To ask the Chairman of Committees whether any staff of the House of Lords are paid less than the recommended Living Wage for London, and if so, how many and in which departments they work.

The House of Lords Administration was accredited as a London Living Wage employer in November 2013. We have kept in line with changes to the Living Wage since. No staff employed by the House Administration are paid below the London Living Wage.

To ask Her Majesty’s Government what enquiries they have received regarding compensation claims arising from the delay in the opening of St Helena airport to commercial traffic, and what response they have given.

Enquiries from claimants seeking compensation is a matter for the St Helena Government. DFID has not received any claims for compensation related to the St Helena Airport.

To ask Her Majesty’s Government how many writs of summons were sent to Peers in 2015, and how many were returned undelivered.

704 812 Writs of Summons were sent out to peers at the Dissolution of Parliament on 30 March 2015. Information on the number of Writs that were returned is not held centrally.

To ask Her Majesty’s Government what discussions have taken place with Comair, the preferred bidder for commercial air services to St Helena, and with what outcome.

The current contract for air services is between the St Helena Government and Comair. Comair remain engaged in discussions about flying to St Helena when the time is right.

To ask the Chairman of Committees how many Peers have taken the Oath of Allegiance in the current Session.

826 Members have taken the oath of allegiance or made the solemn affirmation in the current session. This includes 799 Peers and 27 Lords Spiritual. The figure includes Members who have subsequently died, taken leave of absence or retired during the session.

The Governor is appointed on the advice of, and reports on all matters to, the Secretary of State for Foreign and Commonwealth Affairs, acting on behalf of Her Majesty, in order to represent the interests of the people of St Helena.

The St Helena Government comprises of:

A Governor appointed by the Foreign Secretary of behalf of the Queen.

An Executive Council of twelve elected members and three members of St Helena Government who are appointed by the Governor.

A Legislative Council of five elected members and three senior members of the St Helena Government who are appointed by the Governor.

To ask the Chairman of Committees what is the current number of Members of the House (1) not on leave of absence, and (2) on leave of absence.

815 members are not on leave of absence or disqualified as members of the judiciary; 30 have taken leave of absence; 8 are disqualified as members of the judiciary.

For Financial Year 2016/17 the Government has agreed to provide funding to St Helena Government which makes up 62% of their recurrent budget and 57% of their capital programme.
