needed strong support, and when he came upstairs and blamed me—an 11-year-old kid—and used words that I would not repeat in Parliament ever. Those are things that shape you. Those are things that, unfortunately, you can never forget.

    I do not remember particularly well the period afterwards of economic manipulation in which he took, or tried to take, control of the family’s money, but I do remember the visit of the psychiatric nurse to help my mum. I remember her shame—her shame—for nothing that she had done, her shame at not being able to tell the authorities, when she denied it to the police and when I was lying to my school. I remember that shame. That is something that nobody should have to go through. If there is anything that we should take away from this Bill, and this fantastic session of Parliament today in which we have heard so many brilliant contributions, it is a very simple message: this must end.
