To ask the Secretary of State for Communities and Local Government, when he plans to consult on the proposals to reform attendance allowance that were referred to in the consultation on the provisional Local Government Finance Settlement 2016-17 and an offer to councils for future years, published in December 2015; whether that consultation will include an assessment of the potential effects of those proposals on older people; and if he will make a statement.

In December, the Secretary of State for Communities and Local Government announced that the Government will be consulting on giving councils in England “more responsibility to support older people with care needs – including people who, under the current system, would be supported through Attendance Allowance”. We want to explore if there is a better way to provide support for older people with care needs through local integration and we intend to launch a consultation on this in due course. Any change would not affect those already receiving Attendance Allowance. The consultation will be an open process that will give everybody a voice in determining the nature of any reform and will inform the decision about whether and how to proceed with any reform.

To ask the Secretary of State for Defence, pursuant to the answer of 14 December 2015 to Question 18992, on military bases: religious buildings, what recent steps his Department has taken to fully implement Parliament’s sanction of same-sex marriages.

The Marriage (Same Sex Couples) Act 2013 reflects the Government’s commitment that no religious organisation or representative will be forced to conduct or participate in same sex marriages.

Recognising the established position of the Sending Churches which does not allow for the conduct of same-sex marriages within military chapels, I have recently directed that a pilot project is implemented to explore registering Ministry of Defence sites for civil marriages and partnerships; this includes same-sex unions. The timing of the project is being finalised but I anticipate that it will start shortly and run for a number of months

To ask the Secretary of State for Environment, Food and Rural Affairs, pursuant to her oral contribution of 18 October 2016, Official Report, 301WH, whether she plans for the UK’s participation in Natura 2000 to continue; and if she will make a statement.

The Government is currently considering the impacts of leaving the EU, including future arrangements for existing legislation. This will include future arrangements for the Natura 2000 suite of sites.

To ask the Secretary of State for Defence, what student satisfaction surveys are conducted after training at (a) MOD Grantown-on-Spey, (b) MOD Llanwrst, (c) MOD Fairbourne and (d) MOD Crickhowell; what the average satisfaction rate is; and if he will make a statement.

Student surveys at Joint School for Adventurous Training Instructors (JSATI) Llanrwst, Force Development Training Centre (FDTC) Crickhowell, Fairbourne and Grantown-on-Spey are conducted at the end of each training course. The information is analysed against training objectives and used for continuous improvement purposes. Students are not requested to provide an overall rating for satisfaction.

I refer the hon. Member to the answer of 7 December to Question 18571 where the operating costs for each centre from the past four financial years was provided. It is not possible to provide costs per training event as, due to the variation in course length, delivery is measured on the total number of training weeks delivered, which was also provided in that response.

Member is regarded under paragraph 3.1.2 of JSP441 Defence Records Management Policy and Procedures as a person entitled (a) to access records which provide evidence of the activities that took place, (b) establish what happened and (c) understand why decisions were taken in relation to numbers of attendees on training courses, costs maintenance improvement and development costs, building of storage facilities, travel and accommodation costs in relation to (i) MOD Grantown-on-Spey, (ii) MOD Llanrwst, (iii) MOD Fairbourne and (iv) MOD Crickhowell; and if he will make a statement.

There is no general entitlement to access to Ministry of Defence (MOD) records for Honourable Members, other than through the relevant legislation. In respect of records related to the MOD units at Grantown-on-Spey, Llanrwst, Fairbourne and Crickhowell, I refer the hon. To ask the Secretary of State for Defence, what provision his Department has made for facilitating the in-flight refuelling of P-8As; and if he will make a statement.

The P-8A Poseidon is capable of operating over significant range and will be able to meet the requirement for the core UK missions, for which it is being procured, without the need for air-to-air refuelling. In exceptional circumstances, for example to meet extended range missions, we will draw on the in-flight refuelling capability of our Allies.

To ask the Secretary of State for Defence, what guidance there is for briefing relatives following Boards of Inquiry which take place when there has been an in-service death; and if he will make a statement.

Boards of Inquiry were replaced in 2008 by Service Inquiries. The policy on Service Inquiries, which includes support to families, is laid out in Ministry of Defence Joint Service Publication (JSP) 832, Guide to Service Inquiries.

Further, JSP 751, Joint Casualty and Compassionate Policy and Procedures, provides the framework and direction on casualty management, from which the single Services develop and deliver their support for bereaved families. No distinction is made between operational and non-operational deaths.

Although JSPs 832 and 751 lay out the overarching policy and processes, the single Services may involve different organisations in supporting bereaved families according to individual need and local circumstances.

In the case of a Defence Safety Authority Service Inquiry, next of kin are offered a personal brief from the Inquiry President on the findings before they are published.
