To ask the Secretary of State for Justice, what resources are provided for the supervision of people released from jail following a sentence of 12 months or less in Wales.

All prisoners sentenced to 12 months or less in custody receive through the gate services from the Wales Community Rehabilitation Company (CRC), whilst they are in prison. This includes support with securing employment, finding accommodation, debt and finance advice and resettlement to their community. On their release prisoners will then be supervised by the Wales CRC or National Probation Service, dependent upon their risk of harm.

To ask the Secretary of State for Energy and Climate Change, whether Heysham and Hartlepool are being considered as sites for large nuclear or small modular reactors.

The Nuclear National Policy Statement, approved by Parliament in July 2011, identified eight potentially suitable sites for new nuclear power stations. The Government welcomes proposals for development at all eight sites. No proposals for development have so far been made for two of the sites – Heysham and Hartlepool.

During the Budget, my rt. hon. Friend Mr Chancellor of the Exchequer announced the launch of phase one of a competitive process to identify which Small Modular Reactor designs could feasibly be delivered in the UK. Government also made a commitment to publish an SMR delivery roadmap to clarify the UK’s plan for addressing SMR related siting, regulatory approvals and skills issues.

The Government will address the issue of site identification for SMRs, but no potential sites or siting criteria have been identified at present.

To ask the Secretary of State for Justice, what weight is given to the ability to provide services in the Welsh language when assessing tenders for (a) learning and skills and (b) industries at HM Prison Berwyn.

The Learning and Skills and Prison Industries Competitions are both in progress. The final evaluation criteria is under development and details are neither finalised nor in the public domain. On that basis the draft evaluation criteria which detail the weightings are currently commercially sensitive and cannot be released at this stage.

However, the contracts for both services will include clauses requiring compliance in relation to Welsh language. The evaluation takes into account a variety of measures and the assessment of Welsh language is being considered as part of the on-going work to finalise evaluation criteria and other tender documentation.

To ask the Secretary of State for Justice, how many offices Working Links has in Wales for the administration of probation services; and what the locations are of those offices.

The administration of probation services across the Wales Community Rehabilitation Company (CRC) is changing. There will be three operational hubs located in Swansea, Cardiff and Colwyn Bay. Frontline delivery office locations will exist across Wales and the Wales CRC are establishing community hubs to provide and deliver collaborative partnership working.

All CRC providers set out an agreed operating model within their bid during the Transforming Rehabilitation competition. We are robustly managing the contracts to make sure the providers deliver services which reduce reoffending, protect the public and provide value for money to the taxpayer.

To ask the Secretary of State for Environment, Food and Rural Affairs, how many dogs brought into the UK under the Pet Travel Scheme have been (a) seized and (b) put through quarantine in each year since 2012.

The Pet Travel Scheme covers pet dogs, cats and ferrets. There are separate rules for the commercial importation of these animals; for example for sale or rehoming.

Any dog, cat or ferret identified as being non-compliant with either Pet Travel Scheme or commercial rules to enter the UK will be placed into quarantine. We hold data on illegally landed animals for the three previous years and do not record the species involved or whether the quarantined animals were a pet travel or commercial movement.

The numbers of dogs, cats and ferrets quarantined were 461 in 2013, 498 in 2014 and 609 in 2015.

To ask the Secretary of State for Energy and Climate Change, when the techno-economic assessment of small modular reactors is expected to be completed and published.

The techno-economic assessment of small modular reactors does not conclude until the end of March at the earliest. We will then need to thoroughly review the reports. We will consider publishing at the appropriate point.

To ask Mr Chancellor of the Exchequer, if he will use the UN Model Double Taxation Convention 2011 as the template when renewing the UK tax treaty with Malawi.

The tax treaty with Malawi has been renegotiated, though signature has been delayed by a number of factors. Although the UK’s starting point in negotiations is based closely on the OECD model double taxation convention, the Government recognises that developing countries may have a preference for some of the provisions of the UN model. Treaties the UK has recently signed demonstrate that we are willing to accommodate some of those preferences as part of a balanced agreement.

To ask the Secretary of State for Justice, if she will review the contract awarded to Working Links for the delivery of probation services in Wales.

Contracts with the 21 Community Rehabilitation Companies (CRCs) in England and Wales commenced in February 2015, and are of seven years duration. The Wales CRC is continuing to provide services in accordance with its contract, and is being robustly managed by our contract management team to make sure they fulfil their contractual obligations in relation to service delivery, reducing reoffending, protecting the public and providing value for money to the taxpayer.

To ask the Secretary of State for Energy and Climate Change, whether her Department has made an assessment of the potential of small modular reactors as a heat source.

The techno-economic assessment of small modular reactors, which is due to conclude at the end of March at the earliest, will consider applications for SMRs in the UK context including how they could operate within the energy system.

To ask the Attorney General, what his policy is on offences under section 4A of the Protection from Harassment 1998 Act being referred to the Court of Appeal on the grounds of undue leniency.

Neither of these offences are covered under the Unduly Lenient Sentence scheme and therefore the Law Officers have no power to refer sentences for these offences to the Court of Appeal.

The Government has committed to extending the scope of the Unduly Lenient Sentence scheme and is carefully considering its approach.
